—The Pittsburg Press has the following, in regard to. the coal boats about leaying there:
An attempt toadopt the plurality rule was ruled oat. Thebalance of the time was occupied ia wrangling abont the "everlasting nigger**—ilr. Cl art, of 3Io.. having introduced the: colored individnaL Several 'disgracefnl'scenes’ /recurred.
Tbb run of coal on the present rise willprobahly he the largest ever sent out from this port. Previous to the rise, it was estimated that there were abbot two hundred pairs to go out, but we beleive this to be much under tho correct figures. Fifty-five pairs had dropped past the Monongahela •iispensiou brigdo up to dusk yesterday evening, and-yet the jam at the locks' is worse than ever. Some of the boats which passed through yesterday were; as smooth, nearly, as if they were planed. This crowding, the result of the anxiety of the owners to get their boats through, defeats its own object. Far more' boats could be parsed through the locks ip the same, time; if the rules were adhered to, sod the boats kept at a proper distance from the gates. There is no hurry to get boats away, as the river is still rising, and likely 7 to reach.a very high stage, before it again commences to recede—tho best tithe it is conceded for floating, craft to start oat.
Tho Baltimore and Ohio Railroad havo satisfactorily tested the theory dating the po.it year, *Tha speed of heavy freights war reduced nearly forty per cent., or to bight and nine miles an -hour, ' that *of passenger trains’ to twenty and twenlyfiye miles per bbur. They start upon the new year with a better track" and rolling stock than at any previous time.— This should bo satisfactory, tb alt parties concerned, that a alow 'rate of speed is desirable in : ah’ economical point of view. A most important consideration. however; is tKflt it diminishes the chances, of accident The nnmbcr ‘of casualties,; on the Baltimore andOhioRoad.tTio past year, was less than any former period.
