Förster Defends Ilia Administration atid Attacks Parnell, Charging Blm With Heading an Organization oS Crime. Log t,o., Feb. 22. In the Commons, Oorst's amendment was again debated. Louthsr promised conservative tupport to a vigorous policy toward Ireland. Förster defended his own course previous to his resijnation. But for the Phcenlx Park murders Ireland would have believed Parnell supreme and would, therefore, become ungovernable. Tbe recent disclosure Increased the suspicion that the Land League was connected with the outrages. The public expected Parnell would have explained this point. Ho mere disclaimer would be sufficient He charged Parnell with heading an organization which started an agitation that promoted outrages and incited murder. Parnell had reaped advantages from the agitation. He did not plan the outrages, but connived at their commission. Okley shouted, "It's a lie," several times. He was named for suspension and the suspension ordered 303 to 20. Forster resuming reiterted the charges, quoting from speeches in which Parnell said murder was unnecessary. Those who committed the Pbunex Park assassination had not acted on the letter, but according to the spirit of those Epeeches. Until Tarnen expressed rfgretand repented ne could not communicate with him. Feeling is now rising even in Ireland against the agitator. Parnell and friends have been unveiled and unti asked. Loud cries for Parnell. He did not move,. O'Donnell, attempting to interposedunng the SDeech. was ruled out of order. Hartmgb.n expressed surprise atFarnell's Mlence, which was an aiinisaion. prima facie, that a case had been established aciinst the Irish leaders. The Government hfed no intention of introducing any measure for an extensive change of noiicv with resard to Ireland that will be likely toarise strong party feeling and absorb a large portion ol the time oi tue nouse. DesDl'e repeated challenges cf the Govern ment the oDoosition had formulated no di rect cpeciric charges against them. He ked the House whether, seeing there was a ceneral agreement with regard to the policy of the Government, it would choose Gorist's amendment which, if carried, would have hi eilectof remo7iii3 the Ministry Irom clhce. rarnell Offers Ills Amendment to the Queen's Speech. Lostjos, Feb. 2o In the Commons rar nell moved his amendment to the address in reply to the speech from the Throne, attack ing the executive in Ireland for the admin istration of the crimes acf. The language cf the amendment is very violent and refers to 'uniust execution!." In movine the amendment Parnell sa'd that if there had heen any reductiou in the cumber of outraes in Ireland it is oniy Decause me peo le are bting kept down bv the crutal, terri ble coercion act, administered m a brutal, terrible way. He pointed to the f.irt that hardly any persons aritsted nnder the curfew clause had been convicted, and showed trat the power to arrest vras abused, lie complained of the conduct of the Irish Judi.es, mostly apointed for political reasons, and therefore unlit to try political caue?. When the people saw Juri. pecked and Judges turned Crown Prosecutors, all sympathy with law end order was destroyed, and the people in cvitably became abettors. If the Govern ruent after the Phoenix Park murders had relied on the sympathies of the people in stead of upon the tyrannical act, Ireland would have been tended. He protested against the proclamation oi meetings and prosecution of the press. Freedom of speech did net exist in Ireland. In the -Hynes and other murder cases the Juries were composed almost exclusively of Protestants, Castle tradesmen or acquaintance! of the Lord Lieutenant. Tbe administration of the law was detested by everybody. He defied the Government to continue to govern Ireland without the sympathy' of tha people. An r.mendment to the land act was urgent. thouch even that, would quench the spirit of Irish nationality. He believtd Cnamberlatn was one of the few Kogl is-h member -who correctly appreciated the Irish question. Ironical cheers. The Government bas cow a great oppor tunity to restore peacn and order in Ireland. He (Parnell) was conlidentot vic.ory, bav im; 1.000 000 Irish in America behind him The Attorney General for Ireland reply icg. condemned bringing charges without evidence. He appealed to the House whether Parnell's arguments justified his atrocious charges against the Government The charge of Jury packing was repudiated lie explained there were more rotes tan ts than Catholics upon the Juries because the Frotestants constitnted a maio.-ity ot the whole panel, harl Spencer would no more think of interfering with tbe trials in Ire land than be would in English Courts, Parneh'a amendment was rejected, 133 to 13. The Westmeath member gave notice he would ask tbe immediate release of Harring ton. elected member for estmeath. The Chief Secretary fcr Ireland denied Carey, the informer, was interviewed before testifying.
