Mr. Kobinsou moved to amend the bill by adding a section declaring that the legislature disapproved of the amount of the salaries now allowed. Mr. Dohi moved to recommit the bill with instructions to the commiltee to reduce the salary of the resident trustee no lower than that of the non-resident trustees. Mr. Uou-sseau moved to amend the instruction b) adding, that the President Judges of Circuit Courts in this Slate hall hereafter receive a salary of one thousand dollars per annum ; laid on the table. Mr. Graham moved to reconsider the vote laying the last amendment on the table; which carried. The amendment was then taken up and debated at considerable length by Messrs. Davis, Osb.irn, and Robinson, in tavor t the amendment, and Messrs. Henry, English and Miliiken, in opposition. On motion, the amendment vaa again laid on the table. All ihe resolutions referred to your committee, have for a Iheir nbj ct : Firtt, To dechire that by the existing laws the territories recently acquired from Mexico are now free; and Secondly. That they ought to remain free. In furtherance of these principles, one set of resolutions proposes to instruct our Senators and request our Representatives in Congress to vote for a law providing that there shall be neither slavery nor involuntary servitude in these territor e. The others declare it 1 1 be expedient that Congress should pass a Joint Resolution, or other act, embodying a declaration of the existing laws on this subject in said Territories. Your committee are of opinion, that it is more expedient to instruct our Senators, and request our Representalives io vote ur a ueciaraiory resolution, than lor a pro- . i Secondly. Because, while a prohibitory law is the appropriate form, in the case of slave Territory, as for example, the North Western Territory, a Declaratory Resolution is the proper form in the case of free territory like New Mexico and California ; in the first case slavery has to be excluded, in the second it bus no existence, aud if any action bo necesssry it can b? only a public declaration of the fact from an authorized source. Thirdly. Recause. in all probability, a Declaratory Resolution, can be pissed throujh boih branches of Congress, while a prohibitory law is likely to fail in the Senate. In accordance; with these vi-ws, ihe committee recommend the piHsige of Joint Resolution No. 18.
