THE INDIANA STATE SEKTINÄL. WEDNESDAY MAECH 7, 1883.
THE CLOSE. The AaTJowrrrinent of the teRlslature Closin Scenes, Etc.
Bpth. brauch of the Legislature adjourned yesterday afternoon. The closing ecenea differed but little from thoae ol former Assemblies. The Speaker of the House made a 'rattling" yaledictory, which we reproduce elsewhere in tfcta morning's paper. Tt w weH received, and, although crowded with a Rsod and healthy lentiment, tue Speaker was particularly happy in his cloein nnk. wherebv he expressed but the kindest feeling for each and every mecaber Tnn rtnrnin? to one and all his v& mao ...w a thinta for the assistance rendered him in the discbarge 01 his duties. Everybody of hrtth Trties had kind feelings in the part ing hour for the Speaker. In the Senate it waa different. The Lieutenant Governor , nftt a word to sav. He was mad. The mnr.th of .March when it comes in like a lion goes out like a lamb. Tbe "L. u." came in: like lion or at least he had a lion's ekin on, at the beginning of the session, ut he went out like a sheep. Ad j urr ment eame not a momeat too Boon for him. ßeoators Bell, Brown, Willard. Hilligass, MoCullough and other had almost "rattled' him to the cussing point, and when he hd a chance te adjourn them he was very lively in his movementn. About fifteen minutes before adjournment Senator Brown Rave htm tbe general appropriation biil to sign, which he refused to do. but stuck it into a pigeon hole and told a Sentinel representative that "it was killed."" The reporter told him that he saw Senator Brown give it to him nnartpr of an hour before adjoornmen He replied: "Youngoian, I am Lteuienaat Governor, and know what 1 am about." He had until midnieht to sign that bill. At 1 o'clock this morning we telephoned Governor Porter that he understood that the Lieutenant Governor was at his house, ant, if bo. had he signed the general appropri ation bill. The reply came back tn tbe -voice of the Governor. "Oh. no." Thus. then, the appropriation bill failed. Of course, the Governor and his Lieutenant Dronounced it unconstitutional, and tbe 4lL. C" socketed the bill with the Governor consent. ;ioth Houses passed the police bill over the Governor's veto by Large majorities. The enthusiasm with which it was done was one of the features of the closing hours of the session. Senator Maeee was elected President pre tern, of the Senate vesterday moraine. It was a short lived office, that demonstrated some kindlr feeline. Representative Heffrenfa speech, defend ing himself from the attacks of the Journal, was recorded bY those wto heard it as a masterly effort. He was very severe on that paper. He defended himself very successfully and very heroically from all charges of treason; from the charge of being a Knight of the Golden Circle; from the Lacd-car story, and he declared that he had left the Sons of Liberty early in i04 De cause the organization was a humbug. He was very scathing in his rertarks upon John Overmever. the. present Chairman of the i Republican State Central Committee, and L. .r. Millisran, wco ran as a Republican nomination for the State Senate against Senator Hilligasa. In short, he denied solemnly and with great. effect all the charges made against him by ne Journal. The speech was regarded as a very able one, The Assistant Clerks of the Eenate yester day presented to W. F. Peeile. Jr., a box containing six $5 (gold pieces as a testimonial of their, esteem, to be given to his daughter, Marie, Accompanying the box was a neat presentation letter, signed by the Clerks. Mr. Peelle responded on behalf of his daughter in his own happy style. William F. reelle, Chief of the Bureau of Statistics, has appointed Charles Z'orster, of Evansvilie, his chief deputy. The members of the clerical force of Dr. Edwins have done credit not only to him but to themselves and the members who had thern. appointed. To Mr. Fitzpatrick, Register Clerk, Mr. Rose, File Clerk, and Mr. Carleton and Mr. Sigler, Chiefs of the Engrossing and Enrolling llooms, is largely due the efficiency of the work done in the House. Dr. Edwsns, Principal Clerk of the House, has been one of the best officers the . Legislature has ever had. His assistance to the majority on the floor has been of great value. He has the satisfaction of knowing that there was not a bill lost or stolen from his lea daring the session. AN IMPORTANT mEBTIEW. Qorernor Baker Says that the Appropriation Bill Should Have Been Signed Yesterday. Late yesterday .afternoon a Sentinel reporter called upon ex-Governor .Baker at his fSM on Couth Pennsylvania -street .Iiis I rarpoee was io interview the ex-Governor o n the legality of the passage of rthe general j propriation bill. "Governor," said the reporter, "the appropi iation bill haying been concurred in this aft ernoon, is it in your estimation within tht i law?" " I think itia'isald the Governor. " There are some doubts as to the .legality of a bill passed at this late day. TBI FATAL CHABITABI, T2i Itheottnc 4r Tovsg filidden A 8con4 Trag? la the teas Locality. Faa.vKUK. Lad-, March 2. The shooting of Frank OUden, at a charivari about a week ai, recalls a circumstance which occurred s ?veral years ago in the same neighborhood .nd which ended in the death of a promising' young man at the hands of his cousin, and led to a prejudice against the practice, which would have been well had it continued through all time. At tbe marriage of a nvan by th name of Kelley, in the imnvetliate vicinity of the late shooting, a xrowd assembled to charivari the parties, aa.l uuodk the number were two cousins, gtenhen Weddle and Andrew Prewitt, both yotf ng men highly respected in the neighborhood. The parents of the two lads were in ihC house at the time enjoying the festivitiM when th din and confusion of the charivari begun on the outride. All at once tbe soLse ccaaed, a cry of distress went up and young Weddle fell to the ground a corpse. Wi en the inforxuaatof jour correipoadeat reached the,
house, young Weddle had been car
ried in, but the frantic parents had stood him upon his feet and were in vain trying to get some word or look of recognition from their darline bay. A Cor oner's Jury was empanneled the next day, when Prewitt appeared and testiaeo tnaj ne had done it shooting: that it was purely ac cidental, and, indeed, his whole manner in dicated an agony that waa second only to that of the distressed parents. From that day the people of Hensley Township have been outspoken against the charivari, and rrotonehas occurred in the neighborhood tili Friday night last, when it again ended so fatally. Indeed, the leader on this occaeien seemed to have the fate of young waddle before his eyes, for he cautioned them having revolvers to hoid them straight up in the air when they fired and formed the column to mcrch around ihn Vinns in snch order as would insure, as he thought, against an accident. The fact such precautious measures were adopted, is a circumstance upon which the nroeecution will depend, to some TtPnt to sustain the charge of murder against Noah Rash and T. Ii. bear, Dotn 01 whom have been arrestea ana are now m Til awaitine examining trial. It is id that they were immediately behind filidden at the time of the enooting. What ever mar be the merits of the charge against these parties, there is no doubt bat the oavcomooi me i&si cuariv&ii u m-eiadieeaeainst that time-honored custom and lead to its discontinuance, a result that would meet the approbation of even many people who do not reside in this unfortunate neighborhood in öensiey lownsaip. "It is evident." he continues, "even to the casual observer, that since the institution of the cigarette the use of tobacco among our boys has increased to an alarming extent, and, if not checked, must necessarily inflict upon them all the evils that are sequences of so pernicious a habit."
