Startling, If True, The Chief of Police of St. Louis received a letter last Wednesday, which he only made public on Saturday, the contents of which at this time will at least provoke speculation. A Washington special of the 11 th says: Master Lucien Young, of the Navy, who desires to go to the Arctic regions, under the proVisions of-it r. Calkins' bill, says thai his plan is entirely feasible and will incur uo special risk of loas of life. He proteoses to keep near shore. He would make two depots for 6Uulies in case of a retreat, one on the western coat of Greenland and another further north, at Lady Franklin Bay. lie would then keep up the lr enland coast until he struck the northern limit of navigation, and stop, with the fhip as the base cf supplies. He would then send out parties on the laud, and if the end of the land was reached on tbe ice pack, establishing small depot. This, would be done during the fall and winter, so that the next spring the party would maVe a dash for the l'le. following tbe line of depots left the fall previous, to future protection against starvation and enable them to travel fast, uniucumbced Uj stores. He has the opinion of various Arctic travelers that his plan is the most feasible devised so far for the successful penetration of tbe Polar regions.
