THh FINANCE BILL. ITlSSiaSKDBV THE I'll ES ID EST UK SENDS WITH JT MMK KKC0MMKSDAT10SS fL'KTHEK I.tOlEAIION NEH1KD. Wasuisoion, D. C, Jan. 14. The president sect to the Senate to-day the following ti.esage, acctinr panyinfr his approval of the vow finar.c9 bill: To tbe Hecate of the United mates': Senate bill No. 1 044, to provide for the resumption of 8;ecie payments, is before me, and thij day receives my signature of approval. I venture upon thia unusual method ol conveying notice of approval to tue bouse iü which the measure
originated, becan-e of its ereat importance to the country at lare, and in order to suggest further Jegfalati u which seems to me necessary to make thij law t ffectnal. It is a subject nf ceugratulation'tbata measure has become a law which fixes a dite when specie resuoip'ion hall nommenco and imDÜes an obligation on the part ot oongrPea, if i'. is in its power, to give Mich legislation as may pi ove necessary to redeem this promise. To thia end I respectfully call your attention to a lew suguestioca: 1st, the necessity for an Increased revenue to cmy ou: the obl'galion of adding to the linking fund annually 1 per cert t the public debt, amounticg now to ?34 ,000,000 per annum, and to crry cut the promises of this measure to redeem under certaiu contingencies se.000,000 of tbe present legal teuders, and without circulation of the practical cur; reucy no w in consultation. How to increase th fiurplni revenue ia for congress to devine, but I will venture to suggest that the
duty on tea and ocfjte mlnt be restored without permanently advancing the cost to consumers and that the per cent reduction of the tariff on the articles peciried in tbe law of June 6, 1872, be repealed. Tbe supply ot tea and coffee already oa hand in tbe United Sratea would in all probability be advanced in price by adopting this measure. But it i known that tbe adoption of a free entry to these articles of necessity did not cheapen them, but merely added to the profit ot tbe countries producing them, or of middle men in those conn tries who have an exclusive trade ia them. Second; the lirst section of the bill under consideration provides that TH E FRACTIONAL CURRENCY sha!l be redeemed in silver coin aa rapidly as practicable. There is no provision preventin a fluctuation in the value of the paper currency. With gold at a premium of anything over 10 pef cent, above tbe currency in Use it is probable, almost certain that silver would be bought up for exportation as f t as it ws put out, until change woulJ bveorae no scarce as to make the trwraium on it equal to the rrfniuui on pcld, or auflicieutly Llb to make it no longer profitable to buy ior export, thereby causing a direct loss lo the oouimucily at lrge aud great embarrassment to trade. As the present law commands a final resump
tion on the 1st of January, 1879, and as the cold receipts by tbe treasury are
larger than the gold payments and
currency receipts than Ihe currency
payment, thereby making monthly salea of
Kola necessary m meet toe current expenses, it occurs to ii ih that these difiiculiies might
be rendered bv authorizing the sccretarvof
the treasury u redeem legal tender i-o'es

We are told, among other things, th.it in order to encoura iresco painting the prince de'ermiiied to have it applied iir the dteioration of a summer hou'-e or pavilion, in the cardeu oi Buck inj ''.am pilace. V.. Lsnds?er, ' Maclisp, Ilewins. Eestldkc, Sir W. It jss, lyce and Stanfield received coiuud-sions and vied with eachother in proiucing a series of eight lunettes in ii!utartiou of "Milton' "Comus." The truth is that the artists in question w.-re made to paint valuable pictures for a nominal price, and that some of them folt so much itisulte d by the paltry earns that were offered them Ly the prince, that they sent beck bis "hecks. Indeed, throughout bis whole life, artists were in terror lest he Bbould take a faucy to a picture, a? it would have to be given up to him lor a mere song. And this is said to have happened even
when the pictures had been already sold at a good figure. With musicians, I lancy, be get on better than with painters; but with the latter he was, both on account of bis shabblce and superciliousness, and especially bis ignorance of art.always in bad odor. Tbe lifei", ot course, uniformly and exten
sively lauditory.bat it 1 impassible altogether to conceal some of the .WKAKSKSS OK IIIS CHARACTER. He was undoubtedly a qood husband aud father, he wa patieut and industrious in tbe diachafge ot his troublesome duties, and he led an amiable and decorous lite. He was loyal in bis devotion to his wife, managed her housenold efücienlly and economically, and generally gaveber very sensible advice. If fce had been a greater or stronger man he would, perhaps, -have been less successful in filling-his peculiar position. lie was of a cold, priggish, prosy character, and deficient in animal spirit, lie knew
nothing, for Instance, or tbe sportsman's passion. He went out stag shooting
with tbe same placid equanimity as that
with wblcä be played cards or billiards.
The queen waa very angry that, on one occasion, .when ha went out hunting, it should
have been a matter or general remark astonishment that be rode boldly, but this
surprise indicated a characteristic defect
which it was impossible to Ignore. From the first there were svmptomsof weakness and effieminacy in tbe prince's character.
Fancv a young man about to be married
to a nice young woman, who bappens to be als a qu en, bemoaning his sad fate in the
way the prince does to the queen just before he leaves borne: 'Think o! my position lam leaving home, with all its old asso
ciations, all my bosom friends, and going
to a country in which everything is new and t-trjiige io me men, language, customs, modes ot life, position. Except yourself I
have no one to confide in." It is evident that he is very much what is called a
"m ssy" young man, and as be grew older
this side of his character was developed by
the want of male friends. The idea thai the
prince was v NARROW AND ILLIBERAL
in political matters was apparently urjust. He was a strong-minded man, and seems to
have been apt to get frightened, but bis feelings and ' opinions were, on tbe whole, libera!. A great outcry was raised when Humboldt's letter was 'published in 18ol, attributing to him the phrase thatthe Pt lea were as little deserving of sympathy as the Irish, by which he no doubt meant
only that they were both highly inipracti
cable. In one of his private letters, written
at the partition of Poland, we Und him say
ing: "Tnere is a treat deal of stupidity in
the world. Sooner would I bsve been
burned alivolhan have mado such a declara
tijn." It is clear at least that ho had no sympathy with tbe dep.ts. Perhaps the
tnoii i nter a.-' ing ptrtsof the book are those
v tracts irotn tue queen's journal which
mrow ngnt upon the freshness and aim-
'v ( 1 er own character. She was evl
dently delighted with Louis Philippe and

ness.'with no stint of superlatives, of the "good, kind kihg," the "dar, excellent queen," "dear.acgelic Louise," 'eiear.ndmirahle family, all so kind and deliijiJtful.'' When Louise Philippe came to Windsor she was equally charmed, and he certainly seems to have mad himself very agreeable. So, also did the Emperor Nicholas, in Lis own way. Of the latter the queen say?: "He is certainly a very ttriking man, till
very handsome; nis pronie is Deaulilul, and bis manners,

he is full of attentions and pclitesies. But thexpre-slon of bis eyes is severe and unlike anything I ever saw efore. lie
