The Senate held a session Wednesday night which cent'.nued until nearly 3 o'clock In the morning. The Republican members held the floor at that time far the ostensible purpose of discussing the Railroad Commission bill, which was then under consideration, but in reality to prevent consideration of the Metropolitan Poihe Dill. There were a number of exciting scenes. Lieutenant Governor II anna overruled every point of order made, and refused to consider appeali, although the discussion was interrupted every minute by such questions. At last a cenv promise waa effected at 2 o'clock, whereby the Re puDiicans were to agree to an adjournment on condition that the police bill should not come up for a final vote until 4 o'clock in the afternoon. When that hour arrived the vote waa taken, aad resulted la the passage of the bill by a vot of 27 to 21, Senator Bens voting with the Republicans ana louche witn the Democrats. Tne animus of the latter vote was soon male apparent. lor when the vote waa announced he made a moion to reconsider, and on that got the fioor for discussion. It th-n became evident to the Democrats that a repetition of filibustering -waa imminent.aDd they nsed every means in their power to fight it off, but to no avail, aa the Republican minority, with the assistance of the Xleutecant Governor, prevented them from get ting the floor. The conduct of the Lieutenant Governor and the Republic in Senators was simply outrageous. Having accomplished their purpose for the time being, the Republicans yielded the iioor of the Senaut at midnight to-night, and Sen- I tor Magee, a Democrat, moved tu lay on the table the mo'ion to reconsider the vote by which the-metro poll tan police bid was passed, which was agreed to. About 11 o'clock the Democrats tried to put Senator Willard in the Chair, but the ffort was futile. This actlou created such excitement that it was found neces-ary to clear tbe lobbies and gallerUs, which waa done with considerable trouble. Nothing in legislative proceedlng for twenty years past has created euch excite- - ment in local circles as the fight that the Republicans have made for the last sixty hours against the police bill. Among the most Important bills passed last week waa that of Mr. button, which provides that any State, County or Township officer who falls to pay over any fines, forfeitures, docket fees, etc., aa required by law, and allows the same to be collected off him by any authorized otlicer, and he deducting therefom his penalty ot per cent., said oEicer permitting the same to be done shall pay ever and make good to the school fund the penalty or per cent, so deducted, and the Prosecuting Attorneys of tb State are required to bring suit against such otlicials to eu force the collection of the same. The bill for the endowmont of the State University, one-half of 1 percent on the taxables of the State, also passed. Mr. Shively'a Important bill regarding Insurance Companies was passed. It provides first that all Insurance Companies doing business on the assessment plan shall execute a bond payable to tbe State of Indiana conditioned for the faithful performance of their con tracts with their policyholders. It makes it a felony for any Insurance Company doing business In this State to take out a policy on the life of any infirm, aged or crippled jrsun. It also compels all auch Companies doirg business in this State to make a report on or before the 31st day of August of each year er to the Auditor of the Bute, riving a detailed account of lu business, and a failure to do ao will work a forfeiture of Its charter.
