As I leave here for homo ibis evening, you will probably sea me before this reaches yoo, as the mails travel only about halt as fast aa passengers. It is rather interesting to a visitor at tho Capitol for the first time, to loot down from the gallery upon the **wiso men” of the Kation in coopcil assembled, and have tho more dis-, tinguished members pointed out tq voti. ' In tlis Senate, tho Speaker, Vice-President Breckinridge, was sheen t from bis post, said to be working for tho Presidential nomination; and Senator Bright was,elccted Vico President protem, and really, Jesse D. is about the "best looking'- man in tha Senate. Senators Seward and Douglas were also absent, and wo were shown Senators Criaenden and Tombs as the leading spirits in the body. Wa were anxious to see Seward and Douglas, but during the six days we. were there their seats were vacant—tho former being in Now York oq account of ilia sick ness and death of a distinguished friend, and the latter was confined to his residence from sickness. It is said" that’Senator Soward and his friends are much mortified alliis de- . feu: at Chicago, and while they support tho nominees of that,Convention, there is no concealing tho fact that their chagrin knows no bounds, and is almost greater than they can bear; and not without some reason, for all admit that' bo is one of the master minds'.of tho age, and has borne the front and best of the battle throughout the days oI adversity and defeat, and now, when his friends itnaglno that 'victory perches on their banner, its displeases them that their great leader is not to be permitted to reap tho “first fruits.” That Wm. H. Seward is a great, a powerful man, none will deny; and however much wo disagree with him upon many subjects, we regard him as the ablest man in the councils of the Kation; and thousands yho are bitterly opposed to liim politically, ; regard him as tho ablest statesman, ‘ and most comprehensive master of the theoretical science of government now upon tho boards of American ppljtics. Of Senator Roughs, as a statesi man and politician, one opinion is not elevated, and on account of our prejudice, perhaps, we do not view him and his' course justly. lie is said be in a dilapidated condition physically apd financially,qpJ many prominent leaders in bis own party think politically, also; but of this latter assertion, future developments will show better (ban present spccnqlatioM. His. personal habits are said to be far from creditable to a man assuming to be a a example for; and a ruler of, a great Kntion, ‘ In the Senate, all the members of his party, with a single exception, are against him. - Nothing of special interest to an outsider; was done in the Senate this week, and we failed to bear a set speech from any of tho distinguished gentlemen composing tliQt very respectable assemblage: We heard Messrs. Crittenden, Tnjmbnll, Mason, and lyison, make a few remarks, and the gre4t tha ndersr (Toombs, of Georgia, the fire-eater and disunion;itj spread himself for a fen* minutes, in not very complimentary! terms concerning the agricultural department of tha Patent office. -

I; HU decisions are all well enough, hut be almost entirely fails at limes in enforcing hU decisions, or rules of order.; Owing to the frequent and poptinoa! changes of Representatives, tho llonse is -a school of instruction a good part of the timel ■ | Ip the House,; there was business of a little more interest to ns going uu. One rather exeking matter was the speeches in the St. Bonis contested election case, and the votes turning' Barret out in, which occupied about a day’* time. Another interesting econo was the dbciission tho on ieablntion's'censuring the President'and iho Secretary of the Kavy for ;aUedged corruption in the awarding etc., etc. Ducock, of Virginia, opposed the resolutions.in aq hour's speech; and was replyed to by Sbermon of Ohio, who moved the'pterions questiop, thus cutting off any further debafek, The notorious and profligate Sickles* of Kew-York, who appears to be generally des-piced here, rose, and seemed determined to spread himself, but half of the members iramcdiateiy rose, with the cry of “order! order!" apd ho was compelled to take his scat, looking like he was, as fie no doubt really is, the meanest being that ever had - a scat iu the Congress of; the United States. — The gallant Hatton, of Tennessee, the Chairman of the Committee, and a fiue and noble looking map, and one of ablest and most talcpted of the now members, rose to make the closing argument fa tho case; but gave way for a few minutes to Millsuu, of Virginia; a very sensible man, and much esteemed hgre, who opposed tho resolutions principally upon technical grounds. Hatton made an able speech, as be always docs, and ho was attentively listened to. Oi course, these speeches bad little or no influence upon the members, for the evidence had all beep printed and placed before them, and they had read it and made up their minds, and were prepared to vote without argument; bat these speeches will bo read by the people who will not seethe evidence, and give them some insight into* the way affairs have been-managed by those high in authority hero.. ' The resolutions of censure were adopted by a vote of 123 yeas to Gl nays—all the Republicans, Americans, Anti-Lecompton Democrats, and some of the Administration Democrats, voting yea'. ' We bolievo this in the first instance on record of- the President being censored for alleged corrupt ion. Tho whole performance was rather exciting and interesting. There not many, notables in the House, and many of them look ordinary indeed. Thomas Corwin is pointed out to yon as the ablest man in the Honse, and he probably has no superior as a public speaker in the West. .Potter and Pryor, of "duel ■ notoriety,” are eagerly-inquired after by visitors; Potter, especially, is examined closely, as he has gained much nojoriety from bis connection with that b.podless.affuir, for all appear desirous to see the cool-headed Northerner who took the wind oot of the sails of the hot-headed fireeater. Potter looks “game,” and is built from the ground up, dresses very commonly, and evidently docs not forget that he is one of the people, and would take as much satisfaction in baking hands with the editor of a copnlry newspaper, or any other humble little man, as be would 1 in taking the President by the paw, especially if the former was “opposed to tbrifdfirinistration,”—
