From the adoption of the constitution till the dsya of the Mexican wax the United States never bad a regular army In the sense in which it is now used by the military ring at Washington. This appears on the face of history. President Washington tried the experiment of establishing such a force in the American legion, but he himself was the first to recognize its unsuitableness under a government of the people, and it was disbanded during his term of office. Thereafter, until 1816, the regular troops, so called, were really volunteers of the same class as those who fought in our civil war that is, their regiments were raised' as required and disbanded when . the necessity was over. From 1816 to 1830 only a few regiments of infanry and batteries of artillery were kept in service, and they were obliged to earn their wages like other Americans. The Florida war and the extension of the far trade on the plains gave ns only two cavalry regiments (the old First and Second dragoons) and it was not till the Mexican war that the present exclusive, useless and expensive regular army began Jo accumulate power and to influence legislation in its own favor. All our present general officers and heads of staff departments entered the service during the Mexican war, or immediately after. It was during the Mexican war that the jealousy between volunteers and regulars commenced, and that the regulars first exhibited their hatred of their fellow soldiers, sia.ply because the volunteers did not depend on government pap for a livelihood in times of peace.- It was in the Mexican war that the West Pointer first started the opprobrious name of "mustang officers" for all those who entered the army from civil life ; and tbe jealousy then roused has only increased ever since. In Mexico, also, the system which prolonged our civil war to such a period was first inaugurated, that of giving the volunteers all tbe work, while the regulars got the prizes and glory. What the regular army is now it has become under the rule cf Grant, Sherman and Sheridan, all men formed under that epoch. These men haye started the cry, familiar in administration journals, that volunteers axe t'costly and extravagant" in comparison with regulars. They point to the debt of the Union for the civil war as $3,000,000,000, and insist that bad half of that money been spent in preserving a regular army in proper state we should have .been saved the rebellion. Let us examine this question of relative cost, and see where we come out. From 1851 to 1861 the United States government expended nearly $200,000,000 oa the regular army, yet it did not prevent the rebellion, while . about half of the West Pointers in its ranks joined the enemy, many of them leaving the service, almost under fire, while every man drew the last available cent of his pay. Did this $200,000,000 justify itself by service, when, as noted in a former letter, not one regular officer or soldier died in defense of his post, until the green volunteers were called from plow and counting room to shame the "professional soldiers" into some show of manhood. ' Let us suppose that we had never had a regular army, Dut depended On volunteers from 1816 to 1861, raising them as required. We might still have had a rebellion, but the country would nave been about a thousand millions richer, and Jefferson Davis and Robert . Lee would not have been able to make the trouble they did by means of the knowledge acquired at the national expense at the military academy at West Point What is the use of maintaining as we do to-day, at an expense of $30,000,000 per annum, a regular army which is no protection to us in war, which never yet saved the United States from any danger, and which has to be replaced by volunteers whenever fighting is necessary? The military ring at Washington answers by referring to the chain of forts in the military division of the Missouri and to the police duties performed by the soldiers. If they do render such services, let us as the Canadians do, call them by their right name police. " Let us abolish the regular army entirely, nil strin it nf it rvtat of tinsel and ahum. It never was and never has been an army of soldiers, and never will be under its present system. The only soldiers tbeUnitea States has ever had have been volunteers, The regulars have a'ways been policemen, and nothing else. Let ns call them by their right name, ss they do in Canada, and save . $25,000,000 out of $30,000,000 a year. We should then avoid leaning on a rotten reed, as we did in. 1861. The whole history of the United States regulars shows them to be policemen, and nothing else, ever since tbe period of the Mexican war. The volunteers, who were real soldiers, refused to turn policemen in 1SG5, to spy on the southern population; hut the regulars rejoiced in their . work, and waxed fat " ' and Insolent in garrisoning southern cities. Now, it is time this police force were reduced to proper dimensions, as in Canada. The whole of the Indian tribes in Canada, from the 49th parallel to Alaska, are controlled by 240 mounted police, with a superintendent, a deputy and four captains. The army of Canada its real army numbers 30.000 men, more than our regular army, and is called militia. This militia may be raw and no practiced, but it has never yet failed to tight when attacked, and would develop into an army as good as our volunteers in one campaign. It costs $300,000 a year, the mounted police $200,000 making half a million dollars fur all of Canada each year. We have a regular army, so called, costing thirty millions per annum. How does it compare in utility with that of Canada? First, it fails to keep the Indians in order, and shows itself worthless as police. Secondly, if war were declared between Canada and the United States to-morrow, Canada could place 30,000 men on New York soil in a week, pessibly disciplined, and fair shots at the target. If the United States depended on the regulars alone, that week could not possibly see more than 1.500 regulars put in line to oppose the 30,000 Canada militia The fighting would, as in 1861, have to fall on New York militia and volunteers. Is it not then time for the American people to wake up and abolish this expensive body of police, going under the name of .soldiers, tbat never has been, is not now, and never can be a protection to the country? The letter treats of nothing but facts, easily to be tested by figures and records of our government It has pointed out two things the useUssofss and costliness of the American regular army, so called. New York Journal of Commerce.! - While the statistics of cotton, wheat, tobacco, iron, and all the commercial products -of tbe world are accurately gathered from year to year, we are lett to guess the population otratny countries. Of the supply of men tbe highest products, "the roof and crown of tbiogs" we have tbe data for only imperfect estimates. The human race is supKsed to be increasing in numbers. In those ids where censuses are periodically taken, and where pt s'ilence, famine, constant wars and emigration have not been at work to reduce the population, we find, as in Russia, Germany, England and tbe United States, a gain from natural causes. Tbose nations and others take great pains to make correct censuses, and show the results with pride to the world. But other countries, also civilized, or partly so, are not at willing to parade figures not creditable to their growth and enterprise. These rarely take censuses, and their enumerations are not trustworthy. Some claim populations generally believed
to be far beyond the facts. China is open to this charge ot exaggeration. Travelers and careful obeerrers In the Chinese empire eay that they see no proofs of the crowding which would be Inevitable if her people really numbered 425,000,000. Some authorities insist that this estimate is two or three times too great. Those parts of Asia which are governed by Earopean powers are probably the only ones where censuses are proximately correct As to Africa, we know little of its inside. The enumerations in the coast regions msy pass unchallenged ; but we can only guess at the swarms about the equator. Facts like these throw much doubt on the accuracy of the fifth publication of Behm & Wagner's tables, which are Just out But for all practical and especial commercial purposes, they will answer. It matters little to commerce whether the center of Africa or Thibet or the Arctic circle has this or that number of inhabitants, so long as they do not want our goods or we can not gel at them. But for the ethnologist, the student of tha rue and decay of empires and races, and the missionary, these tables possess much interest The man who ardently loves his kind Irrespective of color, creed or condition and yearns to ciTilize and redeem it, will of course take pleasure in Behm & Wagner's exhibition of a total increase of about 15,000,000 since their fourth publication. According to these the best authorities, the entire population of the earth is now 1.439.145 300, broadly divided as follows: Europe, 312,398,480; Asia, 831,000,000; Africa, 205,219,500; Australia and Polynesia, 4,411,300; America (North and South), 86,116,000. A great deal is assumed in some of these calculations e. g., Equatorial Africa is set down at 40,000,000. This is pure conjecture. It may be twice too large or not half large enough. Nobody knows. Other countries like Afghanistan, Eastern Turkestan . and all the Chinese border lands have been visited by few Europeans capable of guessing closely at populations. .All these; figures, like those relating to China, are either derived from governments which are ignorant of or distort the truth, or else are the fruit of closest speculation. One deduction is incontrovertible. The most habitable parts of the old world are steadily filling up. Much of the new world is yet to be occupied. In the vast spaces of North and South America there is room for the teeming millions of Europe. With diversities of climate and natural resources more favorable for man and his works than any other quarter of the globe, it is still tbe least tenanted. The Europeans outnumber us more than thrice and the Asiatics nearly tenfold. The future will redress this inequality and make Berkeley's prediction true.
