OF EAST FLORIDA. Extract from Eiltcott's Journal published in iS 14. "East Florida is but little better thin a wilderness; the soil is not superior to th it of West Florida, and none of its navigable waters rising in the United States, it does not appear equally interesting. It is, nevertheless, of immense importance to the United States, being from its present situation, ttell calculated to give security to the commerce between the Atlantic & the Western states; and may be considered one of the main keys to the' trade of the Gulph of Mexico. On the vest side,it affords two remarkable fine hirbors; one is known by the name of Hillsborough bay, (Bay Tompa, or Spiritu Santo:) the latitude is stated to he 2yd. 36m. north, and the longitude 13d. west of Greenwich. It is very capacious, and will admit any vessel over the bar not drawing more than 24 feet water. The other harbor is ailed by the Spaniards Bocca Grande; and by the English Charlotte harbor; stated to be in lar'mde 23d. 43m. north, and 8 2d. 30m. west longitude. It has 15 feet water on the bar, and good anchorage within. Exclusive of those harbors, are several others, well calculated for coasting vessels, that draw not more than seven feet of water. The Florida Keys &: Reef likewise furnish a great number of harbors proper fr coasting vessels, and advantageous stations for cruizcrs; particularly that of Key Biscmio, situated at the northern entrance of the reef, and capable of command.

!t may appear, it is no less true, that nearly the whole coast of East Florida, so far as maratime possession gives a right, is under the dominion of the Bahama Islands; the coast and islands being uninhabited, even by a single solitary settler, from Apalachy almost round to St. Augustine; from which the inhabitants of the Bahama Islands cut and carry off, without interruption, as much of the valuable ship timber as they find necessary or convenient."

NAVAL ENGAGEMENT. New-York, Feb. 25. Captain Olcot, who arrived here yesterday from Havana in the ship Fox; states that on the 4th inst. a Patriot brig appeared off Havana when a Spanish sloop of war went out to capture her, an engagement took ptace in sight of the town, which lasted about two hours. When the smoke cleared away the Patiiot brig was seen going off in company with the sloop of war, and as the latter vessel had returned to port when captain Olcot sailed, four days afterward, there was no doubt she had been captured by the brig. The people assemble for worship thrice every Sabbath, and on Wednesday evening. The Lord's day is strictly observed throughout the whole of the islands. Private and family prayer are general among the people. About 4000 persons have learned to spell and read, and many to write. In a word the change far exceeds all our expectations. St. Louis, Feb. 17. A man ot the name of Stuart lost his life last week at Belleville, in whit was intended to be a sham duel. In this affair the man who was to be scared, happened s me how or other to get a bullet mixed with his powder, and Stuart who was to act the pirt of the carror was killed on the ground. The weapons were rifles, and some fifty or sixty of the villagers went out to see the sport. Belleville is a little town in the state of Illinois, twelve miles from this place. Enj. CUMBERLAND ROAD. The appropriation of two hundred and eighty-five thousand dollars for the completion of this road, has passed the house of representatives, but with an amendment, that it is to be repaid out of the fund reserved for making roads to the state of Ohio, by the act prescribing the terms on which that state was admitted into the Union. It is again said that some of the U. States, Bank Branches will be withdrawn from the West.
