GENERAL TELEGRAMS.
Harriaceof Klapr Alfonso to thePrlaMadrid, Jan. 23. The marriage of King Alfonso to his cousin, the Princess Mercedes, third daughter of the Duke De Montpensief, was celebrated at Atocba church to-day with great splendor. His majesty left the royal palace at 30 mi no tea past 10 in the morning, attended by a numerous and brilliant suite. He went in state to the church to await the coming of the princefs, who, with the Duke and Duchess Montpensler, arrived at 11. The marriage ceremony, with high mass and Te Deura, lasted till nearly one. Among those present were Queen Christina and Kiog Francisco, the king's grandmother and father; the special ambassadors from France, Austria, Russia and England; the apostolic delegate; the count and countess of Paris; the grandees of Spain, senators and deputies; the foreign ministers, and other dignitaries. Numerous crowds thronged the streets, and enthusiastically cheered the king and princess on their passaee to the church. After the ceremonies the king and queen returned ti the royal palace. The . procession was one of great grandeur. The cortega included all the foreign ministeis, special envoys to the wedding from foreign courts and many grandees of Spain. Bells were ringing and eaiutes of artillery firing in honor of the event. The whole city presents a very gay and animated appearance. The rejoicings ' began at 8 o clock this morning, when the bands of all the regiments of the garrison paraded the various quarters of the city. Thousands of foreigners and visitors from provinces are in Madrid to witness the festivities, which are to last five days, and will consist of illuminations, races, bull fights, fireworks. special theatrical performances and other features. A six weeks' season of Italian opera will also he inaugurated. A distribution of alms to the poor is also to be made and new foundations established for poor . scholars. The pope, who is the king's godfather, sent by an apostolic delegate a wedding ring blessed by his holiness, and a rose of diamonds for the queen. The Duke de Montpensier gives his daughter 25,000,000 francs, in addition to a great quantity of diamonds and wonderfully rich trosseau. Alfonso gives bis queen several suits of jewels, and his portrait set in brilliants. The queen also received from her sister, the countess of Paris, a magnificent set of jewels. The entire city is splendidly illuminated to-night. Among the decorations is an immense triumphal arch in crystal, emblazoned with the arms of the king and queen of 6pain, all illuminated with gas jets. There was a magnificent display of fireworks daring the evening. The streets are thronged with gaily dressed crowds. Senator PInmb Writes ITayes) a Letter on Civil Service. "Washington, Jan. 23. Senator Plumb has addressed a letter to the president on the subject of civil service. The senator believes that the terms of service of all employes, except the judiciary, should be limited to' four years;, that the selections should be governed by character and efficiency, and that appointment be made according to the population, care being exercised not to give to the section nearest the seat of government an undue preponderance of employes. On tbe relations between the president, senators and representatives, he du-courses in the following language: That members of congress should not be permitted to dictate appointments. The president aod hearts of departments are responsible or the character of their appointees, and in selecting theut they should avail themselves of the best .advice obtainable. They must rely to a large extent upon the representations of others,. they can have no personal knowledge of the applicants in a great majority of instances. This is more especially true with respect V new states, and hence the propriety, Indeed the absolute necessity of the administration seeking such Information an they may fel disposed to rely upon, otherwise those states would be very inadequately represented In the Hst-ignment of oflicinl positions. Theleding Idea, however, that the prerogative of selection rests exclusively with tbe executive department of the government, and that no dictation from any quarter can be tolerated, should, under no circumstances, be lost sight of. Indeed, congress snonld deem it wise to perfectsuch legislation as would relieve its member- tom importunity, and remove from the minds of tbe people the Impression that practically the ttk of selection is really imposed on their immediate representatives, Such result could scarcely b otherwise than welcome to those representatives. Under the present sytem they can hardly decline to be tbe medium through which the winbesof their constituents are made known to the executive. Fall Text of Rlalne's Silver BUI. "Washington, Jan. 23. The bill introduced in the senate to day by Mr. Blaine is in full text as follows: A bill to authorize the coinage of silver dollars for circulation, and make t he same a legal teuder aud for other purposes Bo it enacted, etc., that silver bullion may be deposited at any coinage mint, or at tbe assay ofhees in the city, of New York lor returns In silver doiLirs of grt-lns, stand ird silver, at such rate or price per standard ounce of bullion as may from time to time be fixed by the director of the mint with the app ova: in tbe writing of the s cretsry of the treasury, and which rte Khali correspond an exactly as possible with the market rate, and bullion thus placed shall in addition to other required -coinage authorized by tbe existing law, be coined without delay to tbe full capacity of the mints. Sec. 2. That any gain or profit arising from tbe coinage of silver dollars shall, after tbe paym-nl of lawful wastage, ' be covered into the treasury of the United Btates at the close of fnch fiscal year. I It Christopher Colombo? 8aw Do xi woo, Jan. 7. On the 27th nit. the Ppanisb steamer Alcantra arrived here from Havana, bringing the commisaion appointed by the Spanish government to examine the box supposed to contain tbe remains of Christopher Columbus. The examination was permitted after many, formalities had been gone through with. The box was removed from the place of its deposit, the seals broken and the inscription closely examined. The bones were scrupulously in spf cted, and photographs. Uken of the remains. Condition of tbe Foreign Grain Market London. Jan. 23. The Mark Lane Review of tbe grai ti market says: "The imports of foreign wheat into-London have shown a marked falling off. and the bulk of last week's a.-rivals was from America and Germany. Easiness has been almost at a stand till, as buyers and sellers have been waiting anxiously to see what course political affairs will take. Our etcefca of wheat are tnoderatr, and oar proii ective supplies insufficient to exercise any great depressing influence on the future coarse of prices. Millers axe, as
far as can be ascertained, holding very light Stocks, ana should events turn out of less pacific nature than the recent anticipations nave led as to suppose, a large demand may be predicted, both for wheat and feeding stuffs. Trade, therefore, remains ' dull. Prices have suffered very little decline, either for wheat or feeding stuffj." Farther Details or tbe Rattle of tbe 18th Iust-Tne Tarka Badly Defeated. Los dos, Jan. 24. A Russian official dispatch from Kezanlik states that a portion of Suleiman Pasha's train, consisting of 2,000 wagons, was captured on the lSih insL near Hermanli, about 40 miles west from Adrianople. Another dispatch from Kezanlik says from the dettils received by the 'Russian staff. General Gourko's victory at Philippoplis was more complete than at first announced. Suleiman Pasha's whole army, 40,000 strong, was engaged, and finally split into two parts one commanded by Fuad Pasha fled into the mountains, and the other unde - Suleiman Pasha retreated in the direction of Haskoi. pursued by Generals Skobeleffand Karzoff. The Russians captured 97 guns. Both fractions of the Turks seem to have reached A ram a.
Tbe Timber Question Being Discussed. Washington, Jan. 23. The house committee on appropriations to-day heard the secretary of the interior, tbe commissioner of the general land office and the assistant attorney general for the interior department in advocacy of the appropriation of $45,000 to continue operations against the depredators on the public timber lands. Representatives Hooker, and Jones of Alabama, ' oppose the proposed . appropriation. They claim that many recent actions of the government in regard to timber seizures, etc., in the gnlf states had been harsh, oppressive and illegal. . Wbat Cassia Demands. LoxDOJf, Jan. 24.' A Constantinople dispatch says it is alleged that Russia, having to choose between tbe conditions of peace clashing with the interests of Austria and the conditions clashing with England, has selected the latter alternative. She therefore abandons the idea of abandoning political autonomy for Bulgaria, and demands instead tbe right of passage of the Dardanelles, the cession of a portion of Armenia and material guarantees for war indemnity. One Hundred and Twenty- Signatures Obtained. Washington, Jan. 24 At the hour of adjournment to-day 120 signatures had been obtained to tbe resolution proposing an organization among the representatives to procure the remonetization of silver and the repeal of the resumption act. COJIDEASED LIGHTNING. The Indians in the Black Hills are on the warpath. Thirteen of the IS banks composing the Chicago clearing bouse have signed and forwarded the Illinois congressmen a protest against the passage of the Bland silver bill. A new counterfeit $5 note, on the Farmers' National bank of Virginia, III., has been discovered at the redemption agency. The charter number on the counterfeit discovered is 1,047, while that on the genuine is 1,471. Hints lo HooMketperi. , Boil everything slowly; Tea does not give strength. The French spice their dishes into flavor. Fish will boil in from five to ten minutes. Stale bread may be steamed into freshness. Women eat on the same allowance as boys. Never cut broiling meat. The juices escape. Apples are more substantial than potatoes. Broil your steak from 10 to 15 minutes. Scalded skimmed milk will go as far as fresh milk. " . ' . , "Middlings" flour contains the best ele-. mentof wheat. Slow and long cooking will make tough meat tender. - Your fat must be boiling when you. put your meat into it to fry. Salt meats should be, simmered. They should not be fiercely boiled. Do not boil your cabbage after the stalks are tender. After that there is waste.
