We have been shown a circular which isbeins distributed in some portions of this District, the contents of which are a villification and misrepresentation of the political and private character of Mr. Condi irr, the Democratic candidate for Congress for this District. It is anonymous, but ts authors are known. This attack upon Mr. C. s prompted by m-ilice and revenge. It comes frommen who, if they had their de.-erts, would now be in the penitentiary. They were the prime instigators in the ballot box stuffing which disgraced the county of Morgan for several years. Their malice is accounted for by the fact that Mr. Coxduitt actively assisted in bringing to light by judicial investigations the deep dyed villainy by which elections in that county were for eve ral years made a farce. It was only by packing Grand J uries for several terms of the courts that the perpetrators of these infamous frauds upon the elective franchise were able to evade indictment and the just punishment of their crimes. The nominal editor of the sheet upon whose press the thing was printed was, not long since, we are advised, soundly cowhided by the preseut Democratic candidate for the Legislature in Morgan countv, for the vilenessof his scurrility when relernng m nis piper to.that gentleman. The whole circular, if such it may be called, U from beginning to end a tissue of misrepresents tions. The political record ot Mr. Coxd:itt has often been betöre the people of his county, where he has been known !rom boyhood, and he has always been huidsomely sustiined, even when the party to which he belonged was in the minority. His consistency in political action, purity of moral character, and admitted devotion to business duties have commended him most to those who best know him. This effort to injure him by flooding the country with billingsgate and blackguardism will only inc .-ease the ardor of his friends and react in his favjr even with euch as differ with him politically. But one paper has yet given it publicity, and that is known in Han cock coun'y as the "smut machine." It is a print which delights in " making its meals on good men's names," and its political slock in trade is misrepresentation uLd slander. We should not have alluded to this dirty attempt to i -jure Mr. Cox nt ITT, if the distribution ot the slanderous circular was confined to that portion of the District wh.re his political and private character are known i. ut as it may reach those who are not acquainted with either, we have thought it due Mr. Coxduitt that we should thus notice it. The Coming: Election Its Importance ad the Duty of Every Good Citizen. The importance of the elections this fall can not be over-estimated. Every candid observer of the condition of the country can not but concede that its fate is in a great measure involved in the expression of the people at the ballot-box. If the conservative sentiment triumphs, it will have a healthy restraint upon those in power( and the unwise, suicidal and uucoiistitu measures which have been inaugurated will give way to the just, enlightened. Christian and constitutional policy set foith in the Cbittexdex resolution of July 22, lc61, as to the purpose of Congress and the p ople iu the prosecution of ihe war. But if the radicals are successful, we firmly believe its result will be National ruin. Every vote dropped in the ballot-box tells for good or for evil. A fearful responsibility retupon every voter of Indiana in the discharge of that trust. However important the success of our arm and (he overthrow of the rsbeliiou, the preservation of constitutional liberty the glorious institutions framed by our fathers, aud which gives our Government all its value, is of equal it not of greater importance. A coteinporary welj observes: "It involves each mau's personal secu. ritjr bis peace, bis lite, his pioperty ,the welfare of hi family of all that is most dear in existence." How difteient now fron. 1H6')! An exhaustiug civil war has raged with all the terrible evils of such a contest, a war that has no parallel in history. A vast public debt has been created. Frort comparative freedom iu public burdens, we rank among the heaviest taxed nations of the earth. War is still raging, the public debt daily increasing, and the burdens upon industry made more and more oppressive. And with all there has been profligacy in the public expenditures and frauds upon the public treasury which are not only disgraceful to the wation. but so great in extent that the knowledge of it is even withheldVrum the people. All these evils could have been avoided and the country now been united and happy if the Republican meooor of Congress of 1&6Ü-61 bad voted for the adjustment of our national troubles upon the basis of what is known as the Crittcx dew i
The only hope now for the restoration of the Union and the Constitution is in the return of the conservative party to power. This is the question for tiio people of Indiana to decide at the election oue week from to moirow, Tuesday, October the 14th. What faith can the people place in the party which now rules the Government. Remember iu broken pledges. The declared purpose of the war was the restoration of the national authority and unity, and no interference wuh the constitutional rights or domestic institutions of the States. All over the North a reaction is going on iu public sentiment. Let Indiana as of old lead the column of conservative States. It cau be done with effoit. We believe the great heart of the people beats right. Victory will perch upou the banner of "the Constitution as it is and the Union as it was," if we put forth our strength. We trust that on the evening of the 14th of October no one will have occasion to regret of having failed to have done his whole dut. Let not defeat1 overcome us, and all the iuterests such a calam ity would involve, by apathy or the failure to put forth that effort which the crisis of the country demands. We have received several communications, one now befoie us from a soldier, propounding the inquiry whether soldiers can vote, ami whether any steps have been taken to give them the opportunity to do so. The same inquiries have been ad dressed to the officers of Slate. The Indianapolis Journal answered these inquries a few weeks ago. and as it probably represented the opinion entertained by the Slate officials upon the subject, we reproduce it as a response to the inquries m ide of us: From the Indianapolis Journal. August 11, lf62 S)ldieksVotixo. We have received and pub lished several letters sui:ge.-tiiig that steps be taken to allow the soldiers troin this State to vote at the coming election, aud ihe officers of this State have received hundreds o' a similar character. As an answer to all, we may say tiiat in the opinion of the best lawyers of the Slate, no such meas uie can lie constitutionally adopted. 1 he -M section ol the 2J article of the State Constitution provides that all persons entitled to vote shall cote in the township in which they reside." Sol dier? in the held or in the camp can not comply j ith this provision, and as it is iu the OansiH tion the Legislature can not set it aside, nor the Executive m tke anv order to evade it. Pennsyl vania adopted such a measure last year, and the courts decided it unc-onstitiiuonal and set aside the : vote ol tue soldiers, thus pulling out ot othce one or two men who had got in bv verv handsome ma jorities. The courts here would doubtless do so too, and we can't well see how they could do otherwise Besides, the introduction of partisan differences into the army, the canvassing tor can didates and the revival of old party leelings, is a measure of very questionable utility. All citizens of Indiana who volunteer or are otherwise engaged in the military service of the Stale or the United Stales are entitled, in the language oi me ioumuuvivu, tu tute Ii: tne iou ship or precinct where they may reside, but they can only vote in the township or precinct here they resided at the time they volunteered or otherwise entered upon said service. They can not acquire a residence iu any other township or pre ciuct while a soldier in the service of the Slate or Federal Government by reason of having been stationed within the same. Neither can a soldier, seaman or marine, iu the army or navy of the United States, acquire a resilience in the State, in consequence of having been stationed withiu the same, and consequently no such sol lier, seaman or marine has the right to vote These are the constitutional provisions on lhe ; right of voting, and we stale them so thai there may lie no muvipprehensiou upm the subject and in reply to the inquiries made of us in reference thereto. Where are we Drifting! Their re marks were attentively listened to and eulhuai astically cheered. The Court House was crowded. Gov. Andrew, of Mass., said in New York the other day that the Government should not hare a man from his State until a change in the command of the army was effected. So says the Boston Courier. Is not that treason of the rankest kind? It is slated upon the streets, but we will not vouch for its correctness, that Gov. Mobto.n bas said that not another soldier should leave Indiana unless some demands he has made upon the War Department are complied with. If this be true, is not such a position rank disloyalty? If Governor Morton has the right to set up his will against the General Government, has not every other citizen equal authority to determine

When the Governors of States attempt to coerce the Federal Government to pursue a policy they may dictate, assuming powers delegated to the United States Government by the States, it is as much an act of rebellion as the refusal of the seceding States to reorganize and yield to the National authority.
tun the tnion Ticket. " One of the rebel Generals, upon piroling some of the Union soldiers in Kcnluckv. told them to , , D , ,. "uo home and vote the Renublican ticket. Why? inquired one of the paroled soldiers. In reply the rebel officer stated that the only hope the South had for securing its independence was in the Republican party maintaining its control of the Federal Government. His idea was this: Under certain contingencies the Republicans would consent to a separation of the States. against the dissolution of the Union under any circumstances, und if the Democratic party was restored to power, it would adhere undeviatingly to a restoration of the Union. For these reasons ihe rebels desire the supremacy of the Republican party in the Government, and they influenced the rebel General to advise the paroled Union soldiers to vote the "Union ticket." One of I he in. The Journal of yesterday, lel'erring to those who favored a dissolution of the Union before the war bfgan, says: That sentiment may have been rublieai out of them in the rough contact of battle, but no man who ha ever held it should be trusted with any duty thatt affects the lite and power of the Government. That sentiment was held by the editor of the Journal and its adherents during the fall of lb60 and the winter of lt60-61- In evidence thereof we quote the following from that paper: From the Indianapolis Journal, Novembel 13, I860. They know very well that if they are deter mil ed to leave the Union, no Republican will cure to hacr them stay. A Union pieaerved only by intimidation and force is a mockery, and it is better broken than whole. If South Carolina and her associates iu tolly really want to leave the Union, they can j-o without a word of objection from any man north of Mason and Dixon's line. We do not believe in res;stiiig any secession movement in the least. On the tiltth of August, 1-61, four months after the tall of Sumter, the Journal said "it had seen no reason to change (he tiews it advocated Jast winter." It was willing that the line between the North and South should be just where South Carolina and her associates should desire it. for it did "not believe in resisting any secession sentiment iu the least." The Journal is consistent in one regard. It says that no man who has ever favored a dissolution of the Union should be trusted with any duty that affects the life and honor of the Govei nment. For this reason the editor of that print keeps out oi the army and studiously avoids any duty that affects the life and power of the Government. The Journal professionally advocates a prosecution of the war because it and its immedjf,le friends can m ike monev out of the in -ci .cs of the country, butif it could make five dollars or live cents more by reiteratiug its secession sentiments of 1S6D 61 , it would be advocating the same doctrines now and henceforth. Ma Weighty rax: Bill." The Journal thinks "that the new revenue bill before the Confederate Congress is a stii.ger." It takes oue filth of all produce, profit aud in- . Our di.-uniun .ihlu.r . - if we WOUld not think it impertinent, it would like to nsk us how much better this tax bill is than the one we are "so constantly denouncing " The Journal pronounced the Montgomery Constitution "about as good a charter of government as could have been devised," but "a weighty tax bill" appears 10 Ue one ' ils results. And in reply to its in qnii v we respond that the lax bill of the Confederate Cougiess alone concerns the people who will be called upon to pay the tribute. It is their business, not ours. We care not whether it is better or worse than ours. We hare no ticed one thing, however, that the Republican j Congress and Administration have closely t followed the legislation and policy of the t,,e sutn- If Confederate tax bill is more ' 0,,eus than ours, that disparity will not continue longer than the next session of Congress, if the President does not anticipate ils action by a"proclaaiitiou" to that effect. Think back a little. The Confederate treasury note system was ridiculed by the Republicans, but in a short time "military necessity," or Republican financiering, forced a similar pol icy upon us. Our Government lias carried it to a greater extreme than the Cotileder ite. We issue five cent, ten cent, twenty five cent and fifty cent shinplasters. They have not yet got into so little a business. We ridiculed the Confederate conscription, and the Jour nal pronounced the rumor that we should resort to a draft a Democratic lie.
