A LOPPEli'S FKEAK. He Placea a Councilman Under Arrest For Safö-Blowingr, but Hoou ReleaeeB Him. Beyond a doubt there is one policeman in this city who can not boast of an extensive acquaintance with Indianapolis Council men, and this same copper a few days since figured conspicuously in an affair that was not given newspaper publicity at th9 time of its occurrence, simply because be and others concerned agreed that it was to their interest to "aay nothing." Their efibrts to keep the affair a secret were not attended with success, however, for by some means or other it leaked out. In order that several persons may not be compromised names aie withheld, but surlice to eay that a couple of evenings after the robbery of the Alderdice tale, which, by the way, occurred the nisht before Christmas, a gay and festive Councilman, in company with a friend, was "Beemg the eights," and in the course of their wanderings stopped at the residence of friends on the South Side. They noticed as they were about to enter tue bouse that an individual who bad evidently been following them, stopped and wheeled about, going rapidly oil in the direction they had come. The Councilman and his friends were enjoying themselve hugely when there was a loud rap at the door, and on its being opened a man pushed his way in whom the "city dad" and his companion recognized at once as the same indi vidual who had followed them to the bouse. The stranger paid no attention to anybody, but walked quietly over to where the Councilman was Eitting and began to ques tion him aa to his business, where he lived, what was his name and what be was doln in Indianapolis. The Councilman saw fit to tell the nervy stranger that it wui none of his business who he was or what be was, and was preparing to tire him out 'of the house, when the man unbuttoned his coat and displayed a policeman's badge, telling the astonished lawmaker that he wanted him for sale blowing. The Councilman was about to protest, but the policeman marched him out, and the posse of ofiicers who had sur rounded the house, for the purpose of inter cepting the "safe blower" should he attempt to escape by knocking down the valiant copper who did the detective part of the act, nearly fainted in their tracks when theytaw the prisoner. "Great heavens," yelled a Sergeant to the luckless peeler, "do you know who you have got there? Release him at once. That is Councilman , one of the heaviest property owners in the city." For sweet charity's sake the curtain will drop right here. It is needless to say that the Councilman was released in no pleasant frame of mind, while several mad and one very sad-looking copper meandered down the street, each one deeply engrossed in bis own thoughts. MR. MaLOTrs SUCCESSOR. James F, Falley Appointed Police Commissioner at Yesterday's Meeting", The Stale officers held a meeting yesterday morning for the purpose of selecting a member of the Board of Police Commissioners to fill the vacancy caused by the resignation of Mr. V. T. Malott, After consultation the Governor nominated Mr. James F. Falley, and be was unanimously elected t) the vacant position. The Secretary, Treasurer and Auditor virtually conceded to Governor Ferter the privilege of naming the Republican member, and when the Governor nominated Mr. Faiiey the others concurred and the matter was settled. The new appointee was at one time connected with the Earven Wheel Works Company, but is now engaged in the same business at the corner of First and Canal streets. Mr. Fialey is a practical business man, a substantial and tmit worthy citizen, and in every respect worthy to be the successor of Mr. Malott The Governor made a very wise selection, as the appointee recognizes the necessity of maintaining a non-partisan police force, and will lend valuable aid to the ether members of the board and work in harmony with them for the city's weal. Deatn in the River. The body cf an unknown man was found yesterday in the river ice a few feet above the mouth cf ti.e Kentucky avenue sewer. He was about forty-3 vo years cf age and quite gray.
