Reviving the War Agalast the Late Secretary r olger. Epecial to the Sentinel. "Washington, Feb. 22 The war against the late Secretary Folger seems to still continue, as ia demonstrated by a contest going on in the office ot Supervisor General of Sieara Vessels. The facts seem to be that the late Secretary chose to exercise some of the rights of his o:ce in the matter of discharges and appointments ia the Xw York inspection service, which lisj leased the Supervisor General to a high degree. In several cases when the Snpsrvisor General tried to have men removed. mi ethers tppointel tie Secretary interferred. Charges were also preferred against the Supervisor General and entertained by the lata Secretary, and in fact their oiücial intercourse was very strained. It teems to be the policy of the Supervising Irsector's offiie to make that service a close corporation. The tnperriicrs stand shoulder to shoulder with the Supervisor General, and if a man in the service displeases one, he ia fought by the whole crowd. A prominent New York gentleman met the Sentinel correspondent to-dsy and gave him the following facts about the present fight: Nearly three years ago Colonel Jesse H. Etrictlacd, of Brooklyn, who had spent a number of years of his life at sea as first mate of different steam and sailing vessels, trd vhobad gallantly commanded a regiment during the war, was strongly indorsed for a vacancy then existing arnmg the assistant inspectors of hulls. The Supervisor General had a man he wanted appointed, and some way. Strickland's paper did not reach Secretary Folder's hands. Meantime Naval Conitrnctor Fook had given Strickland a rigid examination, and had recommended him highly for the appointment. Strickland was personally well known to Secretary Folper, and when the facts were brought to his attention he promptly appointed Strickland to the position. Since Cleveland's election the Supervisor Central has been looking around for anchors that would hold his official ship in the troubled Democratic sea. Places were reeded for pood Democrats who had influence with Cleveland, and who would use it to retain the Sapervisor General. Two men were selected In the New York office to walk the plank. One was Caldwell and the other was Strickland. Strickland was asked to resign. His friends asked why? The answer came that he was incompetent. The Supervisor General was asked for specific charges. Finally they came three specifications, which were absurd on their face. Meanwhile Strickland, though alleged to be incompetent, waa kept at work, and has inspected three vessels since the charge was made. .The funny part is that out of nearly seven hundred vessels inspected in the past three years by Strickland not the slightest accident bss ever happened to any one of theno, and the vessels, his reports upon which the Supervisor General claims, showed his incompetency, were inspected one and two years ago, respectively. Yet it is only sines Cleveland's electlcn that the charge has been made. It has taken two years for the Supervisor General to comprehend the situ ation. Strickland's defense, which is complete, was tnbmitted ti the Secretary of the Treasury on Thursday, together with the itroEgejt;indorteaent3 of Strickland's ability and nautical knowledge, from his brother inspectors in the New York office from the Old Diminion Steamship Company, Clyde line ot steamers, the big East Itiyer Ferry Company, John Starin's line, and dozens more from nautical expert. Strickland may fail a victim to the Supervisor General's hatred of Folger, and will desire to hold h's oflce under Cleveland, but there are half a dozen Democrats who want his place, and many experts who are ready to testify to his own unfitness for the position.

V 'There will be nothing done with the Dcräheirzer or any other silver bill by this Congress," said Chi'rirau Bland, of the Hor.se Committee oa Coinage, Weights and Measures, to your correspondent this afternoon. "Nor will there be any financial legislation whatever for a j ear," he added. "Does not the impress of Mr. Cleveland carry a weight with it on the Doraaeimsr bill?" 'Well, hardly cnoneh to pass it at this late hoar," replied Mr. Bland. "I don't believe it would be possible to pass any bill of ceneral importance, excepting one making eppropriations, during the remainder of the session. Then Mr. Cleveland has not spoken in behalf of the Dorsbeimer bOL It is only presumed it is of hie ideas on the subject. That is not enough to have any effect. I thins the country ought to know, and that 83 soon as possible, that there is to be no legislation aifecting moaey by this Congress, and, to my mind, it is impolitic to agitate the question iust at this time, when there should be a steady confidence.'' The various bills on subjects relating to money matters are now considered shelved, iofarasth'3 Congress is concerned. It ii known that Mr. Cleveland is much concern ed about the business interests of the country, and many believe he will in some way announce a proposed policy soon after inauguration which will be intended to ease matters. About the Waahiugtou Uouameut Dedication. Special to the Sentinel. WAsnisGTOJJ, Feb. 19. Some disappointment is expressed by those who have in charge the arrangements for next Saturday's dedication ceremonies in not receiving the encouragement anticipated from representatives of foreign countries. As might have been expected, it will be thoroughly an American affair. Even English representatives will take nomorethm a nominal part in the exercisss orpan le. The Germans will be glad cl this, however. "When the corner-stone was laid there was much of international character in the c remonies, and it was expected that other countries would direct their many representatives here to take part in the climax of the work, but so far they have failed to do eo, and America will play a single hand at an American game. Beginning with Thursday next, there will be a continual row to tbe cloee of Congres, In tbe House it will be in order at any time to move a suspension of the rales for tbe consideration of bills that is, it will be in order to make a move of that character whenever the floor is not occi pied by some measure. Everything will be done in a hurry. There are a number of jobs before Congress. None of them are big, however. There ia a hungry lobby here. It has been here all winter, livinz off the anticipations of these six last days of CoDgress. They will goad on their Representatives in the House to push the measures they are interested in. Much ot the time all the members will demand simultaneous recognition by the Speaker. There will be a great noise, a tumult of gesticulations, a thunder cf voices. Then there will be more or less excitement over the inauguration and the subsequent proceed iegs at the Wählte House. The appropriations, it now appears, will be out of the way, completely and finally finished. by tbe end of. next' week, and the monkey an J-a-parrot time can go on without Interference. There are thousands of biha before ths House. The calendar is loaded down wltn ,hem. If there should be three or four days of the six undisturbed by the appropriations, the 'schemers will have a harvest, the jokers will have a picnic. During each scenes of trades, wherein one member supports another's measure without inquiring what it is, only to get his vote in return for another bill, the greatest flastration and excitement prevail. It is then that such members as Mr. Ilolman get in good work. But under the amended rules it requires ten objectors to defeat consideration. Cuts tier Child's Throat. Clevilasd, 0., Feb. 20. A Youngstown special says Mrs. William Clark, of Leeches Corners, Fa , gave birth to a child last night, and thss morning, during the absence of her husband, she cut its throat from ear to ear, and, clad only in her night-clothes, she secreted the body in a lnmber pile. Nadine is about twenty-thres y ars of ar.e. He was committed to the instiution as an imbecile, but it is said by the physicians of the institution that he is morally responsible, and that he was frequently permitted ta go borre unattended. The Prohibitionists, thoneh they were successful in the Senate, have once more failed in tbeir efforts to have the Liquor Ccmmlcsion bill made a law, for the pur pcee of enabling tbeni to make prohibition a national question.
