Turkey Cirea Her Conditions of Peace. Loudo; Jan. 20. It is reported that the Chinese have captured the city of Kashgar. In consequence of the new instructions to the plenipotentiaries it is expected in Constantinople that the armistice will be .signed immediately, perhaps Monday. Preparations for tbe sultan's removal to liroussa are consequently suspended. A Pent special also says:. "Izzid Pashi conveys to the plenipotentiaries full powers, and will inform them that England is not likely to go to war." Another correspondent at Fera says negotiations have commenced. It is stated that the Turkish plenipotentiaries have been instructed that they may offer to make Batoum a free port, cede territory on the Asiatic frontier nearly as far as Kars and dismantle the fortifications of Kara and " Erzeroum. They may also ' propose the following programme for discussion by the European conierence: The Balkans to be considered the southern limit of Bulgaria. Rou mania to be independent, the Dardanelles to be open to men-of-war of all nations' and the settlement of Montenegr n and Servian questions to be temporarily deferred. Difficulties have already arisen. It is reported that Russia has demanded that Adrianople be included in Bulgaria. Londos, Jan. 20. A correspondent at Pera telegraphs that tbe Russians have entered Adrianople: An Athens correspondent says the troops at Chalcis have been ordered to the frontier immediately. A St. Petersburg correspondent says an omcial statement of tbe minister ot nnaucn estimates the extraordinary expenses occasioned by the war at 432,000,000 roubles. These expenses were not included in the budget, as telegraphed from St. Petersburg Saturday, which showed a balance between receipts and expenditures. A Vienna correspondent telegraphs the follow ingr It is reported from Constantinople that in consequence of the decisions taken in the great council on the 17th, Izztd Bey has been sent to Russian head quarters with - fresh instructions to the Turkish plenipotentiaries giving them fall power to Eign, whereas they at first were instructed to refer the condition to the pom. it 19 eaia this resolve was talen in consequence -of the pacific tone of England at the opening of British parliament, and also because Russia has given notice that she will insist on the im mediate acceptance or rejection of her terms. Jan. 21 The following is the finance bill, which was introduced by request in the senate to-day by Mr. Cam eron, ot Pennsylvania: A bill authorizing the coinage of a stand ard surer dollar, and providing that gold and silver jointly, and not otherwise, shall De a mu iegai tender. Ba it enacted, eta. That there shall be coined from time to time at the mints of the United States standard silver dollars, as provided for in the act of January 18. 1837. and any owner of silver bullion may deposit the same at any United States mint, or at the United States assay office in the city of ewi ore, and shall receive in return therefor fall commercial value of said bullion in standard silver dollars, and from and after the passage of this act said silver dollars and standard gold coinage shall iointlv be full legal tender, each to tbe extent of 50 percent., and 70. more of all debts, public and private, except as otherwise provided Dy law or express contract. Adrianor'e. ' These unhappy people have been in open cattle trucks three days, and manj perished from the cold weather. Last ni&fct 15 were found dead in the trucks. Tbe
so tiering of all are described as- awful. Mothers are reported in their frenzy to have thrown away living babes rather than see them die in their arms. As the train moved from Adrianople numbers of people tried to cling to the outbids and frame work of the carriages, and n.any attempted to ride on the buffers. At one ttition, where hundreds of people had congregated .withont food for two days, tbe men threatened Mr. Piaster with violence if bread was not given to them. Yesterday there. were 15,000 women and children out in the snow at Charlon. Three trainsful are hourly expected to arrive at Constantinople. It Is not known where tney win find shelter. The snow is seven iqches deep, and is still falling. Tbe cold is intense. All that can possibly be done is being effected by tbe administrators of the relief fund, but many lives are being sacrificed." Another Pacific Railroad Bill to he Offered. Washisoto. Jan. 19. Representative Chalmers, a member of the Texas Pacific railroad committee, on Monday next will introduce a bill providing for a trunk line to , r , i . , . A o. T . Tbe new feature of the bill is that the Memphis connection be made by the Memphis and Vicksburg down the Mississippi valley, thereby avoiding the objection raised by the Iron Mountain read to tbe Memphis const ction. It will provide further that the government issue greenbacks receivable for all dues except interest on the public debt, and allow $20,000 per mile to the respective road, to be built on tne bonds of tbe road., payable in United States enrrency in 50 years, and hearing 5 per cent, interest, secured by a first mortgage oa the respective roads and all their property and earnings for a sinking fund, to be invested in United Stites bonds, to be held by the secretary of the treasury to meet the bonds of the said roads. The Times in a leading editorial says: "Nothing more satisfactory to the country with rerpect to the immediate course of public affairs could well have occurrf d than tbe declarations which were yesterday made in the queen's speech, as well as by tbe ministerial leaders in the two houses of parliament. The alarm recently raised respecting the possibility of a warlike policy being adopted by the government may now be finally dismissed." The Tftues, commenting upon the "documents contained in the blue book, says: "In Lord Derby's recent dispatches we can not find a single trace of apprehension?, such as alone could have justified the late outbreak of war feeling in certain quarters. It is now abundantly clear that the feeling was confined to a small though noisy minority, but it will be a satisfaction and a' relief to the whole country to know it found do echo in the official utterances of the government." The Turkish ppace delegates have arrived at Karabunar. It is reported that Grand Duke Nicholas is at Yeni Saghra. At Thursday's sitting of the chamber a message from the grand vizer was read, asking the deputies to appoint five of their number to share in the deliberations of the committee of senators, nlimas and officers which will direct military measures in the event of a failure of the armistice negotiations The British consul at Adrianople has asked permis.-ion to leave, but Minister Layard has ordered him to remain at his post. Mr. Layard has given assistance to 40,000 refugees within five days. A British gunboat has embarked a number of refugees at Bourshas, and English marines are patrolling the streets of that place. . The Cabinet Council The Turk Clow Up n Hallway Bridge. Constantinople, Jan. 18 A report which was current here today that the bulk of Suleiman Pasha's army had passed through the enemy's lines and ar Wed near Adriano ple proves to be premature. Nothing is known of the position of 9uleiman's array. The cabinet council today deliberated upon measures for the defense of Constantinople. Two squadrons of Cossacks having arrived at Semenli to escort the Turkish peace delegates to Keasenltk, the Turkish commandant at the former place believed an attack waa . intended and blew up the rail way bridge. i A Silver Maa Meeting to be Held at New Yorx on the 30th. New York, Jan. 13. The Post says: "A call has been issued for a mass meeting of citizens, irrespective of party, to express their assent to the proposed free coinage cf United States silver dollars, and the affixing of a permanent legal value to United States silver coin in the interest of the internal industrial demands of the country.
