New Torky June 19. We learn from CaptainDayton who arrived this forenoon from Rio Janeiro, that the governor of Pernambuco arrived there a

few days before he sailed. He was forced to fly from Pernambuco on account of a mutiny which broke out there among the soldiers, owing to the scarcity of provisions. He was accused with conniving with certain merchants and speculating upon the soldiery and inhabitants in the necessaries of life. A number of merchants had been placed at the head of the government, and tranquility was restored. One frigate and two or three schooners sailed from Rio Janeiro for Pernambuco, about 5 days before captain Dayton leit there and abont xwo thousand of the local militia had voluuteerd to embark. The expense of the expedition was to be defrayed by the merchants. Men;e Video was in quiet possession of the Portugese. Phila. June 26. hood. Our nothern prts, and those of Ireland, have long exhibited a like scene. America will l;hus derive wealth,' strength, and prosperity from our distress. The blood and tears of Europe will fertelize the wilds of the United States. It has been contended, that it is good policy to permit this course of emigration, & that a discontented subject isr well got rid of by being suffered to depart in peace. This may be true in the case of persons discontented with the form of government or the laws of their country j but not in the case of the artizan, made discontented by cruel poverty which his skill and industry were unable to surmount.

London, May 1, We received yesterday the Paris papers of Sunday last. The following from one of them dated Madrid the 4th ult. serves to shew the impression upon the continent as to the negociations between this country and Spain, with relation to Spanish America. Our department for foreign af fairs has been for some time much occupied. Important negociations with England arc publickly talked of and an arrangement is spoken of with our Usurgeant colonies, through the mediation -of that power. It isaiso said, that negociations are on foot respecting the Fioridas, and that ve are to cede those countries to -the Uni ted States, on receiving a suitable indemnity Madame Regr.cuh de St. Jean d' Angely is said to be charged with holering correspondence with

Kast Florida It was currently reported in town this morning, that general Gregor Jvl'Gregor had taken possession of Florida ; and that the Patriot flag is now flying on Amelia island. Our opinion is, that this report is premature. We believe, however, something irnportant may be looked for soon, from that quarter, LSav. Rep, London, May 5, A Flanders mail arrived this

morning this morning with papers to the 3d instant. The Dutch and Flemish ports are full of Swiss and German emigrants, waiting a passage to America. They arc chiefly artizans and manufacturers and carry with them wealth, industry, intelligence, & social habits. Some of our own ports present an appearance not very dissimilar. The ship Perseus, at Portsmouth, has on board nearly 200 of our countrymen, who are emigrating to the United States. Many of them were residenjs in that place and neigbour.

Vevayuly 15, 33W Estray 3Ian 1 1 Sometime about the first of November last, a man who called himself John Banks, an Englishman, supposed to be about thirty years of age, 5 feet 10 or 1 1 in cliches high) stout made, dark com plexion, a good scholar, with a genteel address came to this neighborhood, after being in the

neighborhood a while, he engaged in teaching a small school ; his quarter expired about the 20th of April last. He had made engagements to teach in two places at the same time but without fulfill ing either ; on the 23d he left the neighborhood in a very .singular manner, saying he was going to his school on Sun fish. 'I he strangeness of his departure has given rise to many severe censures and reports, but it is believed he has since been heard of as far as Springfield, on the road leading from Cincinnati to Hamilton. Any person having knowledge of such a person, by giving information by post addressed to the sub sc.ibers near Bainbridgc, Ross county, will be means of calming a perturbed neighborhood.
