Seven minutes are allowed for opening and closing the mails, at all offices where no particular lime is specified. 2. Poat-ofTjce blanks and mail-bags are to be conveyed without further charge, on mail-lines admitting of such, conveyance. 3. In all cases there is to be a forfeiture of tbe pay of the trip when the trip is not run ; a forfeiture of at least one fourth psrt of it, when the running or arrival is so far bebind time as to lose the connexion with a depending mail; and a forfeit ore of a due proportion of it, when a grade of service is rendered inferior to that in the contact. These forfeitures may be increased into penalties of higher amounts according to the nature or frequency of the failure and the importance of the mail. A. Fines will be imposed, unless tbe delinquency be satisfactorily explained in due time, for failing to take fron, or deliver at a post office, the mail, or any part of it ; Tor Buffering it to be wet, injured, lost, or destroyed ; for conveying it in a place or manner that exposes it to depredation, loss, or injury; and for not arrivicg at tbe time seta And for setting up or running an expreaa to transmit commercial intelligence in advance of the mail, a penalty will be .exacted equal to a quarter's pay. 5. The Postmaster General may alter tbe contract and alter the schedule, be allowing a pro rata increase of compensation, within tbe restrictions imposed by law, for tbe additional service required, or for tbe increased speed, if the employment of additional stock or carriers is ren dered necessary; but tbe contractor may, in sucn case, relinquish the contract, on timely notice, if be prefer it ta the change. He may also discontinue or curtail the service, he allowing one month's extra pay on tbe amount dispensed with. 7. A bid received after time to wit, the 22 J of September re xt, at 9 p. it., or without the guaranty required required by law, or that combines several routes in one sum of compensation, cannot be considered in compensation with a regular proposal, not adjudged to be eitravagant. 11. A biJJer may propose different dsys and hours of departure and arrival, provided no more runnirg time is asked, and it is obvious that no mail connexion, or other public accommodation is prejudiced. But, beyond these changes, a proposal for service different from the advertisement, will prevent its being considered in competition with a regular bid, not set aside fof extravagance ; and where a bid contains any of the above alterations, their disadvantages will be estimated in comparing it with other proposals. 12. There should be but one route bid for in a proposal. 13. The route, the service, the yesrly pay, the bidder's name and residence, and the name of each member of the firm where a company offers, should be distinctly stated. The delivery of a deed is; essential to its validity, and it is Ifom the delivery that the deed takes effect. 2. A deed may be delivered to a third person, even a stranger, for the "benefit ol the grantee and il he afterwards assent to the act,' the deed will take effect from the date of its delivery, unless tbe right of third persons be affected by it. In that eTent the doctrine of relation would not apply. 3. The doctrine of relation, is' a fiction of the law and is Osed for the advancement of justice, but will not be allowed if the rights of third persons aje destroyed by it. 4. The bare fact of recording a deed by the grantor, without the knowledge, privity, or consent of the grantee, is not a delivery. 5. Where a deed was made, and delivered by the grantor to the recorder of the county to be recorded in the absence of the grantee and without his knowledge and the grantee subsequently assented to the delivery, but before assent given' judgment was obtained against the grantor in the Circuit Court.
