The Heuate. WasirrxGTOx, Feb. 20 Mr. Hale, from the Committer on Appropriatsons, reported, with amendments, the regular annaal Naval Appropriation bill, and sali he would en dearor to cill up the bill to-morrow. The Senate passed the House bill to proTide a fire-proof building to contain the re cords of the MeJfcal Massam of the army. Consideration of Iba Legislative bill waj then resumed. All the amendments yesterday proposed by Eonators to increase the number annual clerfca to Senate comraittees were voted down. By a vote of 33 yeai to 13 nays, the 8 state agreed to the committee amendment to strike out the House section to provide for a new apportionment and election inthe territory of Wyoming. The bill waa thfen read a third time and pasred, substantially as reported from tüo Zonale Committee on Appro prlations. Tho SUrer bill Ibra Ui up. Mr. 8hrrcan Bald he was willing to vote for the bill as it came from tha Sonata C.tn mittee. Two qnesliocs were involved in it: First, shall the trada dollar be redeemed at x er cf gold? and terond, vrhstber the coinae of the silver dollar should be discontinued in Auqcst, 18-fj? lis said thera was no obl'nation, whether of honor, law or public policy to rIv8 the trade dollar any prefrnca over filver hnllion r.nrch&ied in or'n market. Thcte dollars, like eil verfear, hsd been used lor bullion purpesea and for trade only, not for circulation. After recitivt; the history of tho trail dollar, Mr. 8hrr. an th-wed that tha bill tafclnj; awy its It pal tender quality had been passed withcnt objection teinp ra'-cd. Mr. Mcl'her'.on aked why the Government should have taken away the lentil tender fjt.aüly of the trado dollar without prov'-sloa its retirement? Mr. Signum ca!d that to htv talk.'.! of prcvidiDR tcr the retirement .i ih train dollar whfn the law wai psed taking away i t3 lc-ftl tender quality, would have btn Jolly, because that itolicr wai, at the time, rcrth tliirtraa c?s!j on tie dollar more than United fitatea money, l'erhaps it would have bt-f-n better if nu arranf rr.ent had at that time been ma le X ermittln holders of tha dollars to convert them into Rreenbacks, but it would have been limply considered ludicrous and ridiculous. Sherman then c-n tared into a long statement as to the ciTect of keeping op the coitiEce of silver, etc. Mr. rf cfc read from the report of ex-Sec retary Folder to controvert the pisitiou assumed by fcherman on tho trade dollar. As to tho suf pension of silver cDlnae Mr. Beck raid: "Wo shoud not In the lust hours of this Conzress attempt to strike down silver, neither should we give any President the power, in his discretion, to strike down the toin of the country. He (liecs) would eive that power to no President, no matter how mcch confidence hemhrht have in him. He would as lief pive the President the riht to declare war. He was clad to be able to ?ay there fas no danger that any 1'rciident would cet euch power, for elsewhere in a body that had power. An attempt bad been made this very day to Rive a President tuch rower, and it had miserably failed. Mr. Hill maintained that the time when gold would bo In demand for export was indefinitely remote. Silver was to-day the exclusive money of a larj;e majority of the people of the world. Mr. Hill criticised the position cf Messrs. Sherman, Morrill and llayard on the silver question; also, the attitude of the Finance Committee of the Senate. Mr. Hill continued at great length, and wai followed by Idr. Cofrj, who:-e speech closed tbe silver debate for the day, and without action the matter went over. Considerable confusion then occurred, and Spiral Senators sought Cognition. Mr. Aldrich. however, encc?eded, and called cp the bill rclitlcp to title to real stale in the District cf Columbia. It had hardly been placed before the öanate when wctiocs to adjourn and to go into exe:ntive -ecsion and to call np other bills were made in confusing rapidity. After soire other matten had been talked rf for a while the Senate went into executive tesden and ooen after adjourned. The Ilouae. A concurrent ieolution was agreed to tendering the thank3 of Congress to Colonel Casey, cf ihz Corps cf Engineers, and his assistants and wrkingmen for tho admirable manner in which he and they performed their respective duties in the completion of the monument to the came i d fame of Washington. Afterward, on n.ction cf Mr. Thomas, the vote t.: reconsidered and the resolution W:d on the table, because its eüect would be t3 extetd tbe rcricd daricg which Cclonsl Casey would bj cn the e.ctive Ü3t ten years. Mr. Fcrrcy submitted tha con?rence report on the Army Appropriation bill. An igrtemert wa3 teperted on all amendments except tint relative to the hours duriLg which court martialj may hold their sessions. A further conference we.s ordered. Mr. rioter?, from tbe Commitloe on Printing, reported a joint resolution appropriating jfOO.OOO for the printing of 4GO.OC0 copies cf the Agricultural Report for 1V. Pasped. Mr Cobb moved ts suspend tbe rules and take from the Speaker's table, for reference t. the Committee on Pabüc Laada, the House bSl repealing tbe preemption, timber' culture and desert land laws, with Senate amendments thereto. Lost. Mr. Ilaudall'a motion to snmend the rules was lost yesa 11c, naya 1 D. Tae ancouc cement was received with applause by the silver men. Randall then said: "Recognizini; the s;'gnicaiC3 of tha vote just taken, and knowirg tha issue waj distinctly made as against he silvtr clause, and bein aware tbat the majority fcai declared n:mst that proposition, I therefora assume myself the rffronlbilIty (believing that the members cf the Appropriation Commutes, if aa opportunny were offered, would anan imoaslv sustain me ia tho position) of movint5 suspend rules in the manner stated in tbe resolution, with everything connected witn coineg eliminated botn froaa ths bill and resoluten." Mr. llacdall then moved to suspend tb rules so a3 totals up te Sandry Civil bill and consider for cue hour the clause relating to the New Orleans Exposition. This waa objected to ej net socially elirn'nitis.q the s-ilver question, and thereupon Mr, Ilinda!! assed unanimous consent to strike froai the Ivil th silver coina-e clauses, but Mr. Hepburn objected. Tiien Mr. Ilandell mcdiSsd his motion so fs to mcve to suspend the rule? and pais the sundry bill with the s Iver claus strickreu rn. After two houn debate oa the Naw Orlc&ns propesitien, with an opportunity "fing offered to amend ihe Mtae, Mr. Wrat of Kentucky, opposed the New Orleans Expsition appropriation. Mr. Kelley said ho proposed to vote for the New Orleans appropriation in disregard as to whether there had been mismanagement, prasto whether there had been a failure
or an to whether there was aay proipect that a dc l'.ar of the money would ever come bacc o the Treasury. After a long discuyion. Mr. Kandall said that in ana and o it of ason be bad informed the Home thatnnless the. Appropriation Committee had the r'ght of way there was danger of an extra stsion, and repeatedly bad the committee been voted down. It'wai manifest if this bill was to be passed In time to become a law before tbe 1th of March, it rr.ptt be passed in the way he propped. Randall's motion was then agreed to, and the two honrs' debate allowed under it was begun. The debata having closed, the bill went over until to-morrjw, and the Hoa?e adjourned. The Highland Agricultural Socieiy has issued a report cf two experiments in relation to ensilage, which have b?en carried out under its directions. On Febraary 14 six bullet k?, to t e led on turnips and q straw, wpightd an average of 7 hundredweight. 1 quart r, 10; t pounds each, and rive to b? fed on silsge weighed an average of 7 hundredweight, 1 quarter, IS 1 5 pounds each. When turned out to grass on May 1 J, the turnipfed lot averted 8 hundredweight, 1 quart3r. L'!s lounds each, and the ilege-fed lot S hundredweight, Ii juarters, 1J pounds each. Cn June 17 they averaged 8 hundredweight, J quaTterä, 8 pounds, and S hundredweight, 3 quarters, 6 pounds, respectively, the silage-fed animals being still ahead. This vvaa the last test of live weight. The bul-lcc-s were killed in August, when the drp5f d carcasses of the six fed on turnips and cats averaged l- stone 7.V. pound?, and these cf the fivö fed on fcilase avra;ad 12 stone 13 pounds p?r carcass. Thus the sJ'ege-fed bullocx?, which started with ai pdvantaso of a fraction under s ponndj of live weight each, finished with au advantage of - stone 11 pounds dead weight. Tueota;r exteriment was undortaken to test thi suitability of s'lace for ewes in winter. No details are given, bat it is stated that the lambs produced by the ewes fed on silage from the date of their birth to that of theic sale were Eot to bs distinguished either in tiza or condition frcui the lambs of ewes fed 2 on turnips.

It was formerly claimed by sooe that feeding oata to yoong colt3 ruined their feet, but that idea has exploded. There is much less tlantr of injury to tbe feet than ths stomach? from oveifceding, aud as a tali more stomachs sui!"er for the want of c;aln then from cverea'ing The quantityof grain that can be profitably fed to a weanling by farmers in the country where hay ia worth enly from $10 to S1U per ton, and whsre the colt inmt depend solely upon paäturas frox May till Novembfr, and perhaps later, can r.( t be determined by the quantity fM by thce breeders whose coits are eilred t-i tro: at to and three years of ae, and will tare plenty of exercise during the winter as well s.3 extra fted during th umnier months. Po-s'bly from two to three quarts of cats daily, with hplf that quantity of wheat bran and all the choice early cut hay it will eat, will prove abeut ß3 mucn as country farmer? can profitably feed nnder ordinary circumstances. If the colt gets tco much grain or concentrated food duriug the first winter, its stomach will not be properly distcrrJcd, and when turned to gra'ss in the Erring, it can not eat enough to ktep it in a thrifty condition. Hence its growth 13 checked at a period when it is important that it should be increased. The feet of colts suffer much more for the Jack of care in keeping them properly shaped by the aid cf a rasp than from erceisive feeding of grain. The feet of every colt should be examined and trimmed at least once a month, so as to keep all the tees properly shortened, tiu3 preventing undue strain to the tendons, which in time :s liaole to result In serious lameness. The bottoms of the feet should also be rasped, so as to be kept perfectly level. It requires some knowledge of the anatomy cf the loot to do thi3 properly, yet every farmer by examining can Bee when one &Ide of the foot i3 becoming twisted out cf Ebape. and by exercising a little ingenuity can, with a few properly applied strokes of the rasp, prevent delects, which, if not arrested, are sure to detract from the value of the animal when ready for the market. Most country colts jui!t more from tDe want of a comfortable bed at night than from a lack of fed.
