THE STATE AT LARGE.

Scarlet fever is bald to ba prevalent io Kew Albaoy. The Lafayette Guards are to ba enrolled rd unllomied. The principal sport in Montgomery county la fox buutirrjj. Plymouth, Marshall coanty, Is buildlnfc a Centennial opera bonne. The Centennial an pper at Wabaah last week netted about $129. Tbe Plymouth Democrat will issue a Centennial edition of that paper. Fourteen bridges In Knox county have been carried away by high water. ßrown&town, Jackson county, has decided to lay ont a public cemetery, for tbe Inhabitants of that city. The tramps take possession ofjcanal boats and make themselves comfortable therein, DQDCü to the disgust of the owners of tbe aforesaid craft. As agricultural society was organized in Jackson county last Saturday, which proPC899 to hold annual fairs at Brownstown, run races and award ribbons. It is said that tbe Crawlordsvllle sportlog club are going to erect a small eteamer to be placed on the Kankakee for thtir use when a porting in those parts. The Congregational Church, of Michigan City, has accepted the call of Plymouth Church and La selected the R9V. Evarts Kent and W. O. Feck as delegates to the advisory council. Tipton Times: The trustee oi Adams township, in Hamilton county, was robbed of about two hundred dollars in money on Tuesday evening. Two men called at his residence about 7 o'clock la tbe evening. presented revolvers at the trustee and de manded bis greenbacks, wmcn no very re luctantly passed ever. The parties nave so far eluded all efforts at capture. Madison Courier: The wet weather during last summer and this winter has caused numerous land-slides in this section of country. Probably such a disfigurement of tbe Lilla has not occurred in any one year forages. The roads leading from the city have been blockaded in many places, and especially tbe Brooksbarg road, which has been so filled up by land-slides as to require tbe labor of many men in removing tbe dirt. Columbus Republican: Ed. Crippen formerly sheriff of Brown county, but now a citizen of this city, is evidently tbe stoutest man in tbe state. He is over six feet high and weighs near 300 pounds, has no surplus fit sh, and Is as fine a specimen of humanity as can be found in this or any other country. His muscles are like lroo, and he can lilt 1,200 pounds, dead weight, and aeks nothing but a fair hold. He is in perfect health, and moves around as quick as a young man. He is about 45 years old. Trot out your specimens, gentlemen, and beat El, if you can. Craw lords-vl lie Ilsview: A terrific storm pa sed over this tec ion of the country last Thursday night doing considerable damage to property. The rain fell in perfect torrents, and all the low places were filled with water and the creeks and rivers were all out of their banks. At Whitesville the fences were blown down and in some instances buildings were considerably damaged. Toe railroads and gravel roads were all very much washed and In some instances very mt.t irlally damaged. In this city the streets were a.l filled with water, tbe gutters being insufficient to carry it off. In some Instances the cellars in private residences were nearly filled with water. Plymouth Democrat: Ben Vöries recently louad, in the back room of Capron's law ol'fiee.a perfectly carved ivory hand, about onefourth the size of a man's hand; the fingers being partly closed, or clenched, attached to a handle, about a feet long. The fingers were provided with nail?, as natural as Ute. The workmanship ol the hand wasof the best. What this hand was originally interd-d for, or to wfca'. use it could oeput was a puzzler. .No one to whom iLe subject was referred could give any in orrnitlon on the subject; and its origin would probably have reiriaiuf d a mvstery bat for an accident. In Mr. Caprcn's library are two volumes of an old work, called the "Book oi Days," which is in tbe Jorm of an encyclopedia; and while carelessly looking over this work a short time after the discovery of the ivory hand, the whole tutject wa lully explained and illustrated with eograving. The explanation tl er given is that in tbe re!gn of good Queeu Anue, of England, the ladies ol ihe nooility were very large bunches and rolls of ii)a::ed hair on their heada, very much after the fubhion of tte present day, and that the labor snd tluaa expended in doing up their hair wa so great that they wtuld frequently lei it remain done up for -wetks w-thout combing or drestiDg. This Ivory hand, caileJ a ''scratch-back," formed a part cf the toilet of every nob!e lady, by wbich she was enabled to do her own berating, and thus aVuid tbe nee. -salty of washing or cowbiug her hair moietban cuce a month. THE ILLINOIS IRREGULARS. IHK HEARTS THAT ACHE IN THE SUCK if STATE CISTISOriSHKD NAMES C-NNECTED WITH IHK CROOKED. The Springfield special of the Chicago Times telegraphed yesterday's issue as fol lows: Tbe Babcock matter, which has caused a good deal of special telegraphing from here for the past few days, has been finally run to a point. This correspondent, making bis regular call at the supervisor' office to-day, found there talking with Ma. Wilkinson Mr. Henry P. estermao, ot Pekio. The Babcock matter, as heretotore talked ot, came up for review, and tbe cor respondent was shown it. Itcousistsof two letters written to Westerman by Zell, ot Paoria. They are dated respectively, March 9 and 15, 1875, and both speak of an assessment due from Westerman for Babcock, and speak of "Bab's deal." In the last letter the total amount ot tbe assessment Is stated at f 200 40 Mr. Westerman Insisted that copies ot these letters should be siveu to this correspondent, but Major Wilkinson positively refused. However, this is not of consequence, as the substance of them is stated above. Mr. Westerman makes the following statement about these letters, which is no doubt true. He says: The Babcock spoke ot Is not Gen. Babcock, nor Bibcock, the Peoria ganger, but T. C. Bibbock, of Fulton county, formerly chairman of the Republican State Central Committee. In the tall of 1874 the distillers all over tbe country wanted tbe tax on whisky raised above 70 cents oa the gallon to SI it pos sible. 80 THEY MADE DP A RIXO to get this done. It was recommended that tbe tax should be raised, by Commissioner Douglas in bis report of December, 1874 ann the riag bad the best hopes of success. Among those willing to do something for tte purpose of securing the raise were all tbe distillers ot Peoria, but none of the I'ekia dULi!:e:s 6ut ia except Weetermaofwho was the Pekin Alcohol Company. Thus Pekin and Peoria put Into tbe pool 1,800 barrels of wMky, which they agreed to deliver In New York at 95 cents per gallon. Ot this amount Westerman supplied 50 barrels. Among other men employed was Col. A. C. Babcock, who went to Washington and staid there during the whole session. He telegraphed to the ring at Peoria, tbe bead-

quarters ot which were at Neat's office. These telegrams were sent every hour of tbe afternoon. Just before the bill finally passed. Bibcock telegraphed to Peoria tbat it was necestary tbat he should have control of 600 barrels more on the term?, and Westerman agreed to furnish 100 of these. Toe rest was made up by tbe rest of tbe ring, and Babcock wa. Informed of the fact. As is well known, Bristow and Douglass were were on the floor of con r ret-s, urging the passage of tbe bill making the tax DiDety cent', and it was pawed on March 3. These facta gave rise to the letters which have occasioned all this talk. The first letter is a request that Westerman hall settle his part of tbe pool.. To this letter Westerman replied, as Le tays, that rather tlian deliver tbe whisky - at tbe agreed price he-would prefer to SETTLE THE FOOL FOR CASH, at tbe rise caused by the tax. So t be second letter was written, t tat log tbat the whisky was worth f 1 11 on tbat day in New York and at tbat rate Westerman was to pay, as stated above, f200 40. All the distillers had ben holding whisky for this riae, and they made lots of money besides what they paid the lobby. It is stated by the government officers tbat they have found in the Westerman papers evidence implicating Gen. J. J. Bloomfifrld, ex revenue supervisor, but it is not known exactly what the evidence is. It is said tbat alter Bloom field resigned he went to Washington to nettle up some cases in which the P kin distillers were interested. In pursuadce oi this business, which was thatot an attorney, be wrote and telegraphed to Westerman, at Pekin; but it is stated tbat it was all tuls correspondence shov by Its dates that it was ater he had resigned. This story must be accepted as conclusive until the government officers are willing to show tbe dates ot the correspondence. A subpoena has, however, bean sent for Orville Grant to appear and testify before the grand Jury what he knows about - Bloomfield. He wrote the president, in 1870, that Bloomfield ought to be removed, and that he could give reasons which he did not like to put in writing. Bloomfield resigned on February 12, 1871. The grand Jury have returned bills of Indictment against C. W. Ackerman and Robert Welder, ex-distillers of Pekin.
