Legislativ e Summary. Mosnav. April, 18. 3t5atb The report of the Adjutant General wait laid before the Senate. Mr. Wolf called up House joint resolution No. 1, and offered an amendment to the effect that the men and money of Indiana should not be employed in an aggres aire war, and that a general convention of all the Suites be recommended by this General Aasem Mr. It was referred to the Committee on Fede ral relations. Mr. Steele also submitted resolutions which were also referred to the same committee. Mr. Studahaker, from the Committee on Finance, returned the bill for the defense of the State with amendments, which were coucurred in. This bill appropriates $500,000, and provides for five regiments. I) was recommitted. Senator Wagner's bill wu returned from the Mt itanr Committee, authorizing the formation of six regiments, to be of the companies already repotted to be divided into cavalry, artillery and infantry, as the Governor may direct to serve for one year, unless sooner discharged; and authorizing the creation of two brigadier-generals The bill was amended so aa to make the pay three fourths of that allowed in the regular army, anc the word cavalry was stricken out, in which shape it passed. The death of the Hon. Richard Robbin, a Senator from the county of Decatur, was announced by Mr. Line, and appropriate resolutions pawed. A resolution was adopted calling for further information from the Commissary Gei.eral, snd one directing the committee on military affairs to inquire into the expediency of the appointment of a board of competent physicians to examine applicants for medical posts in the military service! of the State. The resolution suspending commercial intercoarse with the Southern States was laid on the table. Mr. Veatch's volunteer family relief bill was passed. It legalizes former appropriations for the relief of volunteers, and authorizes counties, through their commissioners, to make appropriations and levy a tax for the purposes con templated. A resolution was adopted, instructing the Ju dicitry Committee to inquire what, if any, legislation is necessary to prevent the exportation fron the State of military stores and provisions to tae States in rebellion apaiiist the Govern men, and report by bill or otherwise. Focse. Resolutions were adopted directing the Committee on Education to correct errors in the school law passed at the last session ; that the Committee on the Judiciary inquire into the expediency of reporting a bill for the relief of vol nutters, (this resolution looks to exempting the property of such volunteers from execution;) directing the Doorkeeper to contract for 600 copies of Drapier's Brevier Reports for the use of the Moi.se; a joint resolution, directing, the Senate concurring, the Governor to make a requisition for 'Equipments for W0 cavalry soldiers. A resolution instructing the Judiciary committee to inquire into the propriety of preparing a law to stop all nrade with the States which have not responded to the call of the President was submitted and
postponed. Mr Veatch's volunteer aid bill was ordered to be engrossed, the sum of $500,000 for the purchase of arms being substituted for $600,000. as in the original bill. Mr. Fisher introduced a loan bill authorizing a blat k amount of bonds to be issued by the State, of the denomination of $100 each, payable twenty years after date, at the Indiana Agency in the city of New York. Another loan bill , introduced by Mr. Veatch, authorizing the issue of $1,000,000 in $1 ,000 bonds, is also before the Honse. Both bills were referred to the committee on ways and means. lir. Bundy introduced a resolution which was adopted, inquiring of the Governor the probable cost of raising, arming and supporting six regime! ts of infantry for one year, and also in reference to the supply of troops in Camp Morton. A message from the Senate announced the pas-
sago of the House joint resolution to send arms to the Ohio river counties Dearborn, Ohio, Swit zerltnd and Jefferson, and inserting 5,000 instead of 1,000. Tcsspat, April 30, 18S1. Sexate. The Senate was called to order by Mr. Line. Mr. Steele's joint resolutions wer returned from the Committee on Federal Rela tions. and, after a long discussion and some amendment, they were adopted unanimously. They express the sentiment that no State has a right to repudiate her constitutional obligations; thai the people of Indiana acknowledge their conHtitutional obligation to furnish military force to ro-opsrate with the friends of the Union in any State where the constitational rights of pat trio'.ic citizens are assailed by traitors to the National Government; that no intention exists on the part of the people of Indiana to interfere with the domestic institutions of Kentucky or any
other State, or to furnish men or money, either
directly or indirectly, for aggressive acts upon the institution of slavery, or any other constitu tional right of any State; acknowledges the obli
gations of Indiana to Kentucky in days gone by.

Mr Polk offered a resolution protesting against sending troops to, or erecting fortifications at Jeffersonville, as an insult to the loyr.lty of Kentucky, which was referred to the military committee. A resolution was adopted, the Senate concurring, to utke a recess on Friday, until the 2-th day of May. The Senate's six regiment bill was taken up, and referred, with a namber of pending amendments, to the military committee. The House concurrent resolution to take a recess from Friday until the 2Sth day of May, was called up, and with an amendment which provides that if not called together by the Governor at tiiat time, the recess shall be considered an adjournment sine die, was referred to a committee. Mr. March introduced a bill which was read twice and reierrcl to the Committee on Finance, providing the mi nner of procuring, and the quantity of subsistence stores, and articles in the (Quarter master and Commissary Departmeuts,and prescribing duties of certain officers therein, aud providing for punishment for violations of the act. House bill No. 4, making appropirations to defray the expenses of troops, kc, was twice read and referred , and House bill appropriating $15. 000 to pay the expenses of the Legislature, was read three times and passed. Mr. Clay pool introduced a bill authorizing the issue of treasury notes to '.he amount of $500,000, and making them receivable in payment of taxes. The bill was discussed at great length, and a number of amendments were offered one by Mr. Craven, fixing the denomination of the notes at $5, $10, $20 $50 and $100. aud with pending intr uctions was referred to the Committee on Fi nance. Resolutions were passed instructing the Committee on Finance to inquire what amount of expense of the present war preparations in the State would probably be required to be provided for by the State, and what part will fall upon the General Government; and also to inquire into the expediency of levying an additional tax for the year 1861 to provide for the payment of interest on the bonds of the State that may be issued to defray the expense of the military operations of the State. Hot st A bill was introduced by Mr. Williams pro riding for relief by valuation and appraisement laws from execution anu judgment upon nil contracts hereafter made, and oue providing for the redemption of real property sold upon execu tion within the State, providing that such property may be redeemed on the payment of ten per cent, interest and the purchase money any time within the year the purchaser to retain the growing crop. The vote on the passage of Mr. Steele's ( Sonate) joint resolutions adopted ly the House yesterday was reconsidered, after considerable discussion, and referred to a select committee of five, consisting of McLean, Crain, Heffren, New
man and Hundy. Mr. Fisher's loan bill was returned from the Committee with the blank filled with two millions of dollars, and providing that five hundred thousand shall be in bonds of $500, instead of $1 ,000 each. (We yesterday were in error regarding this bill ; it was Mr. Veatch's loan bill that provided for the issue of bouds in small sums. ) The amendments were adopted and the bill ordered to be engrossed. Mr. Fisher introduced a bill to amend the general banking law; which was read ami referred to the Committee on Banks. Messrs. Holcomb, Hopkins and Chapman were appointed a committee to investigate the registry of volunteer companies in the Adjutant General's office, and report the order in which the tenders
were made. The Auditor's deposit bill was passed. The concurrent resolution on adjournment, with the Senate's amendment changing the day, w.m taken up and tabled. Mr. Veatch. from the Judiciary Committee, reported that the volunteer relief bill exempting the property of such froru execution would be unconstitutional unless the law was made general, and the report was concurred in. Mr. Heffren, from the Military Committee, reported back the Senate's six regiments bill with amendments. Seven regiments are provided, one to be of cavalry, to serveduring the war, but
not to be mounted until called into the service of

It provides for raising six regiments for one year, to be divide: into cavalry, artillery and infantry, as the exigency of the case may require. Messrs. Heffren, Cuson, and Chapman were appointed to act with the Senate committee to examine the provisions for volunteers at Camp Morton.
