Who supposes, that if the roads were given out by contract to the lowest bidder, thflt it would cost half of ,31800, or that tbe cost of advertising for bidders or attending to it by the Trustee (if. it was made his doty) would be one tenth of S144.00? As Vcvay District has always expended more money from the treas* ry than it paid in, and the law now allows each district its own money, there being besides too many, Miave enlarged that road district, there being 150 hands in it, whilst Others have now fewer, to giveVevay an-opportunity of having good roods, and at no expense to them, 1 have added the district above ami below them,-the Triisfoo having the power of ribmioating a Supervisor, the. change may be for the belter to them. . For- the same reason, 1 have added the Creek district to Ml. Sterling District. I have altered other Districts for convenience of people.

Receipts, 31,152 89; expended, 81,07G 35; on hand, $76,54. This fund is to build and keep in repair School houses, and pay officer# for attending to school matters. We have in this township eleven school houses, all in good condition except two, and these ought to he rebuilt this season; there is not money however to do it, unless these districts do it them selves, which they have the right to do, and gel their money buck in taxes paid by them—merely loaning the money for their cost to the township, for their own benrjit . Tne best school house in the Township was put-up this season at Center Square, at the cost of five hundred and twenty-five dollars* one hundred and tinny eight dollars contributed by- the district; one’hundred"and forty-seven dollars obtained for old -chuol hoiisa and half of the public square, leaving the Other half acre for the ;new school house—that, I made clear for the township by purchasing the Square. ; . f

REPORT OP TOWNSHIP TBCSTEB.
Mr. Editor:—1 have settled with the Board of County Commissioners as -Trusted of- Jeficrroa Township, but as few of the people sec that Uo : port, and it cuiicarns them hpw Its duties have been performed, I desire to make the following detailed state; menf, that all may know and see the importance of the office.
We have just closed four momfe entire free schools; which has never been the. case befoie, (or heretofore the people had to p iy part of a three months school. Last year, wc had none; the row as 3500 in the treasury on that account.-' Our Township is divided into ten School districts, convenient for all to send to, with two school houses in Mt. Sterling; there was $09 children assigned to these school?, .of. which GIT attended, and there was 398 average attendance. This statement speaks for itself, and ib is lamentable thut.it is so; in this intelligent community, and age, tool Parents are ta blame for ibis; they forget that when their harvest time conies, everything to yield to;, it.. .The children’s harvest is the wiuter or free school. ‘ The attend* ance on it is according to the ca* price, convenience, be supposed im* mediate interest of parents. This surely ought not to he; cither require children to attend free schools, or do away with these palladiums of our liberties, and let us return to the days of yore, when ignorance was bliss and the mother^of devotion. It is right however to, remember, that if-.the average had been confined to three months, it would, have.shown a tnuch larger attendance, for ns soon as the time usually held had expired, not.even a free school could induce them to make, a- little sacrifice by hiring help .to keep their children at school. I visited the schools at their commencement, and in order ta stimulate (hem* to diligence and regular attendance, I promised them an Examination at the close of the tcim. That- Examination has been held, and 1 have ho doubt will exert a great. influence on theirparents and Teachers who were- present, as. well as the children." The Teachers, 1 will "say it to their credit,' entered cordially into it, and wou»d gladly have attended the Examination of each other's schools, but as I had no power to authorize them to do so at tbn pnbUt expense, they cowU tawt afford to loose so much time.

Heceipts 8009,95; paid oat S4T4, 46; on hand- 8135,49. , I entered on tbd Jones of Trustee tvltb a dclerralnalion to expend the large amount of money id the treasury for their legitimate; purposes, particularly, road Tuoney, and assess as little taxes as would be required for the economical oflaiti of the Township. In tbc 6r*t 1 have been saccessful, bnt in the last 1 have failed in not assessing enough, as I.waa called upon to assess Township taxes before the Districtand State Boards, tiad' acted on; the real estate valuation. • - is - well . known that they reduced it twenty-five per cent. It was supposed by (lie public officers that the valuation of;this' Township for teal and penodal property would be one million of-‘dollars, and T assessed the taxes. accordingly' (even then less-than any other Township charged). It appears however (bat the real and phonal property is but §64&,600,‘which makes the tax collected; fifty per cent less than was supposed to ; bo assessed. I regret ibis verymbeb, as great injoslice has been done to. a class of our.citizous that I think unreasonably taxed; that is poll'lax for roads. At great labor and. trouble; I from Supervisors of roads the following summary of work done on the roads.— There is 18 districts, and 428 hands, who worked 81,015 50; taxes worked on the roads 8821,07; paid, oat of the treasury 8471 46; total work 81,808 94—at an expense for BppervisorB’ wages of 8144 30. At a glance ibis statement will satisfy any one of the folly of the whole system. It id tree the inequality of the pole and property tax is greater this year than common (tea per cent being tbs usual tax on property), but it has generally been true that many, very many, who use the roads but licite, have bad to work from two to five days inaytar on the road, which is a heavier tax than many pay who are worth their hundreds and thousands, and nsc the roads a great deal. If property is increased in value by good roads, it surely ought to be a tax on the property of the country to make and keep cp good roads. In the early settlement of the country, when all settlers were about eqaaf in property,*and each took their turn as fciopervisora without getting anything for it, it was well enough, but now when wealth and property has accumulated, there iV no excuse for it; and besides, as a matter of economy, the system ought to be changed.— ‘

The Supcritilen4$i(s of State all say that the Educational interests of the Townships are placed in the bands of the Tiustees—that the Directors were only intended as helps to them; and if they neglect visiting (lie Seliools to encourage and instruct Teachers and Scholars in their duties, who is to do it? Our Directors are as' good men as any others, and they have attended school meetings of the district, have furnished wood and attended to repairs faithfully, and that is all they tbiuk they are called on to do. 1 have spent sixteen days visiting schools; whetbci it has been wisely done, or worth the cost to the Township, 1 am willing to leave for the decision of Teachers and others who were present at these meetings. We are making progress, however, and that has been exhibited jn the increased number of persons (115) who have this winter attended school who were over age, as well as the large number of branches laoght—indeed, greater than ever has been before. * * *
