Now and then a rascal has been caught, and punished; but the statutes or the federal government have proved a rope of sand stretched across these roads, to stop the thieves; and the federal officers have been set upon by them, while attempting to enforce the laws of Congress passed in accordance with the requirements of the Constitution. This-national evil has fearlessly increased since 1830, and the reason is obvious. .Between 1820 and 1830, the great political contests for and against protecting duties, internal improvements and a national bank, were practically settled in favor of Ihedemocracy. But the black question remained, and pow absotbs all others, except the ordinary questions of legislation. While other questions were paramount, sometimes the democracy of the norib contended With the opposition fo; the antislavery vote; which, tilj the foiinotioit of the republican party was a Jloaiing vote, biit which how forms the controling power in (hat party, >nd dictates its course, and makes its nominations; and which became strong enough; to .elect the speaker, and organize the House of Representatives, four years ago, and this year. The Republicans are hot alt abolitionists.’ Far from it. Tom Corwin, who leads off the conservative tail end of the republican parly, is not at heart any more of an abolitionist ttianl am.. But he sails along the shores of that party, and shows republican colors, ani^thusgels abolition support, in spite of Chase 'and Seward, who fear hint, and Giddings, who hates him, and kicks his shins with coffee’s heels. . ■>
(TAKE WARNINGIX TUUI. v t)r. Biram Cox. Inspector of Liquors at Cincinnati, has published many deeply interesting facts of his experience in testing liquor sold in that city. In seven hundred inspections of lots of liqnor of every variety, he found that 90 per cent, were impregnated with the most petniciput ingredients. Nineteen young men, ‘all sons of respectable citizens, were kitted outright by only thrcee mouths driueing of these poisoned liquors. jMuny 'older men, who were only moderate drinkers, died with the same (period of dclerium tremens, brought jon, in one quarter of the time usual with confirmed drunkards, by drinkingthesame poison. Of (ourhnndred insane patients, he .‘found that two-thirds had lost their reason from the same cause,' Many of them were boys underage., One boy of seventeen won made insane by the poison from being drunk only once. Seeing to men drinking in a grog shop mid that the whisky was so strong that it really caused tears to flow from the eye* of one of them, the Doctor obtained some of it and applied his tests. Ho found it to contain only 17 per cent, ofalcohol when it should have had 40, and that the difference was supplied by snlphnric acid, red pepper, caustic, polassa and strychnine. A pint of this liquor contained enough poison.to kil the strongest man. - The man who had manufactured itdiad grown wealthy by producing it. • .

The New York Softs have organ* ized foimally by electing Dean Richmond chairman, and Peter Csgger and John C. Spencer secretaries.— The three vacancies in tbe N, Y. city delegation, and bna in Franklin co. r were referred to a committee of 5 r who will report to-morrow morning. . The Pennsylvania delegation last night organized by electing Senator Bigler chairman, over ex-Senator Brodhead—23 to 23—3 absentees. This is only an expression of personal preference. An important point was a resolution offered by Phillips that the delegation should vote as a unit in the Convention. This movement, tbongb not nncxpectbd, was denounced by Congressman Montgomery asa surprise. Ha said he would not permit bis vote to be cast by another, and threatened to talk till 1870 before permitting tbe adoption of the resolution. He finally left the meeting in a passion, but was jDot followed by others. Pennsylvania ts divided between Breckinridge and Guthrie, with a prepondereace in favor of tbe foimer, who will probably get the vole of the Staie.
