made to destiny the Democratic par* ty because the minority of interventionists could not intimidate the majority into an abandonment of the doettine of non-intervention, they have seceded from the organization of the Democratic party, and are endeavoring to form a new party in hostility to it. Secession from the Democratic party means secession from the Federal Union.' Those who enlist under the. secession banner now, will be expected on the 4tli of March next to take up arms against the constitotional authorities.
■ FREE TRAliL Hon. Justin S. Morrill of Vermont, author of the Tariff’ Bill now before Congress, used the following language in reO o O gard to free trade,in theoourse of an able speech made by him in advocacy of his bill: There is a transcendental philosphy of free trade, with devotees as ardent as any of those who preach the millennium, and who will be fit legislators for that period, but not till then, which call for a passing notice. It is the poc-* try of legislation—a sunlit' theory, rejected in practice by every civilized nation on the globe. AVhile we support the Government entirely by duties levied upon importation of foreign goods—and no one proposes to doit otherwise —it is difficult to understand what gentlemen mean when they talk of freetrade. Until this mode of taxtatiou isaboU ished, free trade is not possible. All the Uteratureor log-’ m on this subject, therefore, when applied to us, is impertinent. If all nations were equally wise, strong, weal thy, and in exactly equal circumstances, then free trade would be just and proper.. But it would be oppression to forcealess fortunate nation into such a race. Free trade involves the absurd assumptidn that new rivals can successfully compete with those who have already reached the highest proficiency in ’any art or manufacture. But give n vigorous people, alive to every new scientific d iscovery, with plenty of capital and coal, the start in manufactures, and they will hold it in any open market to the end of time. The wall of earth in front of the assailing armies before Sebastopol was no more essential to. their security, than are laws awarding the home market to the existence of manufactures “yet in the gristle, and not hardened into the bone of manhood.” The President of the French legislative : Crops, in a speech on the late commercial treaty, fairly states the whole question: “Free trade may,” says he, “it appears to me, be considered as the object to which society is tending, but protection ought to be the means of arriving at it.” •' . . •; . r

Does not this line of policy look to disunion? Intelligent men must be presumed to understand the tendency and consequences of their own actions. Can the Secedera fail to perceive that their efforts to divide and defeat the Democratic party, if success(nl, must lead directly to the cession of the Southern State:.? 1 trust that they will see what must be (be result of such a policy, and return to the organization and platform of the party before it is. too late to rave the country. The Union must be preserved,— The Constitntion mast bemsintained inviolate, and it is our mission under Divine Providence, as I believe, to save the Constitution and the Union from the assaults of Northern Abolitionists and Southern disnnionisls. Fellow Citizens I thank yon for.this manifestation of your kind* ness and enthusiasm. The circumstances under which this vast crowd has assembled, spontaneously, with* out previous notice, demonstrates an earnestness of feeling which fills my heart with gratitude. To be. the chosen standard-bearer of the only political orgsniztion that is conservative and powerful enoogh to save tho country from abolitionism and disunion is indeed an honor of which any citizen may be prond. 1 am tully impressed with the responsibility, of the;; position, and trust that Divine Providence w ill impart to me tlm strength and - wisdom to comply with alt its requirements. Our beloved coriutey \t threatened with a fearful sectional antagonism, which places the Union itself in imminent pail. ;: This antagonism is produced by tho effort tf one section of the Union to me the Federal Government for the purpose of restricting and abolishing slavery, and a correhpondiog effort in the other section to force slavery into those regions where the people do not want it. The ultra men in each district demand Congressional intervention upon the subject of lertitoriis. They agiee in respect to the power and dm ty of the Federal Government to control the question, and differ only as the mode of exercising the power. The one demands the intervention of the Federal Govern meat for slavery, and the other is against it. Kacb appeals to'the passion ami prejudices of his section against the' pence and harmony of the whole country. On the other hand, the position of all conservative and Union loving men is, of at least ought to be, that of non-intervention of Congress with slavery in the territories. This was the position of ike Democratic party in the Presidential contests of *48, *5*2 and *56. This was the position upon which Clay, Webster, Cass, and tbe friends of the Union, and all political, affinities of (bat day, established the compromise of I860; upon this common ground of non intervention, they contended with, and put to Sight, the abolitionists of tbe Forth and tbe secessionists of the South in that memorable contest.

The stale argument of free trade is, “Huy where you can buy cheapest.” As a simple proposition, it is right. The fallacy is hidden, because it does not disclose the fact that you buy cheapest where you can pay easiest. Suppose a fanner to pay a dollar for a scythe) arid to do it with one bushel of corn: it does not cheapen the article to show him where to buy it for fifty cents, when he will have to part with the same bushel of corn, or even two bushels, to get the fifty cents. Free trade abjures patriotism, and boasts of cosmopolitanism. It regards the labor of our cam people with no more favor” than that of the barbarian oiv the Danube, or th§ cbolic on the Ganges.
