AulJ, from Vera Cruz the 1st inst., we Lave received important advices from the seat of war, contained in the papers which have come to hand from that city, EI Uenio de la Libortad and EI Arco Iris, and which reach to the date of her departure. Santa Anna. The most important news brought by this arrival is that of the dismissal of Santa Anna from the command of the army. Geu. II t neon succeeds him. Santa Anna loudly protests agaiust the violation of his rights as the tirst magistrate of the nation, as he styles himself, und refusing obedience to the government, retires to Tehucan. -
Gen. Scott. Our excellent Commander-in-chief has promulgated to the army asid the citizens of JUexico, the articles of Martial Law, which shall prevail in the metropolis, during its occupation by the American troops. They embrace every species of crime which may be committed on the persons or the property ot any of the two races, now bo closely joined in domestic life in the capital of the Mexican republic, and evince a spirit of the most rigid impartiality. OrEKATiONs Below. There seems to be but little doubt that a furce of Americans have entered and taken possession of Orizaba, and it is altogether probable that the force did not exceed 400 men. Orizaba contains a population of near 16,000 inhabitants, yet they had the good sense to surrender the city, notwithstanding the force was so meagre that demanded it. Many Americans from era Cruz took their poods into the interior for trade with the natives. This is a benefit to the government and the Mexicans too, for while the .first receives a moderate revenue from importation, and that revenue from the country with which we are at war, the people who pay the duty do so at a rate 73 per cent, below what they paid during the administration of their own customs. If peace is not shortly made we may look with certainty for similar occupations of other places, particularly those on the route to Vera Cms, as military posts are now being established on that road, the effect of which will soon be the opening of a free and uninterrupted communication with the sea-board. The capital is already teeming with hotels, taverns, billiard rooms, cafes and theatres, all advertised in the American style. Shades of Montezuma and Guatimozin ! your propnecies are being fulfilled the avengers of your wrongs are coming from the rising sun. A large American train was to have left the city of Mexico yesterday, 31st ult., for Vera Cruz. The escort for its protection is composed of four or five companies of infantry, a battery and some cavalry under command of Col. Harney. It may be expected here by the 14:h. A number of sick and wounded otlicers will accompany it down. We look forward to the period of its arrival with much pleasure, inasmuch as we regard it as the herald of free communication between the coast and the capital. The Tresident, Tena y Tena, continued at Queretaro, where he had assembled seventy-one deputies, and it was decided that the Cunjre?s shall resume its sittinra on the 'J9;h ult. Senor I'cna y Tcna had directed a circular to the Governors of the six central States, requesting them to repair to Quaretaro, to hold a species of council, at which each might give his opinion, in view of existing circumstances, respecting the men, munitions, and pecuniary means that might be rendered available. This it was desirous to ascertain, in order to determine whether the war could be continued or not. With respect to the Presidency nothing positive is known, since each State has proposed a distinct one; so it is not possible to point out any one as a candidate. On this point we mall soon have information, as one of the first subjects to occupy the Congress will be the election of President. With all these preparations, the aspect of things is continually changing; the surrender of the capital has certainly dispirited many of the most sanguine. The general opinion is, that if peace is not soon made the resistance on the part of Mexico will be extremely weak. Independent State. The following is an important fact in the present aspect of Mexican ufiliirs. We take it from the Genius of Liberty : A decree has lately passed the Legislature of Michoacan, whereby that State had declared itself an independent and sovereign power, no longer subject to the laws of the general government. To this act it says it has been forced by the wholly disorganized condition of the Mexican confederacy, and bv the impulse of self preservation. This step on the part of Miclioacan has excited the greatest misapprehension among the adjoining States ; so much so, that the Governor of Guanajuato, on the receipt of the intelligence, went immediately to Qucrctaro, to consult the Governor of that State, as to the speedy devisement and adoption of measures best calculated to counteract the disastrous results with which the republic was "threatened by this proceeding of Michoacan. Eoth these officers met in the house of the commandant general, and agreed upon soliciting the integral President to organize forthwith a general government, to which the President assented. Circulars were then forwarded to the several States of the Union, acquainting them with this important event. It is said that almost all the departments have notified the general government that it is their intention and determination to support and defend it to .the last. There was. a rumor in the city of a severe fight between the Americans and Mexicans, at Vcntada de Pinal, in which the latter were defeated. In San Luis Potosi, the moderate party has gained the election. A large number of the Deputies of Congress have protested against Fena y Pena holding the Presidency. Santa Anna has gone to Oajaca. He was obliged to march there to quiet the fears of the army that he would deliver them up to the Americans, and by the desertion of Heyes, who had gone to Pueb'a to join Gen. Rea. From the Monitor Kepublicano of the 13th ult. we take the following paragraph: On the evening of the 12ili, about 3.G00 Americans arrived in Puebla, and the following morning our forces retired. Notwithstanding this, tiie Guerillas continued the combat in the streets of the city, causing I similar scenes to those which occurred on the 14th and lötii ult. The artillery of Gen. Santa Anna, it appears, had gone to Iliiamantla, which place he left in order to attack a tody of American troops. The Legislature of the State voted for Pena y Pena for President. Pena y Pena had been well received at Queretaro by the authorities. About 2MX) soldiers showed a disposition to " pronounce," but they have no one to lead them. The Supreme Government hns ordered Paretics to reside at Teloloapan, on his parol of honor. From news received from Tampico it appears that there has bven a pronuiiciam?iito at Victoria in favor of separation from Mexico, and annexation to the United Slates, and that to sustain the determination, and to furce the compliance of other towns, a force of infantry with two cannon Ifft that place on the iiSth ult. This news needs confirmation. The following interesting items are extracted from the American Star and the North American, published in the city of Mexico: Miscellaneous. Capt- Philip Kearney, of Üio 1st dragoons, is about returning to the United States. In his charge upon the Garita lie lost an arm. The house of Col. Gonzales, a Mexican oflicer, was entered by order of Capt. McKinslry, of the Q. M. D., and in it was found a quantity of clothes, ammunition, pistols, swords, drums, &.c, belonging to the United States, which were taken away. From the Durango Journal of the 14th inst., is derived the information that the American frigate Portsmouth arrived in the waters of Mazatlan on the 2Cd instant, from Monterey, in California. The American 6quadron, consisting of the frigates Congress, Dale, the Cayane, and a transport, left Monterey on the 1st of September, for Mazatlan, and San Lias, and for those of Guaymas and Acupulco. The health of the army is far from being good. The climate of the valley of Mexico is not, as it 'appears, congenial to the constitutions of the south. It is just as enervating and fatal to the southern, as is that of Vera Cruz to the northern constitutions. The effective force of the entire army is reduced ten or fifteen percent. The notorious Gen. Rea, of Fuebla renown, is on his way to Queretaro, with 1,000 men. It was rumored in the capitaf, that Mazatlan had been taken by our fleet. Canales was plotting the independence of Tamaulipas. The general health of tbi troops at Matamoras was imnrovin', but a great deal of sickness still prevaded. It is said that tho Secretary of State was favorable to peace.
