InTf Etlgatlon of tba Charges A&alnat FarrelJ, Ronacker a cd Conklin, Bonacker's Caee Taken Under Advisement, Farrell and Conklin? Rein stated Tfce Lang Reeolutlon Falle to Paes. The Police Commissioners met in special tee&ion yesterday afternoon to dispose of the cases of Patrolmen Farrell, Ronacker and Ccnklin, against whom charges of loitering hadjbeen preferred by CommifsionerJCottrell. The three coppers were present with their attorneys, Elam and ßbeppard, whils not a few witnesses lolled about on the benches la the roll-c&ll room. When the board wai called to crder Mr. Sheppard arose and moved to Quash the charges against the oncers, saying that Mr. Cottrell had no right, according to the rules of the board, to prefer the same on information. Further, he had not made the ck arges as a member of the board, and did not set forth when tho oßicers committed the misdemeanor. The attorney held tht the Commissioner should have specified the time and place, showing whether or not the officers were on oroffduty. In the common acceptation of the term he said that loitering was the duty of an officer.; At the conclusion of Mr. Sheppard's speech the board adjourned to an adjoining room and eent for City Attorney Denny, who promulgated the rules governing1 the Metropolitan police force. A hurried consultation was held, and the Commissioners finally agreed to overrule Sheppard's motion to quash the charges, and the trial of Officers Ronacker and Conklin commenced. Christian Cook, a merchant policemon who runs on Buchanan street, testified that on a Sunday morning some three weeks ago, he entered the saloon of Leo Riegir, No. 3 Buchanan street. It was about 1:09 o'c'ock, and two men had just finished scrubbing out. The proprietor was standing with his back to the counter talking to a young man r.amed Cummings, while Fatrolmen llonacker and Conklin were s?ated near the stove. Cook was feeling sick, and asked Rieger for icmo bitters; but the ealoookeeper said, "not a drop." Cook stood and conversed for a few minutes, and then renewed his request. The saloon-keeper finally said: "You know where the bitters are." Whereupon Cook walked bahind tho bar and took down the bottle containing the bitters he desired, and poured a small quantity into a4,pony" whisky glass. He emptied the glass and walked out of the saloon. When he returned he found that the oflissra had placed Rieger under arrest for giving away liquor oa Sanday. Cook also testified thtt Wore fcoicg to the saloon he had seen two very pusticiouslooking young men, with well filled sacks on their shoulders, hurrying elocg Buchanah street Feeling convinced ttat they were not "straight," he blew hi9 whistle leveral times, but the metropolitin officers failed to respond, and ths yoang men disappeared. When he found the policemen he informed them of the above ciicnrxstance, but they seemed to take no interest whatever in the matter. Leo Rieger next took the stand, bat his testimony did not differ fnom that of Cook in the nain points. The police, he said, retrained in his place about an hour, and when Mr. Ronacker informed him that be was under arrest he thought he was merely joking. Charlie Cummicgs testified that the oßicers were In the saloon for fully an hour, and that one of them (Conklin) was asleep a portion of the time. Mr. Cottrell then introduced Frank CavJor, an eraploje of the Big Four Railroad Company, and said that he wanted to prove Dy this man that Ronacker had been going about the ward in wh'cU he resides swearing that be would "make it warm for these Democrats." The attorneys for the accused and the members of the board held, however, that as this testimony had no bear irg cn the case in hearing, it should not be rf ceived, and although Mr. Cottrell insisted, Caylor was not permitted to tesMfy. Ronacker then made his statement. He said that Rieger had been in the habit of selling liquor after hours, at 1 he had received instructions to watch his place. He further stated that Cook had poured a teaspoor ful of whisky in the bitters. Ooe of his superior ofticees had told him to "freeze out" all saloon-keepers on his beat who made it a point cot to close at the regular time, and this w? s his ican for remaining in Itiecer's place to long. In answer to a question he said that the superior officer referred to was Sergeant Travis. Captain Colbert had given him similar instructions. Conklin testified next and denied the charge that he wai asleep. A large number cf otter persons then testified as to therepu lat'onof Ronacker, and they all declared, so far as they knew, he was an efficient officer. tarrell's case. Farrell's case was then taken np. This efficer arrested the bartender at the Bts House on a charge of felling Honor after 1 1 o'clock some evenings since, and as the evidence was altogether too weak to convict the man the case was dismissed bv the Mayor. When the officer entered the saloon two empty g'asses were on the bar and a couple of men standing by them. Farrell put one of the glares to his nose and found that it bad contained gin. He at once placed the bartender under arrest, who claimed that the lases bad jtut been brought down !wai cneot the rooms. Hon. John W. Kern, Rstoiter of the Supreme Court, Mr. Cottr 1 Ts main witness, not being preeent, Mayor Mc Master told the board what that gentleman bad testified to in his court. In the City Court Mr Kern was the main witness for tfc defense, he testifying that no liquor hd been sold at the bar after the clock struck 11, and that the glasfes bad been brought from ibfcrocrnof one of the guests on a tray juit before the policeman entered the saloon. The beard then considered the testimony generally, and a motion to reinstate Furrei tiDd Conklin carried, Mr. Cottrell voting la heregative. Notwithstanding the disagreeable weather large and delighted audi e aces witnessed both performances of the . famous trained horses the Gi&nd Opera House yesterday afternoon and last night. The wonderful exhibition they gave is as rare as it is beautiful, as rove 1, moral and unique as It is intensely interesting. The horses are seen dancing, swingiDg, teetering, rolline barrels, churning, as bell-ringers, distinguishing colors, at school, as soldiers, a3 sentinels, drill masters, mail carriers, actors, ball catchers, pumping water. Postmaster, host, guests, waiters, playing circus, leaping over each other, and doing many other marvelous things, while the cunning little mules play clown, ring bells, reck chairs, crack whips, laugh, etc. It is by far the best exhibition ot ths kind ever seen here, and should pack the house to overflowing during the remainder of the engagement. Matinee this afternoon. NOTES, Smith's Bell Ringers play all next week at English's Opera House, at cheap rates. The renowned Mexican Typical Orchestra will be at the Grand the last three nights of iextweek.
