THE TARIFF, Contrary to the indications that weie held out by the proceedings jn Congress, it appears that the aubject of a revision of the Tariff will be seriously agitated at the present session of Congress. A bill for that purpose has been reported in the Senate, by Gen. Smith, the Chairman of the Committee of Finance, of a very important character, if it is likely to pass, of which likelyhood we can form no opinion.
