LEGISLATIVE NOTES.
TTbo Hoime Not Deponed to Limit Explanations to Two Minutes. Pr. Fcndlcton Jlakcs an IncfTectaal tfTort for an Early Adjournment. Tho Bill to Xloorganlzo tho Btato Board of Health rA8aoa tho Uoubo. IMlamr H. Satton. a well-known f3ualbCoantjr itatesman and an ex-member Dt the How, bad a if at on tho left of the Speaker yesterday. The resolution of Mr. linage, to to amend lhe rnlea that members ihould be limited to two tulnctM In rjaaklntfexplanatlons of their vctei, came npycaterday rnornlnj? and provoked t oLklderabledtcuIon, several mem rs "explaining" their toteitt considerable Jerslh, pculbly regarding It as their la3t opportunity to ocenpy more than two minute hn that way. After; voting down everal intendments the farther conslderatlonot the 7toiation was Indefinitely postponed by a vote of M to 2J. ltepresent&tlve Tend.'ctbn made an effort yesterday to get an early adjournment by introducing a resolntion that the House ad 3ourn on the 23th Inst. Toe resolntion was Jald on the table, and Mr. Dlttemore then SKioved to adjourn on the L''th, two days arlier. The House rejected a motion to lay 3)ittemore'a motion on the table and then ; urn el round and defeated the retolatlon. '.As the adoption of the motion to lie on the able would have worked the tame result, lhe action of tha House appears extremely contradictory. The bill introduced in the interest of coin Suercial travelers, otherwise called "dram 3uers," requiring railroad companies to carry passengers on freight trains aod provlJe accommodations therefor, came up on a third jeadir;r in the House yesterday and was de St ated by a vote of C2 to 27. The bill wai made to include all freight trains, both through and local, and it was argued that it would wojlc a hardship to compel through ireigets to stop at all stations. The bill wiil j:o doubt be made to apply to local freights only and come np again. Representative Gooding rapped the He publican 9' knuckles yesterday when he as parted that, if he were inclined to give an office outside of the Democratic party, he would certainly favor a Greenbacker before lie wonld a Republican . He declared that the republicans alwajs took everything m eight when they had a majority, but when they had no power to give anything they thought there should be a division of the citice-i. The truth of this statement was so nanlfest in the history of the party that x one of theSolons on the Republican side cnterea a denial. During the discussion on the Knightstown House bill yesterday afternoon, Mr. Robin on, the lone Greenbacker of the General .Assembly, moved to amend the bill so that Ho two Trustees shall belong to the jams political party. In response to a question. Jilr. Robinson said that the day was not far distant when there would be a Greenback Governor of the State, and under the pro posed amendment all parties wonld ba rap resented. Mr. Robinson was unanimous in this sentiment, the supposition be!::g that lie had held a canens with himself and da cided upon this action. The amendment was adopted. Mr. Dlttemore yesterday called no the Senate bill which provides for the reorganization of the State Board of Health. He said that the bill was designed to remove any entitlements that might arise from a I- volts, the board being now equally divided in its political complexion. The bill t -patted ly a vote of 02 to 30. Four years c. when the Board of Health was constituted, an effort was made to have Porter appoint two Democrats, but he refused, and, -until a few weeks ao, the Board was solidly "Republican, Governor Gray at that time appointing two members. The bill is passed to make the board Democratic, and may be jearded as the result of Porter's partisan action four years ago. The reorganization of the State Board of Health awakecs some (peculation as to who -fill get the Secretaryship, and thas become the executive officer of tha Beard. Drs. IMetcalf and Brennan axe said to be candidates for the position, and there are others who would not be averse to having Secretary aiders mantle fall upon their shoulders. There Las hern considerable pressure from 1 he hiaith officers of the State acalnst the bill, and many of them are said to have written to their Representatives asking that 1bey rte aeainst the measure. This action wj taken in the interest of Secretary Eider, wlo is very popular with the local health oilicers, without regard to party. At 10:30 o'clock tha House took up the jvnightatown Home bill under a resolution Jjy Mr. Toner, making it the special order lor that hour. A motion to suspend the constitutional role and pass the bill was lost, the necessary two-thirds not voting In the affirmative. Mr. McMullen moved to amend the bill so that two of the Trustees should be honorably discharged soldiers. Mr. Smith, of Tippecanoe, moved to amend the amend meat bo that all the Trustees should be honorably discharged soldiers. Mr. Bjyd moved a substitute that all be honorably dicbarRd soldiers, and this was adopted after same discussion by a vote of 46 to 41. In explaining his vote Mr. Kellieon said that he offered the substitute for the reason that he wanted one of the Trustees to be a woman. Mr. .Loyd, aphakia from his experience as Chairman of the Investigating Committee, said that hp did cot favor a woman as Trustee. lie favored the substitute. Mr. Sialey then moved to amend by making a woman one of the Trustees, but it was ruled out. Mr. .A dares moved to amend so that the Superintendent should be aa honorably discharged soldier, and Mr. Kellison moved to amend the amendment by making a widow of aa honorably .discbared soldier the i-nperintendent. The amendment to the amendment and the amendment ittU were voted down. S5me balf-doien emendroents were lying before the Speaker's desk and others were being constantly procsed, when Mr. Patten moved to recommit the LIU to a committee of three, to c insider tke amendment aod report to-day. Tais brought out aa animated discussion, but ike mctlon was Srally defeated. An amendment was then adopted declaring that no two of the Trustees should belong Jto tha
tame political party, and as there are thrte Trustees this will give the CJronbaokrs a representation on the Hoard. The bill wai then tngroftied, and will be considered oa third leading at I) o'clock this mornln.
