Of the officers in the army and navy, it will be found that, considering the relttive ppulitiou of the fiee and tUvebolding States, at least thtee out of five bare been given to the Sooth. How is it at tbil very moment, air, while thete very complaints of outrage, inults, tyranny, and lost nf office, are being made? Why, sir, the President a majotity of the Cabinet a majority of our foreign Mir.iteit a majority cf the membeit of the Supreme Cooit and the Presiding Officer and tbe Clerk of this House are Southern men and slaveholder. Bat, then, these Yankee gitls are very independent, and will do just as they please at some of us have learned frotj veiy painful eioual xpeiience. But I do nut think (bat a dissolution of the Union need to follow at a necessaiy couequence. Il it a proper subject for iif'Jtiaiion. And, at the lady cannot fail to perceive by this iirne that she is in danger of tecoming a second Helen, the will doubtless be more yielding. That we have vicious people at well at deluded people among us, we do nut deny ; and that they have aided (laves In elude the pursuit of (heir owneis, i, I legtet to say, more than probable. Such acts ate not in consonance with Ibe spirit of oar Constitution, and they tend directly to deft i or Ibat good ueiehborhood among tbe people and tbe Stales of this Union, which every tioebearted Ameiican desires to cultivate. They are act, agiiutt the commission and for the punishment of which tbe General Government ought to provide. I hope auch a provision will be made before the rljse of this session. It need not be expected, however, that any human laws, however rigidly enforced, will wholly remedy this evil. There ate bad men in all communities in the North as well at the South and one unprincipled mm, by enticing away or ai ling the escape of slave may bring ti proatbes upon a whole State. I am confident, however, that the number of auch men in the fiee Statet it veiy greatly over-eitimtted by geutlemen from the South. Tbey should remember Ibat it takes but very few men to occasion all the annoyance they have suffered in tbit tepecf. The profound t-moticn with which this age admonition was ieci ived by the bachelors io thit part of tbe Hall, mit have sati-ried ihe gentleman, I think that due heed will be -given it. He also admonishes ut more than twice, or thrice, of the enormous population now comprised within the slaveholding Slates. He sets it down at eihr millions of fieemen. Now the last census, if I am not moUkeo, shows the number to bave been four millions and ix or seven hundied thousaud; and by noue of Ihe oidmary modes of calculation can that number now exceed six mi lium. If the increase ba really been so great as the gentleman would have us believe, it may be set down at a ciicumitancf, Ihe like of which baa nevei been koowo in any age or country; and Ihe gentleman may justly claim that his constituents ate as eminently diatingeiabed foi another quality as for prowess. But this i a small matter, sir, and I meiely tefer lo it as an illustiationof Ihe proneness of our Southern fiiend to exggeiate all tbeir capabilities. This pioneness, however, is not always harmless ; and I mut now refor to a tubject which I would gladly have avoided. I allude lo the claim put forth for a Southern tegimtut, by tbe genllemau fiom Viiginia, Ma.. Scsdoiv, f having met and reputed the enemy on ibe field of Buena Vtta, at tbe most critical moment when the second Indiana, regimeni, through an unfoituuaie order of tbeir Colonel, gave way. Justice to Ihe living, at well a a to those who fell on that occasion, demand of me a pmmpt coirection nf thit most erroneous statement. And I affirm distinctly, sir, and such is the fact, that at Ihe lime the second Indiana regiment gave way, the Misissip i regiment, for whom this claim is thus gratuitously set up, was not within a mile aol a half of Ihe scene of actim; nor had il as yet fiicd a gun, or drawn a trigger. I affiim further, sir, that the tioops which at lhat lime met and resisted the enemy, and thus, to ue Ibe gen lleman's own language, "snatched victory from thejiwsuf defeat." wie the second Kentucky, the second Illinois, and a portion of the fut Illinois regiments. It gives me no pleasute, sir, to be compelled to allude to this subject, nor can I perceive the necessity or ptoptiety rf its intmdtiction into this debate. It having been introduced, however, I could not sit in silence and witness the infliction of such ctuel injustice cpon men, living and dead, whose well earned fame I were a monster not to piottct The tiue and biave learts of loo many of I hern, alas, have alteady mingled with the roil of a foreign country; but their claim upou the justice of their countiytneo can never cease, nor can my obligtiions to the n be ever fotgotten or disrcgaided. In all this, however, I by no means deii act from Ibe gallant conduct and bearing of ibe Mississippi regiment. Ai other tines and places, on that bloody bill, ihey cid all that their warmest admireis could bave desired. But let me ask again, why was this sul ject introduced into thi- deba'e j Why doea the gentleman say, "the tnx'ps of the Noith" gave way, when he means only a a sing'e regiment Why is all this, but for the puipo-e of disparaging the North for Ihe benefit of the South? Why, but for ibe purpose of furnishing materials for that ceaseless, never-ending, eternal theme of "Southern chiraliy " Mr. Chaiiman the people of the free States have at strong an attachment for their brethren c f the South at thi veiy moment as they had during the days of the Revolution, or at any subsequent peiiod; and tbey will not suffer thai attachment to be des' toyed by disuni mint or designing men in the North or in the Sou'h.
