The itha thai wealth can be created, or a coun'ry at large benefitted by making nine out of every ten of the population, pay more for whAt tli3 tentii man makes, whilst he pays them no more for their productions sscms perfectly absurd: and even if h? paid as much more in proportion as they paid him, they would till stand just where they would be without a tariff; if he paid more he would be ti e injured instead of the benefitted party. A tariff that would equally benefit all, if such a tariff could be made, which certainly cannot be done in this country, if it cjuW any where, would at best te a Utility ; but whilst it can only benefit a very limited ft-w, at the exj-ense, of course, of the rest of the community, Its operation must only be to plunder and oppress the mass of the labor of the country, to enable manufacturing capitalists to make nure profits and larger dividend. A High Tariff has a tendency to injure the market fur farmers instead of benefitiing it ; and of course, bIsj to injure the mechanic- who are employed by the farmers throughout the country. As to the duty on wool. Which is the only one that can, with any plausibility be pretended to benefit the farmer, the duty of 40 per cent, on a pound of wool, costing about SO cents, and therefore amounting to some 12 cents mare or less is more than balanced by the duty of 40 per cent, on the cloth made from it, and which will bring on an average from one to two dollars, and the duty on wbuh, therefore, will amount to from 40 to 83 cents, or from three to seven times the increased price of the wool. Hesijes, from the last returns we have ccn, five-sixths of the wool imported come in under the fire por cent, duty, being bought on the pampas or plains of S' u h America, and when brought to L'uenos Aycrs and imported here, and picked, washed and sorted ready for the manufacturer, is equal to the average cimnon wool of this countr- and the best of it tfiual evcu to tLe fleeces of some i irovcd breeds The Spasmodic action of the present Tariff in alternately raising and depressing the market is very apparent; In the first year of its action, the federal revenues were deficient $sl0,00O,Ot'0. In the first nine months of the second year they were in excess Sl-J,' U0,K 0; in the last quarter they are again deficient 1,117,000. This i the natural action of prohibitive dut es. In the first year they caused an unnatural scarf ity of foreign goods, arid therefore an artificial rise ia their value, which caused an over f lipid ?n;l depression in prices. !sTo steadiness can be expected under such "regulations" of the Government. (Jur imports last year were le.-s than they have been since lJO ; our exports less than in any year since 1333. X. Y. Xeics. A Xew- Hattert. We learn from the Cincinnati Gazette that Professor Locke, of the Medical College cf Ohio, after studying; fjr many years the structure rnd ue ef galtanic batteries, has invented one very 6-nvenieut in use and iu many respect i novel in its effects, lie calls it the Organization Dattery. It consists of a combination of all kinds of batteries in one nct tabic instrument s arranged, that by keys and stops like thoso of an enjan, he can in a moment bri:i any kind of battery to act uwn the same ex Piment ; and Ihm in rapid succession can contrast ibe effects of different modifications. Although of moderate size the effects are very impressive ; when two topper conductors are brought in contact nnd afterwards separated to some distance, n hissing arch cd flame passes between them, and w hen charcoal is substituted, the fame and licit becomes insupportably brilliant, brininjf tears from the eyes of thosa who att?m;.t, while toj near, to look at it. Leaves of gold and other metal are burnt as if by an explosion ; water is decomposed by it us if it were boiling. The shock, in one modification, is unsupportably painful, but by drawing a stop the shock ceases. "Why do not the Irish Bogs Generate Malaria! In Ireland there are 70O,U00 acres of marshy or bog districts. It ha been a matter of surprise that the inhabitants in the vicinity of these bogs should be 60 exempt from the affjction which are known to be raused by malaria. Dr. Williams has satisfactorily accounted for this anamoly. He says that the bogs contain very few vegetables' that have a tendency to mn rapidly into decomposition. Ihey principally consist of mosses, interspersed with a small portion of heath, fern, and a few grasses. The decomposition of the bog moss is so very blow that it can scarcely be said to rot in water ; and it pjs3es2 vitality so great that when dried and apparently dead, it may be revi tea on again placing in the water, rfeither do its leaves fall off, so as to allord any quantity of dead vegetable matter ; and in the opinion of botanists, the plant is destroyed solely by the weight ot the succes tnve ehoots sinking it deeper and deeper below the sur f ice of the water, and tbu depriving it of atmospheric air. From this cause it undergoes an imperceptible decay, and consequently, the decomposition is too low to afford any sensible quantity of marsh mias mata. A IlEwrtiscxNCE. Messrs. Russell and Eutler, of the Doston Gazette, a leading Federal paper, in 18(H) repudiated the name of Whig in the following lingnage: The Tories and Whigs are both ENG LISI MONARCHISTS, and both were abandoned with contempt at the Declaration of Independence ) yet the Ute imported foreigners are attempting to revive these mjnirchial names, the origin of which must disgus ' every true American. We cannot -discover any reason why all the phnets should be provide with atmosphere unless it was that they all might be inhabited ; but those planets claim our attention on another account. The axis of every planet, as far as ne can discover, is inclined to the plane of its orbit The eflect of such inclination, like lht of the earth is a change of the seasons -t change that seems to be calculated to increase the fruits of the soil, for the bene.1t of man and beast.
