■ The canvass proceeding the Presidential election, which is now upon the American people is the post important one which baa oecuired in the history flf the Republic. The question 1 1 at lissuei differently af* fects the two sections of the country, and therefore, to 1 some extent, the parties who join issne upon it, present sectioqal characteristics. The subject ot. the a la very of the African race famishes the question to be decided in the pending contest, and upon that question every■ man in the United Slates is called upon to take sides. * Parties have declared tbo principles which shall goyerp theiD, and every citizen, to do his duty, must take his stand in a party. The positidp of each party now tp the held, desigpating them by their leaders may he thus briefly staled,— The Lincoln and Hamlin party desire that property recognized by -the Constitpiioq — negro _ property — shall not in the territories of the United States he protected;' but that tbs aclof carrying a slave into territory destroys property in the slave. The - Douglas' and Johnson party place the' protection ol tho; proppny of the Southern man upoq the. will of the settlers of a territory, U gives no protection' by law to one species of property, allows' no" guarantee that rights will be res peeled; bnt allows a muh to do that which Congress can not constitution ally do. :DoaglBsisni is incipient lepoblicaaism; and the latter is rapidly matumgaboImociBUJ.: puuglasjsin by a diflerept'way, proposes to arrive at the same end as abolilioniam.— DonglasUm is the more dangerous of the two, because it is more plausible and has upon it a scemingfair-. ness and justness; , ’ ; . . ■ . It will be seen by reference to our court proceedings that tho execution issued by the Solicitor of the Treasury against tho property of the Securities of-Isaac Y. Fowler, the late defaulting Postmaster of this city, bos been enjoined by Judge Betts; of the Circuit Court of the United States. In the very, able and o’ahorate opinion of the learned J udge, bo] holds that - the autbotitics at Washington must have known of the existence of a portion or the defalcation of Mr. Fowler at the time the boudp were executed. They, were consequently prohibited by Uw from appointing him to the office, and his sureties are,'tbirefore, not liable Jur his defalcations.
