That the right to isue paper money as well as coin is the exclusive pr-roitative of the government, and such money should bo iened in such amounts as the sound business interests of the country may from time to time require. We are in favor of such legislation by congress as will authorize the taxation by the states of tte United States notes in common with all other money. That we are in favor of the immediate and unconditional repeal cf the resumption act We are In favor of the most rigid economy in public expenditures, and we declare that the fees and salaries of all public officers should be reduced. That we are in favor of the repeal of the bankrupt act That we sincerely deplore the recent vi'v lent collision between labor and caoit-1. and to prevent the recurrence thereof and to protect the future public order and security we believe that the was?s of corporations engaged in the business of mining, manufacturirg and transportation should be a first lien upon the properly, receipts and earning of said corporations, and that such lien should he declared, defined and enforced by appropriate legislation. That we favor the passage of a law for the ventilation of coal mines one that would be just to the miner and owner. The democratic party is the friend of the common school syst-tn, and will in every leg't'niate way labor for its success, and will oppe any attercpt to divert any portion of the common school fund to any sectarian purpose. That the last apportionment of the state for l.-gislative purposes was grossly nnjust and dishonorable, and we demand that the next lfgi-i'ature, in apportioning the state for legislative purposes, as will be their imperative duty, shall have regard alone, to population aid contiguity of territory. The- criminal coart room was crowded yesterday nfbrning to hear the closing argument in ttie Greer.lty murder trial. Prosecutor Ifeller confined, himself to the plain evidence submitted to the jury, and at 11:15 the jury bad received the charge of thecourt, which was simply a plain analysis ot the law governing the crime of ninrder. The jary retired at 11:20, and immediately nean to draw lo's for the feif the prisoner. No diflV recce of opinion existed as to the guilt of the pri.rer, but as to the punishment to be ii.ri ced. On the first ballot the jury stood six tor hanging and six for imprisonment for life. Nearly a dozen ballots were taken, and by 3 o'c'ock the six for imprisourneat bud Buccnrr.be d, and voted for him to hang. Toe jury made known that they had found a verdict, and Grtenley and cnnsel were snt. for, and at 12 minuf s past 3 o'cshclc the jury, headed by Bailitf Vans'a:;, marched into the court room. The crowd was lare, and beiran eurging to obtain a look at the jurors, who had by this time become of considerable not?. pressed by the j edge's gavel, as the judge had infoimed the audience that any outbreak of approval or disapproval would be suppressed and those making &v:k demonstrations summarily dealt with, and that the verdict must be received in silence. As the verdict was read Oreenlev eat motionles.", with his eyes cast down. The jury was then polled and -each man aked, ' Is' this your verdict?" and as his name was called answered plainly. "It is." A guard of deputy BhcritTj and police then escorted the prisoner to the county jail, followed by several hundred colored people. - The defense Immediately moved for a new trial and will argue the matter during the week. A reporter of the Sentinel visited the doome I man in his cell an hour later, when he was lying on the cot in deep thought. When the reporter entered the cell Greenley never moved, but declined lor the present to answer any questions. He did cot desire to express any opinion as to the verdict, or in short upon anything. But just before' the jury entered the court room with their verdict he is reported to have said to the lie v. Towntcnd that he had had a fair trial. INCIDENTS OF THE CASE. The jury was out just four lioure, and while dtlioerating passed a resolution declining to make known any of their deliberations. The step father of the murdered girl was busily engaged in telling pictures of tha deceased at 15 cents each, and made a neat little sum. A divided opinion now seems to exist among the col jred people, and many think imprisonment for life would have been sutlicicnt for the murderer. All the papers gave OMcers Splann and Kitzmlller tte credit of arresting Grecnley the night of the murder, but it was Splann and Citsinger, of the depot force, who made the arrest, on Delaware, near Washington Stree' i GENERAL TELEGRAMS.

To-morrow the plenipotentiaries will enter upon the discussion of the details of the Beveral points of the treaty which were agreed to cn bloc, taking up first the payment and guarantees for the payment of the indemnity. Intelligence comes from San Stefano that General Ignatitlfanda special Turkish ambassador were to leave for St Petersburg immediately after the signing of the preliminaries of teace. It is thought that the special ambassador will convey the sultan's dt sires for the restoration of diplomatic relations, or be charged to conduct negotiations for drafting . a definite treaty, the preliminaries only having bo far been signed. The principal conditions of the preliminary treaty just signed are the cession of Ilatoum, Kara, Ardahin and the district of Bugazld. The question of etr&its Is reserved for further consideration. The question of navigation remains in statu quo. A z jne will be left between Montenegro and Servla, so its to enable the ortc to maintain communication with BoHuia and Herzegovina. It is confirmed that Bulgaria will inc'ude Bourgos, Varna and Ku?tendge, but not Salonica or Adrtarop'e liusia is to have pwer to ceJe the Dobruischa to Romania in exchange for Roumanian Bessara'-ia. London, March 4 In the house of commons this evening Hardy introduced the war estimates. In his speech he avoided nil eicitinj topics, confining himself to the technical details. lie stated that the estimates had been framed on a strictly peace footing, as would be the case, whatever apprehensions were entertained. He said tiere was a growing feeling that militia should not be exclusively employed within their own counties. 8jrue of the finest regiments had p'aced their services absolutely at the government's disposal. The government deeming it desirable to revive the autumn maneuvers intended -this year to assemble near Salisbury 30,000 men ready for foreign service. The prince ot Bulgaria not to be a member of any reigning European family. The amount of Bulgarian trio ute not .to be fixed for two years. Bulgaria will have the seaport of Kavald. The Russians will embark on the S-a of Marmora and proceed home through the Bosphorous, but not. enter Constantinople. Some of tbe Peace Condition Austria', Portion. London, March 3. A Pera correspondent professes to give the conditions of peace. He makes indemnity fully as heavy as was reported February 2.V . namely: fourteen hundred million roubles irtth forty million sterling in bonds added. A Vienna special anys: "The communication which so reassured Austria lass week was to the effect that Russia admitted that
the peace conditions had' been"aggravated at the headquarters of the Grand Duke Nicholas, bat she promised notable modi fi cations at the conference Austria will not occupy. Bosnia and Herzegovina if the conditions are abandoned by which these provinces are cut off from communication with the rest of Turkey. Even if the conditions are maintained, Austria would only resort to the annexation at the suggestion of the powers at the conference. Count Andrassy has determined to persist with the vote of credit, although assured by the spokesman of the Austrian delegation tbat it would only pass by a small majority. The opponents of the vote of credit are disposed to appeal to the reichsrath if defeated in the delegation, but as the question ran only be brought on when money is tctually wanted, the government, when that is the case, will doubtless be ab?e to justify their demand even to their adversaries.
