"There would be a period (caid Lord Castlereagh) when pailhment must look at the interests of all parties, and perhaps put a slop to the aczumulaof the Sinking Fund for the national benefit and security. His Lordship therefore protested against the misrepresentations which the right honorable gentleman LIIr. Tier!icy" had atte mpted, and from which his own better knowledge ought to have repelled him 7fA7r. The first ques tion which the country ought to look at in a fearles and a manly way, was, whether it ought to be satisfied witli its financial situation in time of peace; or whether some effort ought not to be made to enable :: ;P ?::cct the bur dons of a nlw wa, should such a calamity unfortunately visit it? If you d o not in your conscience believe tint the existing government can be trusted If you think them incompetent in talent, or in prudence, or in hon".stv, vou owe it to vour own chir titer, to the best interests of the state, to the great nation vhose representatives you arc, not to hesitate a moment in arrvinr that opinion to the fov.t of the tin one, and to call for the dxsrussfA of those individuals you hold unworthy of t ! e ir statio n s . 'H'jr.l 1 conjure you, gentlemen, not to trifle or tamper with this mighty miestion; let them put governjnent whodiyout of their view, and let them decide upon the broad and substantial merits, not upon any consideration of who may or who mav not be in power; the question re not between ministers iud their antagonists it is between parliament and the countrv; beiwcen the representatives and their constituents; and it would he disgraceful to the house, if nt such a time as this, it could at ait contemplate party interest and political motives. ST. LOUIS, JULY 14. Military expedition to the Upper Missouri. Of the five steam boats prepared by C 1. Johnson for this expedition, only three (the Expedition, Johnson, and JefTers ju,) have attempted to ascend
the Missouri. The Calhoun fell back from Cape Girardeau, unable to stem the current of the Mississippi; the Exchange returned from St. Louis, to get some repairs made upon her at Louisville. Those which undertook to ascend the Missouri, left Belle Fontaine Monday the 5th inst. and cleared St. Charles, distant 21 miles, on Friday and Saturdiy, the 9th and loth. The river is still swelling with the July flood, and presents a noble sheet of water, ciiiht hundred vards wide, and deep enough for the navigation of ships ot a thousand tons. A multitude of citizens were assembled at St. Charles, at the circuit court, and had an opportunity of witnessing tint the slow progress ot these boats was the exelusive effect of f aults in themselves, and not of the river. The part of the expedition which embarked in keel boats, passed St. Charles on luesdav and Wednesday, and probably gained forty miles upon the " Steam Fleet" by the end of the week. Col. Clumbers, with a battalion of the Rifle regiment, passed Boon's Lick, all safe, on the 4th day of July, 200 miles ahead of the steam boats. S Enquirer,

The projected ar ran?ement of the North Carolina banks with thoseof Virginia, to uive to the bills of theformer a par value with those of the: latter, lias failed, owing to the Carolina banks having refused to agree to the terms projected. John Furlong and William Smith, two of the crew of the floopLawrence, engigcd in murdering the crew of the British brig Ann, have been apprehended, and lodged in the gaol of Savannah. They were found in the marsh, near that city. It is said that they are the ringleaders, and that the former shot the captain and the latter the cook, of the above brig. Two others were also taken up at the same time, and have been remanded for further examination. Those of the crew of the Lawrence who are at present confined in the gaol of this city, attempted toescapefrom thence on Ihursday evening, by making a passage through the upper ceiling. Their design, however, was fortunately frustrated, and a large number of instruments, used for the purpose, taken irom their possession. Patriot. An anchor, weighing nearly 40 co weight, was found in this harbor on Wednesday last. It is supposed to have belonged to the British frigate Acteon, which was blown up on the memorable attack of tho Palmetto Fort, by Sir Peter Parker, on the 28th June, 1776. It was thickly incrusted with
sheik, kz. but is remarkably sound and perfect, considering it has been burried in the deep for more than4forty-three years. Courier.
BOWEL COMPLAINT. To the Editor of the Delaware Watchman. I have child, two years and six months old, who has been in a very uncommon decree af llicted with the bowel or summer complaint; and, after trying in vain the various prescriptions of the physicians, I was advised by an old lady, my neighbor, to try a tea made of the inner rind or bark of the black oak; which was administered to the child in the quantity of a tabic spoonful three times a day, and which has performed a perfect cure in three days. I recommend it to moth ers to do likewise. The tea should be sweetened with a litsugar. A MOTHER. Note by the Editor cf the Baltimore Amcr. Fanner. We have been confidently assured, from tlse most respectable source, and desired to publish the fact, that what is called the summer complaint may be cured with gunpowder a tea spoonful pulverized, and taken with a little warm water. 5 1: pt em in: 11 I , lcJ 9, Wo havo hf. ;i icil r nrd tha thtO't is a runiouv h l unu-.n m, that tin pu r;' hh:h :'pp'-'atvd a IV sv wf k". a;-1 h lh- R.-puhliuin, dated Jcuniu county la. 5k i'.;nt(l YLkilAS, U.I', JiUtnri'd tor l)vcr. The subject ot the late despatches from our minister at Madrid is said to have been the principal subject under consideration. The Hornet, we hear, is ordered to return to Cadiz forthwith, with despatches from our government to Mr. Fors)th, at Madrid. V CAUTION. Twenty dollar notes of the Franklin Bank of Baltimore are in circulation, of the genuine plate, but forged signatures. The public are cautioned to be careful in receiving any of that denomination.
