The bill provides that the owner of lands through which non-navigable streams run ehall keep the same clear of driftwood ; if said owner shall for six month fail eo to do, the Township Trustee shall give him notice, and if in thirty days the ovner fctlll fall to remove the driftwood, the Trustee shall then remove it and be entitled t action against the land owner for costs. Mr. JOHNSON, of Tippecanoe: I think grt at ir justice is being done the children of dad tckUers by treating them the same way rs the fetble minded children. If those aoldiers who have given up their lives for their country could have a word to say, I think they would in the mcs-t energetic manner object to this way of caring for their orphan chililren. As Ion as the management remains the same there is no piac ical separation of the two Inetitutlons. I think the people of the State and the Legislature should Kee to it that the separation is made. Mr. McCLURE: It will be remembered that the Senator from Miami (Mr. Adkison) intrcduced about the same resolution, and it was referred to the Committee on Benevolent Institution!?, and that committee reported almost unanimously against taking itch, action, Tfcese institutions we P9W

I can net sf e why It is that there should be si much contest against these poor unfortunate feeble-minded children. 1 can cot see why this warfire should go on agaiEst these children. Is it for the purpose of putting the State to the expense of building another institution for the purpose cf moving these feeble minded children into it? I don't believe the Grand Army of the Republic or the friends of the soldiers' orphaLS, if they understood the truth, would have any objection; but it aeems to me that the false impression that is going abroad from the continual introduction of these resolutions and bills, tends to get up an unsatisfactory feeling among the Eoldiers. Mr. McINTOSLI: I nnderstand a bill has just come from the House of Repressntatlvfs which has shing to do with the Soldiers' Orphans Home,' and I move that this resolution be icierud to the Committee on Benevolent Institutions, so that we may have a chanr to see what is in that bill. Mr. JOHNSON: I move to amend a) as lo refer the resolntion to a special committee of three. Mr. McINIOSH: I hope the Senate will not do that. The Committee on Benevolent Institutions will give satisfaction to the Senate. I don't see why it should be slighted by thus changing the ordinary routine of business. In my county there has been turned over to the county a half dozen gravel roads In vt ry bad shape. Mr. CAMPBELL, of Henricka: After the bill passes to the engro:smcnt if there is uuy error or defect in lt. I will not ak the Senate to vote for it. It is intended to perfect the present law. The bill originated in the county from which the Lieutenant Governor comes. There Is objection to having old reads with broken down bridges and calverts turned ever to the county.
