FOREIGN

From the Xcic York Morning Herald On Thursday evening the 30th ultimo, ihc Earl of Aberdeen laid on the table, by order of his Majesty, a copy of. the Treaty entered into between lis Britanic Majcsu and the United States of America. Carl Stanhope objected to this and the other Treaties which arc founded on what was called the Reciprocity, system. There was, in fact, no reciprocity, for all the advantage was on one side; that is, was all in favor of thclJ. S.,and against this country . Wlien petitions were pouring in from all pnrts, and from all the ditferciU inVrcsts ia tlje country, complaining of distich, it was surely a bad time to sacrifice the interests of the ship owners and nther of our own count ry, in order to pro

mote the interests of the foreign ship own m- It would be impossible for Hritish

.hp owners to compete with the foreign, rmticuhrly with the ship owners of the

United States, on this system of rcciprot t

iy. It ought always to Ic kept in view,

that foreign vessels in general could Iw

built and equipped at one Inlf the expense tint attended the building of British vesfols. The Karl of Aberdeen admitted that this was not 'a commercial treaty of the description which would be satifactory to the Noble Karl with his view of the subject ; "but he w.5 very far ftuin admitting tint this country would" tier ive no advantage from it. With respect to the distresses of the country,' and the distress of the ship owners particularly, these distresses did not at all arise fiotn the alteration made in the Navigation Laws. Ien if the increase of British shipp'ng had U-en smpended of late vers, still that would be no sure criterion "tint tho alteration Ii.nl done harm, Jtlaugh a plausible argument might have "been drawn from tint circumstance. Hut the rt wis, that the British shipping had if ' yci:s goneon pogre5sively increasing, and more British --hipping had pissed the Sound l ist yeir, than in any year. All ;hejo fro "es however, were in some measure, nnitcrs of rxrvrimrut, and therefore :hev were to be in force for a limi'ed time; end in tvi5 present Treaty the duration was limited, so that it would expire at the same

Tir.' i wi'h the rer, and then Parliament would have 'be whole subject brought under its rnnVtdention. He found this Treaty advanced to a certain extent when he ,?.m into oilier, and tlie f lith of the country wa in some degree pledged l,crd (loderich did not think it necessirv to enter ujon tin discussion of the subject at length on the present occasion, a hi Noble Friend h id intimated that the whole matter would be, at a future period, brought under the consideration of Parliament" B i he had some time azo moved for certun Returns, from which it ap pei,.l that since this reciprocity system had Ucn adopted the British shipping had gnru' on in a cont mt progressive course of increase, as compared with the shipping of all the rest of the world, except Norway, which stood in a iMrticulir situation in' that respect, which made it an exmention. His return oided with the year

i- ; but he had little doubt that the in-

increase had gone on in tho course ot tho last year. Seine poke of the Treaties as tfMiovwjre merely speculative schemers .c-o '.ed o by Ministers, without any kind of n'Cf-ritv. But tint was far from being .'.e c .si ; fr as we hid levied very high d ties on the shipping of foreign 'oey retJi ited by imposing very

jchanies, all in the higher spa its.aiixLoUi to

leave the rand of their nativity, because she denied them the means of living comfort

ably by the sweat of their brow. Among

them is a number ot fine young men, car

pet weavers from Kilmarnock, who were

forced, by the want of work, to accept of

an engogement to go to a large carpet man

ufactory in the btatc ot INew xork. This manufactory wa9 erected and a-going about a year ago, and is conducted and manned

by Scotchmen, principally from Kilmar

nock. The principal part of thess emi

grants have a little money, and are going

to America, as some of them expressed it,

to save tlicix little all, from falling into the hands of the Jews and jobbers, sinccurists and pensioners. Some of them regret that

tliey did not go years ago, as in that case

hey should have taken away money that has been squeezed from them by the operations of 'Peers Bill.' The tide of emi

gration has this year fairly set infertile United States; and there arc two or three

other vessels already advertised in New

York, and passcngcis are daily engaging

births in them. The East India Company have rescinded an authority given to Europeans, by authority of Lord William Bentinck, to cultivate Indigo and other kinds of produce in Indis on sixty years leases. The rc rtriction will probably operate powerfully to prevent a renewal of their charter They have, how

ever, an immense capital, and a great representition in Parliament. They will therefore bribe it through.

POLITICAL.

From the Harrisburg. Reporter. Jackso.v in Pennsylvania.- We are pleas

ed to lay before our readers the following let

ter, signed by bti members of the legislature, expressing their approbation of the "wise, ju

dicious, republican measures" of General Jackson's administration, and respectfully urging him again to become a candidate for the presideucy. This manisfestation of the feeling of Pennsylvania, by the representatives of the people, must put down all speculation upon the subject. There is but one sentiment prevailing in the rank" of the democratic party, with regard to the importance of our venerated chief magistrate permitting his nam once more to be placed before the merican people; and every republican member of the legislature heartily concurred in the propriety of quieting the public niim!, by an early declaration of that sentiment. Many of the warmest friends vf (leu. Jaekecn in the legislature, preferred expressing the views and wishes of the party b a meeting,

which was accordingly held; the proceedings
