It appears by the following paragraph, that the expedition, reported to be re-organizing at New-Orleans, against Texes, has been promptly arrested by the civil authoritv: New Orleans, May 12. On Tuesday last the Marshal of this district, accompanied by a detachment of troops, captured 53 men belonging to an expedition, which has for some time past been secretly organiz in:r, in order to make an.irruotion into the province ot Texa,. About six miles above town, on this ide of the river, they were discovered in a boat, and immediately began to make off tovardsthe woods. Fifty three vere taken and brought to town the same dav. Thev wer without arms. After hearing testimony, the district judge ot the U. Extract of a Utter, dated New Orleans , May 1, 1820. Great al rm has existed here for several days past, in consequence of its being known that an attempt is on toot to liberate the pirates from their confinement in our ptism. They arc eighteen in number the time fixed for their execution is the 25th of this month. In order to ensure the safety ot the cuv, there aie two hundred citizens on duty every night, besides the city gu ird ail well armed. It any person attempts to escape from the witch their orders arc to shoot hun. One person was shot and another was stabbed by t he guird on Fuday night. I am obliged to be on duty one night in five; thi?, however, is no niv;re than is required or all, both vou.ig and oii. Two or thrte companies ot U. States troops have been ordered here from above, as an additional S3 curity from the numerous desperadoes with which this city abounds. An attempt was made a day or two since to convey a leaf cf bread to these prisoners, but the j liior, supeaing that all was not in 10T7, ic 4uowcd to cjuit the army. Gcrirral Velasco is named governor of Madrid; Brigadier Mauuicz, of Ciudid Kcdrioj

The preamble declares "that it isimpossible for the monarch to attain union and happiness so long as its subjects shall not be equal in regjard to enjoyments, rights, contributions, privileges, and ci Jtie." It thus appears that even kings can act rigr;t when they dare not act otherwise. -Yeres, in Spain, was saved from the fate ot Cadiz by the firmness of Coh M mtalvo Tcberus. 400 dragoons of the king's regiment, and as many sappers trom the regiment of Soira, were in full revolt: they wanted to set tire to the town, kill their own officers, and march against the battalion of Valancey, who had declared in favor ot the constitution. These soldiers, thirsting tor blood and wine, scattered themselves about the town, but were .soon, collected by the authorities.
