We understand that bTj have been sixty-one crises o! small-po in tCe JeSTersoftville prison and six deaths. The prison is'aow probably clear of this loathsome disease. The recent sickness in this institution, and the low rate, forty cents a day, at which the contracts were let for the labor of the prisoners, in 1S61 and 1Ö(J2. ranninz from two to five years, ifonliiiued, will bring the prison considerably in dbt. We understand that the Attorney General has given an opinion that these contracts, oo account of there having been no publication in ruins bid-, awe void. At a meeting of the Directors of the Prison on Thursday last it was proposed to declare these old contract void and re-let the labor, in viting competition therefor as the law directs. The policy of liiriug the labor of the prisoners for a long term ot years is of doubtful utility, and should be avoided in the future. We notice that the Directors of the Northern Prison adrertise to contract for the labor of a portion of the prisoners in that institu tion, but state that no bids will be received for less than seventy cents a day. At that price the labor ot the inmates will make the prisons self 4 sustaining institutions, and the prospective scarcity of labor for some time to come makes it probable that that compensation can be obtained. It is the duty of the Directors to relieve the Slate from any burdens for these institutions, if possible, and if the contracts fur the labor of the convicts in the Southern Prison are void from any failure to comply with the laws in reference thereto, they should be re let. It is the duty of tbe Directors at all events to make a thorough legal investigation of the matter. There are now 219 convicts in this prison . The Republican war in the Fifth District is progressing as virulentlv and intensely as ever. The Delaware County Free Pres- pours the following hot shot into Gen. Meredith: To Geo. Meredith we think there is little due from the people of this District. We know of plenty of men fully as well qualified for the position he has occupied as he has shown himself, if not far better, who have remained at home, who would have willingly exchanged places with . bim. He got the position of Colonel, as well as his Brigadiership, by a system of fiurin;. which, to say the least of it, displayed more of the spirit of the place hunter than the patriot. If a military man must be sent to Congress, why overlook the gallant Colonels. Colgrove and Grose, either of whom are better men for the position than Gen. Meredith? Why are they not recounting their wounds and privations before the people, and presenting their claims to a seat in Congress? Simply because they went inio the armyi.from patriotic motives, and not for the purpose of making capital out of which to foist themselves into political positions. - The tame paper, rabidly Republican, gives the following account of the proceedings of the Wayne County Republican Couvention held on the 13th of February : A motion was made by a Meredith man that a central committee be appointed by the chair. A Julian man moved that the members from each township present, select their own committee man, which was carried, to the utter confusion of the Meredith party. The Julian men evidently had the strength in the Convention, and every trick of the Meredith men were promptly defeated. After adjournment fordinner the soldiers were marched outside of the town, and drilled how and when to vote. Tbe afternoon session proved to be no better for the schemes ot the Meredith partv thin the forenoon, and thev were badly discomfited. After the adoption of the resolution?, one gentleman onered l resolution endorsing the course of Mr Juli m in Congress, and explained that he did Dot desire it to be understood as operating against Gen Meredith, or in favor of Mr. Julian. The resolution would evidently be carried and something had to be done Gen Meredith at once sprang to his feet and declared that it should not pass that the Convention was for bim and be knew it. The Juliau men pressed a vote, when the Meredith neu kicked up a row yelled and raved like madcaps. A scene of utter confusion ensued, during which the Convention broke up. Illegal Aerksts A few dars since, our county wa disgraced by one of the most wanton violations ol law, a most wickeJ and dastardly outrage upou personal rishu, that has befallen any people claiming civilization and the observance of law. An officer deputed by proper au'hority to arrest deserters, with a number of others visited a neighborhood in the soul her t part of (he countv. and succeeded, as we learn, in arresting two persons charged with desertion; not satisfied with their success, houses of citizen Democrats were entered bv this lawless mob and robbed of arms and ammunition. Twocitizens, both farmers, Jacob Tee garden who is an elderly man of Cll or & years, and David Teegardeo his son. were ar rested, tied together wt h ropes, and, like felons, dragged from their families, driven to Ltfayette, and taken before Provost Marshal Park. Park, as a just officer should have done, discharged them both; he found nothing with which either was chargeable under any law. At Li fa rette, both were loosed from their bonds without a cent in their pockets (having been allowed to make no provisions for their expenses before oemg t rn from their homes to trudge their way 5U miles home, as best they could. It is a burning shame to have such outrages com tui tied iu our midst, we who boast of the highest intelligence and "the best government the suu ever shone upon, to allow such things to go unpunished; and the wrongs thus committed, although upon the humblest individuals, U a lasting disgrace and marks us a depraved and demoralized people. Sherman was back at Vickeburg in time to start on a new expedition on the 24th, as it was contemplated he should. lie will, however, soon be heard Irom aeain in active operation. It is not believed in military circles that Ad miral Farragut intended to accomplish nothing more at Mobile than to make a demonstration to draw the attention of the rebels from other points of operations. There are stories afloat here to the eßect that the testimony of Gen. Sickels touching the.bat tie of Gettysburg, wi'l make it necessary for Gen. Meade to resign command of the Army of tbe Potomac. In that case either Gen. Hooker or Gen. Smith will be his successor. Gen. Grant, it is said, has recommended Gen. Smith. The United States Court of Claims, Judge Loring only dissenting, have delivered an opinn in the rase ol Vm. a. Urant vs the united States, being a claim brought against the Government for the recovery of certain property de stroyed by U. S. troops. 1 he committee oa elections have decided that Mr. Loan, of Missouri, is not entitled to the seat he now occuoies. Rebel cavalry are still scouring the country to the south and cast of us. Martin's cav.lry appeared yesterday in the French ..Broad near the meeting of B'f Pigeon. Some apprehensions is felt of. a raid, by Mor gan, on our railroad communication with Chattanooga. . The Itald of Kilpatrick.. Ntw Yoti, March 6 The Times special gives the followiug additional statements as lo the result of Kilpatrick's rail: Miles of railroad track on two principal roads over which Lee transports his supplies for the northernJJ srmy ol Virgin' have been so thoroughly destroved that some time must elapse before tbe roads can be put in order again. Depots of commissary and ordnance stores were burned or destroyed. , No le-s than six grist mills, one saw mill. principally at work for the rebel army, were burned. rix canal boats, loaded with grain, on the James River Canal, and the almost invaluable coal pits at Manikin's Bend, were destroved Nearly two hundred prisoners was captured, sev eral hundred horses wero pressed into the service. and hundreds of negroes availed themselves of this oppotiinily to come within our lines. The following account from the source ol the expedition after leaving Richmond is of interest. At night the command went into camp at a place 6i x miles from Richmond aud two from the Chickihominy. j At 1 1 :30 P. M.. just as ihe command was fair v asleep, except those on duty, the rebels opened a 2-gun battery upon the camp of Gen. Davis' brigade, and immediately alter charged the camp of the 7th Michigan. Our men, though taken entirely by surprise. seized their carbines, and, supported by the 1st Vermont, handsomely repulsed the enemy. Several of our men were wounded, and Col. Litchfield, who is missing, it is feared was hUo wounded Gen. Kil Patrick decided next dav to move across the White House Railroad and down the Peninsula. During the day Capt. Mitchell with the bulk of Col. Dahlgren's command rejoined the main column. The enemy on Tuesday night, all day Wednes day, and Wednesday night, hovered all around the command, and skirmishing was constantly going on. On Y ednesday morning about 9 o clock a arge force of cavalry came upon the reir of the column. Gen. K'lpatrick was not unprepared for this, and decided to give them battle. The lit ermont, under Lieut. Col. Preston, ably assisted bv Capt. Grant and Cumming. and tbe 1st Maine, bore the brunt of this tight, winch asted over an hour, while the 6th Michigan and other regiments of Gen. Davis brigade, were in position to render any further assistance that miyht be necessary. - Onlv one char ire was made and that was bv company A, 1st Maine, led'bj Capis Estes and. Cole, when five of the enemy were captured. The enemy suddenly retired, but when the command would forward past the rear aud flink several times, an offer of battle was made, but thev refused it. On this day, Wednesday, several refugees from Richmond ctne into camp and reported that Capt. Wilson, of the 2.1 Ohio, who had ecated from the Richmond liastile, was near at hand. For some reason he did not join the command. On Wednesday Lieut Whitaktr was sent to to destroy Ti:nstall's Station. on the W. II. R R., hut upon arriving there, much to his astonish ment, he found the place in names, tromne roe in the vicinity he ascertained that a col um it of Union cavalry from Gen Butler's depart, ment hid just left there. I bis was the first intimation of assistance being so near at hand. On Thursday morning kitoatrick mirei toNew Kent C. The rebels are removing the obstructions in the Neuse river below Kingston, in order to let their iron clad come down lo assist in attack on Newbern, Washington and Plymouth, tor which they are maktng great preparations. Barry ordered to Geu. Grant's department. ' It is supposed the amendatory internal tax bill wiil not be reported from Committee of Ways and Means, before to morrow week. The visit of Gtu. Meade to Washington is reported to be in connection with the reorganization of the several corps under bis command. It is understood that the Houe Committee on Naval Affairs has under consideration the establishment of navy yards for the construction of monitors, aud other subjects in counectho therewith. .
