Boston, Feb. 2-.. P.M. A man, named J. P. Smith, was arrested to-day charged with aiding in the late mob and rescue. He is a negro and gave bail for his appearance next Friday, for examination. Davis's trial has not yet concluded. The eighth arrest for aiding in the late outrage wtls made this afternoon. The peisou's name is Louis Haydon, second-hand clothes dealer and one of the leading spirits among the negroes of the city. He remaiked to a friend, who said that he was a smart man. that "it took a m:trt man to perform the rescue.' Three thousand doll irs bail was given for him by J-i. N. For several years past, a negro man. commonly known by the uainu of MitcUuin, has resided some lour miles if -in this town, with his wife and children. On Saturday, loin inst., a Mr. George V. Mison, of D.ki -- county. Ky., accompanied by several persons, went to a grog shop, near the Brownstown road, kept bv Buverlv Garrett, a colored man, and Mitcluiiu being there, was arrested by Mr. Mason, as his slave. He was brought to town, and proceedings wore instituted by Mr. Mason, assist -d by H. L. Arnold, Esq., before Esquir P. L. B isiictt, t reclaim and take back into servitude his negro. By request of Col. Andrews, counsel lor Mitchum, the investigation was postponed until Tu .dy, 18th inst., at 12 o'c! ck, und Mitt-bum was cared for by D. C. Jones, Esq., Sheriff. At half past 9 o'clock, A. M.. on the ISth inst., an effort was made by Mitchum's counsel, to obtain his discbarge upon a habeas corpus, which failed. At 12 o'clock the court house was crowded with spectators. Mitchuin being brought in, his counsel, Messrs. Andrews, Hasina, and Bundy. moved his discharge on the ground;, that the Fugitive Slave Law of 1830 repealed the act f 1793, and that, therefore, a Justice of the Peace had no jurisdiction. The Justice decided that be had jurisdiction, aud the case was heard H. L. Arnold, Esq., of this place, and Mr. Devcreaux of Owensborougb, Ky.. for the claimant. The claimant proved the negio was his bv Mr. Marks, of Daviess county, Ky. Mr. Marks tcstilicd that he had not seen the negro Ibr 19 years, but still he had no hesitancy in identifying him. On the argument of the case, the defence relied mainiy upon two points: 1. That a Justice of the Peace has no jurisdiction in the case. 2. Tint the witness Marks could not, from tiie great lapse of time, identify the negro, there being no distinguishing mark about him, save that he did not open one of bis eyes quite as wide as the other. After argument by the counsel, Äsqutrc Basnet decided that the case was within his jurisdiction, and that Ihe evidence convinced him beyond a doubt that the negro, whose name Mr. Marks testified to be Stephen, is the property of the claimant, and a certificate was accordingly given by the Justice. Mr. Speaker, I can see no good reason why these lands shull not be exempt from taxation after all the good lands have been sold at $1.20 per acre and exempt live years from taxation, from and after the date of entry. The very lands you propose to tax from date of entry cost my constituents from two to three dollars per acre, and are the refused ami poorest lands in said district. Sir, all I ask for ray constituents is justice and tint I will contend for It is contended by the gentleman from Floyd (Mr. Willard) that all the lands granted by the general governinent arc taxable from date of entry. I beg leave to differ with the honorable gentleman in the opinion thus expressed. If the house will permit, I will read the ordinance of Congros, which reads as follows: "We do for ourselves and our posterity hereby ratify, confirm, and establish the boundaries of said State of Indiana as fixed, prescribed, laid down, and established in the act of Congress aforesaid; and we do also, further, for ourselves and our posterity, hereby agree, determine, declare, and ordain, that each and every tract ol land sold by the general government lying within the said State, and which shall be sold from and after the first day of December next, shall be and remain exempt Irom any tax laid by order or under the authority of the said State of Indiana, or by or under the authority of the General Assembly thereof, whether for State, county, or township, or any other purposes whatsoever, for the term of five years from and alter the day of sale ol any such tract I land." Any one, who has made only a oauWaavI journey across these lottom lands, could not but observe their fertility of soil, and the many advantages the country possessed for agricultural and stock-raising purposes. The bottom lands are hardly surpassed for adaptation to tiie production of the agricultural staples of 'he west, by the same number of acres in the great4Misiss:ppi Valley ;iu this respect, they are not inferior to the renowned 'American Bottoms.' While, further back from the river, though the richness of the soil may slightly depreciate, every desirable fa.ility for raising stock, is found in abundance. The land may not prod tico such extraordinary crops, yet it wi'! undoubtedly yield a handsome and profitable return when cultivated in grain it is admirably suited to grazing purposes. The legislature has just passed an act incorporating ihe '"White River Improvement Company," the intention of which is, we suppose, to remove, as far as Mssible, the obstructions to the steamboat navigation. Tnere is no question, but that, with a judicious economy, a small amount of moncv might be expended, with incal culable advantage, upon such an object.
