compelled the several collectors to postpone until the ."nh of July the receipt of any entries of goods, by which time the instructions of the Tree-dent w ill have been received. I'y the existing laws, no duty higher than per cent, can be collected, and that j rate to be valued on the cost of the goods w ith all charges added up to the moment of entry, instead of on thc foreign cost only, as heretofore. This will make the new per cent, duty cq'-ial to about ::) percent, as heretofore levied. These duties will probably be paid in under protest, and in event of the suits b?mg decided against the Government, must be reirnl ursed. i '1 his will probably be better for thc government , than any tarilfthat could have been devised. These j duti-.s w ill, no doubt, yield the highest amount of ; revenue that in thc present state of affairs can be collected. Thc proceeds will all come into the; treasury for thc use of the government. And the j present Supreme Court is of a character that w ill ,
be governed by the spirit ol the Compromise act, and the necessity of the case, rather than by the political clap traps that have governed paltry legislators. Strict jutice would decide in favor of the government. The state of financial and commercial affairs- is one of great peculiarity at this moment. Many
articles of produce, as lard, provisions, A:c. are in demand for shipments to llngland under the proposed reduction of duties Ly .Sir Robert I'cel. Lard was formerly charged s, and is to pay 2s. Thi larc reduction has given an impul?e, but not in a
large degree, as the matter is not yet definitely settled. These movements form the chief business now doing, but the operations are not of sufficient extent to cause any demand for money. The impoiters arc perfectly at fault; they cannot enter into any enterprises until the action of Congress upon the tanffi question can be more clearly shadowed forth.
