Orth was a leadlns member: In order that the public may Have a cliar Idea of tbe villainous character ot the Operations of the Vene zu- : elan rins? of which the Hon. Godlove 8. -Orth, Republican candidate for governor of Indiana, wan a prominent member, I send vou a detailed account of three of the -claims which were pissed upon by tha blackmailing oumruiseion, and tbe collection of which Orth endeavored to bave enforced by making war npin a weaker republic. When be bad sold out nearly tbe wbole of bis stock, there being Indications of a rising in the provinces, it was thought best to strengthen tbe military forces In the capital, aod tbe bouse occupied ty Willet -was hired ty tbe authorities for me by tbe military. Alter a lapse of time, and a change ol administration, howevtr, Willet male a claim that he had suffered looses by tbe depredations of tbe trocp?, though I am unable to give the amount at which be estimated his losses. Iiis claim for indemnification was not allowed, and thus tbe matter remained when be died, and thus it would bave remained to tbe present day bad it not been for the mixed commission. When the commission was organized a power of attorney from Wiilet's heirs was sought aod obtained In favor of Wm. " P. Murray, with a clause authorixiDg David M. Taluaaice, tbe American commissi-jner, to draw the certificates issued on awards from tbe board. Toeo tbe claim was fixed up. In the examination of this claim by the mixed commission, which was comjpsed of David M. TalrxHge, on the part ol tbe United Statee, aud J. O. Bat Talmage aeclded that the commission was perfectly competent to act upon the cass, and awarded the claimants 1250,000 la gold as tbe damages sustained. acted as umpire. and be, of course, confirmed all that the American commissioner had done, the Venezaleao commissioner entering bis protest agalnat tbe whole proceeding, which he denounced as iniquitous fraud. There was another claim of Jacob Idler aod asoctates for supplies furnished to tbe old Colombian coafedeiacv darlog her war tor independence. The confederacy was subsfquectlv dissolved, and Naw Granada, Veueznela and Ecuador became Independent repullim. Jacob Idler Instituted an action in a Venezuelan court to recover the wbole of tbe Colombian claim, though Vemzaela ' was Justly Ha ble for only her share of , 23$ per cent. Tbe cs? beirg somewhat complicated, it was referred, and the rfrA made a report awsrllng Idler $70.520 UK in the currency ot Ve: zaela, wbicb was equivalent to nine-tenths of that amount in gold. This finding was confirraod by the court, but an sppeal to tbe Superior Court being taken by the treasury, on account of 1 eged mistakes and irregularities, that court cr 5ered the matter tn be put back to where it stood August 31, 1830. When the Mixed Commission was first organized, Talmage proposed among otber rules that one claim should be adjudicated every five days. Mr. Cond, tbe'first Venezuelan commissioner, did not suspect tbe object of this, and the rule was adopted. The first case presented was this relic ot a bygone generation, tbe Idler claim. Talmage bad it all cot aod dried; the dersion of tbe court in favor of Idler was put iu evidence, but that ol tbe bigfcer court to the contrary was withheld. Five days bayirg expired, Talmage demanded of Mr. Conde bis decision, when the latter replied tbat be could not give It without inlormation from his government, as be knew nothing of the facts in the case. Mr. Conde protested against this decision, saying that he was taken by surprise, and tbat moreover tbe greater part oi tbe claim, If not tbe wbole of i nad been paid by Boguta; but Talimge persisted, and Mr. Conde resigned Mr. Jose G. Villafane was then appointed commissioner on tbe part of VecezaeTa, and be also resisted the claim, which finally went up to lalmage's urxpire, young Macbado, who found it an right, and awarded tbe claimant 252.814 in tbe smld currency oi tbe United öiaies, bei nir f 70,520 for tne original claim, aud f 182,294 for interest. BRIBERY, EXTORTION AND BLACKMAILING. There are several points ot lotetest lathis case. In tbe first place, the claim was of Colombian origin, and cn'y p9r cent, of It was justly chargeable to Venezuela. Secondly, the claim was pressed on the ground of a decision in a Venezuela couit which bad been revoked by the Supreme Court of that nation. Thirdly, the claim was a private one for goods sold and delivered, which could net possibly be converted into an interua.iojal claim, and tae Mixed Commission bad no authority whatsoever to adjadicat . the caae. Notwithstanding thw lact, the pretended claimants, or tbe rin, bave already receive from, the treasury ofVone zaela some ti000 on account of it tnrough the state department in Washington. Fourth, Idler having abandoned bis claim lor nearly forty years, be fcai no rlttht, either In law cr equity, to dimmd interest upon tbe amount ot tbe original claim. It will be remembered tbat this Commission eat while tbe late T. N.
