The Appellate Conrt bill iraa called up yesterday, on a motion to recommit to a special committee, with instructions to strike ont two of the three courts therein ?roTiled for. The motion to recommit was aid on the table, and the farther consideration of tbe bill indefinitely postponed. The Governor signed two bill3 yesterday an act to appropriate money to pay the expenses of the present Ecs.iDn of the General Assembly, and directing the manner of its employment; and en not to amend Section 2'jO of an act entitled "An act concerning public ofTencc and their punishment." It has been reported and published in the Journal that representative Smith, of Warrick, was circulating a petition askine for a Trustseahip cf the Soldiers' Orphans' Home. Tbia is a mistake; Mr. Smith is asking that the Trustees appointed dec: him Superintendent. The Honso bill, requiring the effects of alcchol and narcotica upon the human system to be taught in the common schools of the State, came up cn a second reading in the Senate ytsterday. An amendment bv Senator Foulke, that after September 1, 1885, Dbysiolegy and hygiene shall be taught with . specal reference to the eßfets of alcoholic drinit, EiJinnlants end ncrcotics on the human system, ttcs adopted by a vote of -t to 11, and the bill was ordered engrossed. The bill to provide for raisiDg money to -Complete the cow State House came up in the House at 3 o'clock yesterday afternoon, being the epeclal order for that hour. Mr. Mock, of Y.'elJs, offered three amendments, all of which were adopted. The first makes an appropriation of $300,000 for the work this year. The second provifles for a temporary lean of $3CO.0C0 to anticipate the twocent lax levy, ted the third appropriates 1.-0,CC0 to fnrnith the building when completed. The bill, which really became a new one when thus amended, then passed. RAILWAY MATTERS. Commissioner Fink Saya Something Relative to the Trunk-Line Pool Other Items. Commisaioner Fink, like many other prominent and sensible railroad men, is of the opinion that a breakage of the pool "would not necessarily result in a demoralization cf rates. He thinks that there Is a disposition on the part of all road3 to maintain rates, pcol or no pool. The suspension of poolitg, he eays, would not interfere witn the present organization of the joint Executive Committee. Tho organization is a necessity entirely independent of pooling. It is a medium for sattliDg questions of all kinds arising among roads competing for and interchanging business. Instead of forty or fifty iöads endeavering to transact i)OSlne3 with each ether, which is almost an imposibility-, they transact it through one cilice. This plan has been found so convenient and eflcstivotte roods will hardly retort to the old methods. Mr. Fink says there is no more danger ct high tariffs. The danger is that ttey are too low. The Adams Exprtss Company of this city hsi just discharged three of its employes, John O'Hara, Jarcx3 Canada and John Polk, and tbia incident has revived interest In the matters connected with the disappearance of a ? f-00 express package cn the night of De cember 31. It will be lexembered that O'Hara was kept urdsr surveillance at the Denifon Hctus for tro or three days, and then locked up in the tUtion-house, he being the man who carried th9 package to the dipot on tbe night of Its disappearance. An cccaional rumor, however, was heard that the Express Company wai by no means tathGed with the return of toe package, and that a detective was still en gaged upon the csfe. It is not known that anything was learned through this agency, or that the Company has bad any grounds to snspect the parties, who havebeen discharged, with any criminality in connection with tbe temporary lose of the package. However, they no longer draw wages at the old etand, thengh when released from the station-hcuie and reinstated in his position it is eaid that the Company agreed to give O'Hara constant employment in consideration that he would not sue for damages for false imprisonment. Fifth Annual Meeting, Entertainment and Banquet of the Alumni of the Physlo-Medlcal College of Indiana. The fifth annual meeting and banquet of the Alumni of the Physio JdedicU College of Indiana, was held in the College Hall on Indiana avenue last night. Resides the Alumni a large number of physicians and their wives were in attendance, andtheoccaelon'waa an enjoyable one. Before the entertainment began there was a Business meeting of the society, with Presirent B. F, Chile in the chair. The minutes ef the last meeting were read by Secretary Painter, after which partial reports were received fror the Librarian and Treasurer. A aet of very fine charts, the gift of Dr. Keatb, was then presented to the society by Dr. Hasty, who, in making the presentation rpeech, dwelt particularly upon th goDd traits in the doner's character, and said that he had at ail times endeavored to farther tbe interests of the Physio-Medical Society. The speech was heartily applauded, and the so ciety accepted tte gift and tendered a voro of thanks to Dr. Keath. The following oSi cers wire then elected by acclamation.; Dr. CL N. Building and Loan Associations, The delegates from the various building and loan associations of the city to the number of about twenty-five, met yesterday evening and were addressed by Mr. Seiden sticker on the subject ef the loans affecting the institutions. He said ths general bill before the Legislature had passed bet the special bill is now pending. He said the present law is oppressive because it discriminates against the associations and in favor of the banks, and be was in favor of a better law. Mr. Frenzel thought the present law good enough. The only question is how the taxes shall be paid. If the assessors do their duty tbey will call upen the stockholders, and then assess them as reported. Albert Baker aho took this view of tbe matter, after which Mr. Seidenitlcker again arcsa and defended hi? position. His speech was ordered printed, and a copy of it is to be furnished each rnembar of the Legislature. The Scottish Bite Convocation.
