The Connecticut House of Representatives, (100 to 98), passed a bill for female suffrage on license matters. Thirty-two shiploads of working girls have already been bronght out to Canada by the philanthropic Miss I've, in search of homes and others are still comin' through the Rye. A Frenchman has discovered that the .skulls of men are, on the average, 172 grammes heavier thanHhose of women. This will explain why the average man will permit a woman to stand in a street-car, and why, also, so many of them marry and compel their wives to support them. Their skulls are not only heavier, but thicker; but no more so than that of a mule. An earnest and wise worker for the intellectual enfranchisement of women has been lost to the world by the death of Frances Power Cobbe. She was recognized as an . able opponent of the utilitarian philosophy of John Stuart Mill, and one of her bestknown works was her Intuitive Morals, in which she combated the doctrines of the school in which he was a leader. She held a hish station among the ranks of the lib eral and intellectual women of England, Mrs. Livermore contends that if mothers would train their girls as housekeepers, at the youthful period when girls would be delighted to learn, they would then take to housekeeping as 'naturally as ducks take to water. She does not recommend, however, that instruction should be confined mainly to domestic duties, or that marriage should b3 considered the principal aim of the fair sex; but advocates a system of broad and liberal industrial tuition, which will fit women for any of the probable contingencies of life, render them self-dependent, and fully develop their varied faculties. llrare Mary Owen. Philadelphia Press' "Camp Fire." An undaunted and brave woman, indeed, was Mary Owens, of Pennsylvania. She accompanied her husband to the army and fought by his side until he fell mortally wounded. Then she quit the army and returned home in full uniform to tell her friends and neighbors of her strange experiences for a woman, and of her sufferings and devotion to her country's flag. She was in the army IS months, and during that time took part in three severe battles. In the first engagement she was wounded by a ball in the face and fell on the field. In her third battle she was again -hit, this time in the arm. Her wounds required her to be taken to the hospital, where her true sex was discovered and the circumstances of her being in the ranks made known. She had enlisted in the town of Danville, Montour county, Pennsylvania, under the name of John Evans. It appears her father was opposed to her marrying her sweetheart, Owens, and threatened her with violence if he did not give him up. The brave girl, nothing daunted, married Owens secretly, and then donned the blue and went with him to the war. Her husband was with her in the same company, and so heroically did Mary endure the hardships of the camp and the dangers of the field that no one suspected her sex until she was wounded. She saw her husband fell dead by her side, and then returned home wounded and a widow. She was young, rather pretty and slight in form. This brave woman was of Welsh parentage, but a genuine Yankee in pluck and spirit. Of course, she was for a long time a heroine in the neighborhood where she lived. I doubt if any woman in America ever had a more romantic career than brave and plucky Mary Owens. Women a School Director. New Orleans Democrat" It would be impossible te find a man with a warm and generous heart who does not re call with tenderest emotion the memory of some good woman who, as mother, sister or friend, has been to him a priceless boon a teacher who has pointed out to him the path to fortune, honor, fame and all that men most prize, and "1 that ennobles life and inspires mankind to deeds of noble daring. Counseled and guided by a pure and lov ing woman, no man could ever be guilty of an ungentle or improper act, muco jess one that did not comport in the strictest sense with truth, virtue and honor; and so great is the influence of women In shaping the char
acters of men, that it may be truly said they
silently wield the destinies of nations and control the affaire of the world. Endowed by nature with that most rare virtue, patience, and with hearts that yearn toward children, they are peculiarly fitted to teach the young, and we can conceive of no sphere in which they can be of greater usefulness to the world than in the school-room, where characters are being molded for good or evil for all time. Theframersof our new constitution, disregarding the old-time and absurd prejudice against giving women a voice in the control of affairs, wisely determined to follow the example of other communities and the dictates of their own hearts, and the result was article No. 232, which declares that "women over 21 years of age shall be eligible to any office of control or management under the school laws of the State." Women's intuitive sagacity, her gentleness, patience and kindness are all qualities wiich entitle her to a potent voice in all matters pertaining to the education and training of the youth of the land. Pleasantries Concerning the Fair Sex.

Not being inclined to be de frauded out of his sixpence, the omcer in formed the authorities that the porter had conveyed his barsa(re from one station to another, and that had he not employed him he must have taken a cab, which would have cost 18d. In reply came an official notification that his claim would be allowed, but instructing him that he ought to have use! the term "porterage" instead of "porter." He was determined, however, to have the last word, and wrote back that he was un able to find any precedent for using the word "porterage," but for the future would do so. and at the same time requested to know if he wa3 to use the meant "cab." term "cabbage" when he Speaking of offensive and defensive submarine warfare, Captain S. P. Alines, late of the British Royal navy, makes these re marks: "No one can deny that in our time there is an absurd anomaly which would be ludicrous were it not so terrible, in that civilized nations have, by an international con vention, stigmatized the use of an explosive bullet, however openly it may be used (say for the purpose of exploding an ammunition or limber box), because it may mangle or injure a singleindividual without killing him; and yet these same nations do not hesitate to introduce into their service, as an accredited weapon, whose machinery is secret (or, at all events, presupposed so) a torpedo whose immediate purpose is to utterly annihilate a man-of-war and her crew of nigh a thousand souls. Submarine mines are defensible on all grounds; your antagonist runs his head against them at his own risk; but the offensive torpedo is in the same category as the ex plosive bullet, over which it takes higher rank." 1 he ludee came down to Cincinnati one day, and the next morning early he went into the librarian's room at the Court House. Here I have been practic ing at the bar for 40 years, and now I want to know if I am fool?"
