THE PItOSPEcrs OF PEACE. DITTUBBtSO RUMORS FROM BERLIN RUSSIA THOUGHT TJ FAVOR PEACE THE FEELI5Q IN ESOLAND. London, S.-ptembr 7. There were a number of d!s urbing rumors from Berlin ye-sterday, but ttjey were not confirmed from any otber source, and it is believed they had a stock jobbing origin. Tbe opinion reported from Bariln to the S'andard trat the outbreak of a Russian Turkish war was noavoiuablr, is not entertained at other capitals. Oq the contrary, there Bseon t be a growl"g oonnlence trat tbe general peace of Europe will be maintained, however diffi cult may be tbe sftilement ot details between the Turks aud Ioaurgnnts. Tbe porte'.-prefuttal to grant an armistice is also unconfirmed, but it is thought not ualikely. and it is belie vtd tbe result of such refusal would be an immediate resort to the formulation of terms ot penes betweeD Serviaand Montenegro and Turkey, leaving tbe question of tbe lnurent provinces for surxtquent settlement. Tbe Times Vienna correspondent discussing the negotUtiOLS be tween the powers says, wi n those wro bave been and still are for an armistice, tbe Idea of a con erence for tbe regulati n of all pending question is gaining ground naorana more, loe idea wasnrt etaitea by Franco and seems to find eut p rt with Italy and Russia, tbe latter, however, not wlaning to take tbe icitiauve'in the mat ter. These who are for TAKING IN HAND THE PEACE PRELIMINA RIES simultaneously with an armistice, do not encourage the idea ol a conference which is likely to delay inatead of expediting a settlement. Oa account of tbe difficulty of making a programme for such a conference the fixing cf teat programme would, tbey think, take more time than au agree ment on ttie eentral principles or pacification, the details ot which oould be easily settled by ambas?adr 1:. Cocs'autinople. in concert with tbe porte. In tbe face ot tbe many difficulties which paoification may y--t present, a reassuriog thing is the unaoimouE wian ot all the powers Ur pace, and therefore the sincere desire to avoid anything which might lead to complication?. As a sign of this, a cmmunlcation made by Prince Gjrtscbakrff at Warsaw is making tbe round ot diploma ic circle?. It was made in a way which would show it was meant to become known, and la reported as ioiiow: Russia wants as yet ret lor a umber ol year, and then, besides, the enip rur I- decided to bave peace.
