for Thomas M. Waller and tbe rest ol
the Democratic State nonuli eea illegal, and the Republican mansger orenls avow their intemion to contest Waller's eleciion. The so called black ballots were printed from a block, on plain white paper. The names are in white and the rest of tbe impression isinblacc. This style of ballot was used to prevent ea-y counterfeiting. High sums bad been offered a day or two previous to election for a copy of the Democratic ballot. The precaution was deemed Decessary, as certain Democrats w re known to be opposed to candidates on the ticker, and it was feared that counterfeit ballots might be run out of the Democratic booth. Judge Park, in his decision in the municital conteM, assumed that the ballots were printed in
black for purpos-es of coercion, and there
fore were in violation of the law, which says tbat the ballots shall be "Plain a bite paper, with, the names of tbe candidatet written or printed thereon." His decuion, if sustained, gives the control f the enure municipal (Jovernment to the Republicans for two years, though the Democratic majority averaged 2 5IHX It deprives the Demo crats of proper representation in the Common Council, thus enabling the Repub'icant to el.ct the Corporation Coiim-el, a lucrative office, and merut ersof all thetConimissiona The Democrats l ave a two-thirds majority in the present Common Council and all the city cüiceia. but tue decision is more far-reaching than this, as shown by tda's develoi menis. William A. ßulkeley, the pre-ent Lieutenant Governor and tbe defeated Republican candidal for Governor, declared his purpose to-day to contest tbe electiou of Hou. f hos. M. Waller, the Democratic Governor eUcf, whose majority, as declared by the official Board of Canvassers, was 4 00). He baid to your correspondent in Hartford to-day that tuefhape the cse had assumed was verj distasteful to him, and he would have been betttr pleased if i.othing had occurred to raise the Question cf the legility of the black . . ... a a -a X I!. k .
ballots. "IJUt," be aauea, "i Deneve mat, legally, the whole Republican ticket was elected at the State election. I can not -ee how the Legislature cn declare it otherwise in view of Judge Park's decision. I must be governed by circumstances, and consider the best intere-ts of Connecticut. According to the law there can be but one result. It tbe Leg s'ature ignore the laws tt ev have made, that is another thing; but 1 dou'l tee bow they can overlook a law they haveptsei. The Democratic ballot was dimply a direct violation of the law, ju-tt as mueü as if I t ok a watch fnmaman's pocket on the street What will be done is not for me to say. I am, you understai.d, firnplv a passenger. If tne Legislature declare the Republican State titket elee'ed. Waller can not hold cilice. V hat I will do ii another matter. That I dtclint to dis cu-s." Chairman Cole, of the Reiublican Sta'e nimimtte said to day that a petition will
be brought to the Legislature setting forth
be facts in accordance with Judte Park ? decision, and ! gi!ion would be asked. "I would rather." said he, -tho-e ballots bad been caM legally, so as not to have this case arie; but it must now be treated according law. The Comruiitee on the Canvass of Votes mu9 accoiding to the Constitution ot Connecticut, declare the Republican ticket Vill Mr. Bulkeley take his seat then?" "I don't see any escai from it," "Who will biing the petition?" "We have not decided, but will within twenty-four hour-. In my ot inio i it Js the duty of the Republican candidates to take their offices." Eminent Democratic lawyers declare that the Republican Stale ballois are illeiral if the bo called "black ballots" are. Tney were surrounded by a deep, bJack border, which was ai much a distinguishing mark
as the black on the Democratic ballot. But ithob-erved by the?e ame lawyers that Judge Park apparently left a loophole in his decision through which to crawl out should the leetlitv of the Republican bl-
lo:s be questioned before him. His la' guage is very ambiguous and might be construed to favor the Republican ballo. Tne Republicans say that their ballot was in accordance with custom at leait, while the Democratic ballot was an innovation It is cited also that Judge Park is a strong Republican patthao, who. coming into public life through the Know Nothing movement, has r uined many of the pnjudices of bis efly career, lie csme upon ihe political stage with Postmaster N the ruiah D. Sperry of bis city, and thev ere intimate friends. When the Republicans iu New ii ven were looking about for a Judf-e belore whom to take the black balloi -sane, Sierry was consulted, and he advised Park by all means. A little delay was nece3rv,"but the ritk was takea aud the result satisfactory.
