The Norfolk Herall of Mvinday last contains a copy of a treaty, signed at Madrid on the 28th Auguit, 1814, by sir Henry Wcllesly, Envoy Extraordinary of the British government, and theDakc or" San Carlos, then tit secretar y ot state ot the Spanish government. The provisions of thL Treaty are little more than tho?e of general amity, c. except the third additional article, which is in the following words. Article 3. Anxious as H. B.
