A FIXED FACT. The Contract Between the Board of State House Commissioners and Archi-. tect May Signed.
THe Architect Allowed Two Per Cent, on the Actual Cost-Tne Wort Will Doubtless Be Soon Begun. The building of the new state house now appears to be a fixed fact. The commissioners yesterday entered into a contract with the architect, Edwin May, of this city. Three Copies have been made and tinned by Governor Williams, as president of the board, and Mr. May. The following ii the text of the contract: These art ides of agreement, made this lltn lay of April, 1S7S, in pursuance of tho provisions of an act of the general assembly of the stale of Indiana, approved March 11, 1W7, entitled "An act to authorize and provide for the erection of a new state house, and for matters incident thereto," by and between the board of state house commissioners, appointed, oualitied and acting a such board pursuant to the provisions of said act, party of the first part, and Edwin May, of the city of Indianapolis, architect, party of tbe second part: Witness (hat said board f commissioners bavins duly advertised for plans for the erection of said new state house, and having received divers plans, specifications and estimates from divers architects, and having examined all the same, as provided for in said aet, have selected and adopted the plan suomiited by said Edwin May, designated ly the motto "Lucidus Ordo." It is agreed, promised and covenanted by said party of the second part in consideration of the greements and covenants of said party of the first part hereinafter set forth that he does hereby make over to said board of xmniissloners as the property ot the state of Indiana said plan with all accompanying drawings, specifications, directions and estimates,:tnd that he will in like manner furnish and make over t J said board of commissioners as the property ol the state as soon as prepared all o'her plans, drawings, specifications, directions and estimates that may hereafter demade by him relating to the construction of said new state house. Said party of the second part agrees that he will fully and faithfully perlorm all and singular the duties of supervising architect in the erection of said state house, furnishing all plans, specifications, drawings, directions and estiirales necessary, proper or useful in th erection of paid building as the same may be needed or required, prepared in ft skillful and competent manner; and that he will perform all and singular the duties of supervising architect until the entire completion of said bailding in whole aud in all its parts and details, ready for occupancy, to the satisfaction ot said board of commissioners. Said pa-ty of the second part guarantees that each and every part of ihe said new state houe shall be perfect and complete in itself, and sufficient to accomplish the purpose for which it is intended a-s fully and completely as it is made to appear or is reproented in his pinna or declamt ions, aud that his plans, drawings and specifications shall be. perfect and complete for the purposes designed and intended, and that said building can be fully completed as a whole and in every part lor and within the price and cost estimated and fixed by him as architect in his estimates; and that noextra work or materials shall be necessary to lully complete the building more than his estimates set forth, and . should any such extra work or materials be required that, he will do such work and furnish such materials at his own cost and finish the work complete for the price estimated by him as architect, unless such extra work and materials ?ha!l become necessary by means of some change or modification of pian to be ben-after made by said board or by direction of tbe legislature. Bat It Is further expressly agreed and understood that no such change or changes, modification or modifications of plan shall be made as will cause the aggregate cost of the proposed state house to exceed the sum of two million (2,009,0uii) dollars. It is further agreed that if preparatory to the letting of contracts or at any time or for -.ny purpose It shall, in the opinion of the board, be necessary, expedient or convenient to procure any further or additional estimates the tyofthe second pshall, upon deman epareand suoml ..e same to the board. Ihe residue of said commission shall be paid upon quarterly estimates of work done, proportionately as the work proceeds. As a standard for estimating approximately the amount of each proportionate quarterly payment It shall be assumed that the entire cost of the state houw will be f l.HO'J.UJU, and that therefore aid f6,U), when paid, will he a payment of one-sixth in amount of said May's commission. The amount therefore of each quarterly payment shall'be five-sixths of two per centum of said estimate of work done. It Is hereby provided that said board of commissioners, for good cause shown, or the the legislature by concurrent vote of both bouses, may amend this contract, and the

Disreputable Women Fed at tbe Pnblle Crib. .Gossip by Roberts in the t'apital. Why is the woman I spoke of three weeks ago, who keeps a disreputable house, allowed to remain in the treasury department, while respectable women, with families dependent on them, are dismissed because the "appropriation is low?' There are in every bureau in all the government departments women who have trades outside, and which is known to the head, who winks at it because he knows the iniluence that keeps them in office keeps him there too. This fact is an insult to the good, true women who are there and there are many of them and it is a cruel wrong to the starving wo men they put out to keep these others in. There was a wild rumor HoatiDg around last week that Carl Schurz was dead, and I instantly locked my door and prepared to mourn. I could not help thinking what a first class angel h8 would make, swinging on a damp cloud, waving a larged sized palmleaf fan, with his spectacles on, looking for his earthly civil service broom, which on earth was never used, but which he had howled about so much that it became a necessity. Schurz is a very kind hearted man, and I have been six mouths trying to tell vou an anecdote tbat will prove that fact beyond a doubt. Just after Carl was installed in the interior department a member of congress went to him with a young lady that wanted to draw a salary without doing any work, and so pitiful a tale was told that Schurz started up, exclaiming, "Yesh! yesh! Mr. Spheare, do it. Mr. 8pheare, it makes the tearsh come mit mine eysh to hear dot schtory." The curtain fell with "Spheare" rushing out to get some tracing work, the young lady and member of congress embracing each other, while Schurz threw bimself down and fairly howled with grief. THE NATIONALS. Tbe Lack of Leadership. The Muncie Courier-Democrat in commenting upon an article in the New Haven (Conn.) Union, in which the political parties of Indiana are referred to, says: But we now come to the worst sell in the above. Ihj I'nion says the nationals are under able leadership now, ana win not De "sold out as they were two years ago." Well, Mr. Union, tho very men who led then lead now, Wolcott, of course, excepted. Plan Iluchanan; Oleman, who knew of the sale as well as Iluchanan ; Smith, of Terre Haute, a good writer, but, like Oleman aud Buchanan, wkh no more capacity to lead than a blind mule, are all at the fore. Not. a man connected with the ''nationals," who assumes the leadership, but what are notorious for being the biggest lot of political dam phools outside of an insane asylum, only, perhaps, excepting Martindale of the Indianapolis Journal, or tne man Frledly, who Is republican chairman of state committee. It is these well known facts that will be the curse of the "nationals" in Indiana, Mr. I'nion, and because we admire tbe bold and manly course you have taken we give you these facts from a nearer view. The situation in Indiana Is about as follows: The democracy are and will be solid, no local differences that will lose us a legislator, or a state officer. The republicans are split. They will nominate a state ticket, and will deliberately sell it out to carry tbe legislature, and they will fall in that piece of infernal rascality. The nationals will have a few local tickets that will sasuine some importance, but on its state ticket it will be a farce. Plan Buchanan A Co. have never yet shown political wisdom enough to lead a party, but nave made some money by selling out to one or the other of the leading parties of the state. These are the fajts and you generally Dud us correct. THE VATICAN. Royalty and Religion. Leo XIIL has revived the ancient ceremonial for the reception of ambassadors. Pius IX., who considered himself a prisoner! received those representatives without any pomp. On Saturday. March 1G. Count 1'aar. the Austrian ambassador to the holy see, and the whole of his stall, left the palace of Venice in gala carriages. Seated in the first was the count, with the councilor of the embassy. Count Charles Zaluski, who carried the ambassador's credentials in a velvet bag. The party were received at the door of the pontifical apartments by two chamberlains, and introduced to one of the Raphel lodges. A few minutes after the holy father, attended by his whole court, and preceded by a crucifix, went to the throne room. Mgr. Mecchi presented the embassy to his holiness, who was seated on the throne, and ha4 on either band cardinals a"nd prelates, besides eight guards in full uniform. After the customary genuflections and the kissing of tbe foot, the ambassador banded to the holy father his letters, at the same time saying a lew words suited to the occasion, to which the pope replied. Those present, with the exception of Count 1'aar, were then asked to withdraw, and Leo X III. remainedjilone with him for about five minutes. After this interview the court and the staff of the embassy were recalled, and the count presented one of his secretaries and other attaches to his holiness. The reception over, the ambassador went and offered his felicitations to Cardinal F ranch i, secretary of state. I.NUIA. Tbe XoiloiitAnlmaUef tbat Interesting Country. The annual report ot the government to the vice royalty, relative to the destruction of those pests, gives the following res nits: In 1876, 21,000 persons and 48,000 head of cattle were destroyed by animals and venomoos serpents; on the other hand, 22,557 beasts and 270.1S5 snakes were destroyed. In 1877, 19 275 men or women and 54,830 head of cattle ierished. while 212.371 serpents and 23,459 savage animals were put to death. In Madras, Bengal and other provinces to the north west, except those to the -enter, where the loss of life augmented from C17 in 1875 to 1,098 in 187C, the number of individuals killed has greatly diminished. The report gives the following figures for 1877 : 52 persons were killed by elephants; 150 bv leopards; 917 by tigers; 123 by bears; 887 by wolves; 49 by hyenas; 143 bv various animals, and 15,946 by serpents. The number of cattle or sheep destroyed is thus distributed: 3 by elephants; 13,116 bv tigers; 15,373 by leopards; 410 by bears; 12,448 by wolves; 2.059 by hyenas; 4,575 by different animals, and C.468 by snakes. The list of ferocious brutes put to death during the year enumerates: 4 elephants; UJ93 tigers; 3.7G8 leopards; 1,3(52 bears; 5.97C wolves; 1.585 hyenas; various animals 8,053, and 212,371 serpents. Tbe Silent Leader. ISpringfleld Republican. Nobody has heard of the decease of Senator ConkliDg. yet, for "a great leader" and a live man, it most be confessed be has maintained an astonishing quiescence for some months past. It is clearly a case of suspended animation, illustrating ths dreadful effect on a turkey gobbler of keeping a collector in office despite the president of the United States. Reason for tbe Decrease. There has been a decided decrease In the business failures In the past month. The fear of resumption, despite the democratic efforts t increase it, la growing beautifully less. Cincinnati Times. Official returns to the bureau of statistics show that during March there arrived at the port of New York 4,586 immigrants, of whom 3,204 were males and 1,382 females. During the three months ended March 31 the total immigration into the port was 8,786, as compared with 7,250 during the corresponding period of 1877. -v

My head ached over my eyes so that I was confined to my bed for many successive days, suffering the most Intense pain, which at one time lasted continuously for lbs hours. I prayed for death to relieve me of my suffering.
