lb Surplus Heven ae Canning Annoyance aid Diacnaalon The Principle of Taxation All Tariff Taxes. The Sewi Ben. Etanton J. l'eelle: The surplus revenue is annoying the pigiron statesmen. If the people can be persuaded that our revenues are derived from foreisn manufacturers and are not paid by American consumers of foreign goods, they miht feel comfortabls in view of the fact that foreigners are paying the expenses of running cur Government. Eat the foreigner who makes goods which are sold here is to fcol, and when you put a tax cn his imported goods he knows that the American consumer pays the tax in addition to the price of the gooo9 at the port of entry. Some of our wholesale merchants on Sjuth Meridian street are ira porting crociery and dry goods from foreign countries. In making cp the prices at which they mark their goods for ssale here they add to the sum they pay the manufacturer the tariff tax, aad the Indiana customer pays it. Now it i3 plain ttiat a surplus revenue made up of receipts froai duties is a tax upon the peopla who use the goods upon which the?e dutis ere levied. In lact this is sc plain that it is amazing that able statesmen should ague, ondableeditcra should esjert, that a tariff duty is not a tax, but a beGevolencs bestowel upon o:r pecple by foreign manufacturers. It is merk of rrogresj that soaie of the ablest advocates of the pro'ectioa policy characterize ail tariff duties as taxes. Senator .Sherman, in an interview or speech which was published a few weeks ao, called them taxes. "When it 13 settled that thev ara taxes, the protectionist must go to the wall. L"-t ..s tee. The only purpose for which taxes can he levied is the support of the Government. As Colonel Infrerscll expressed It, "The (Jovermuent is a pauper." It ha3n't a cent which the people do notdveit. It pas.'? around the hat for contribution'!, and tbe fact that there is a musket behind the fat tc compel payment, does cot change the tact that the GoTeinmen: is a bejrand i lives cjHjn aims, tii the pecple have hxd limits to the demicdi teat cia be made upon them. In is not bereft to iejuire more than is ne-revnry, arc it is ueifher honest nor lawful to col'ect morey from the 7,ho!e people for the 1 utlic g-jod. and b-sto.v it upo.-i a eiec: ia v for their privat ? grted. W. P. Fish b ack. SIMECH) FOR UFE. A Verdict of Oallty In tb Sanders Harder Trial at Brazil. Special to the Eetitlnel : Brazil, Ind., July 1. In the trial of Captain I. W. Sanders, for wife murder, which terminated yesterday, the Jury returned a verdict of guilty and fixed the penalty at imprieonment for life. This terminates a trial that i without parallel :n the legal history of th? L 'ate, and this, together with the social and political em.Dcice ooce enjoyed by the condemned man, haj civen his case nnur-cal importance. At the breaking cut cf the War Sanders entered th 9 Army aa a vaiunteer and rapidly reached tb rank cf Caotain. After serving with credit to fcimself, he retnrned home and at once became prominent in tbe local afiaira of thlj ity. In the meantime he married the daughter of Mr. Jonathan CrouTdale, with -whom he lived until April C, 187, at which time the community was startled by the report that he had shot her. A trial wv had ucder circumstances heretofore reported in

these columns, which reeulted in his beins sentenced to the State's Prison for HI?. After having served rive years of the sentence the Supreme Court ordered a new trial, which baa just terminated and which confirms the verdict of the first Jury. He received the announcement of the verdict with stolid indifference, but later in the day made an ineffectual attempt to commit suicide. The general opinion is that the verdict is a righteous one. His attorneys moved for a new trial, the hearing of which is set for next Thursday. "Public Debt. "Washisgtox, July 2.
