Amendment of the Constitution. A test vote to the Honso yesterday, indicated a determination to essentially change or modify the present organic law of the State. It Is generally conceded that the present Constitution is impracticable in many respects, and that the public welfare would be promoted if in those particulars it could bo changed, to overcome its evident deficiencies. How these modifications can be made most economically and conservatiyly is the issue. By sonic a small convention is proposed, to be composed of fifty members, to draft a new Constitution to be submitted to popular ratification. If the conservative sentiment ; was represented in this body, so that the danger of an extreme change could, be avoided, there - would.'not'be much objection to this. mode. Others propose to adopt the old Constitution, engrafting in It some of the best features of the new. It the best features of both could thus he incorporated by the action of the present Legislature, * it would perhaps be thc iiiost satisfactory and the cheapest way of presenting the - question to the people. | Cahal Abqosd the Fills of the Ohio. —The Senate yesterday morning passed the Ilonse Joint Resolution ih relation to the construction of a ship canal aronnd the falls of the Ohio on the Indiana side of the Uiver.-—The preamble asserts that the canal can be constructed for less than it woold cost to enlarge the Portland canal and make it subservient to the general purposes of commerce; besides, while it is making, the Portland canal can boused to as good advantage os it is now «■*«!,— The advantages of the canal are brcilly set forth, and the gieal convemc.ncios itwoM afford to trade and commerce are slated. Our Senators in Congress are in-UncIed, and our IleprcFentalivca icqncstcd, to use. the means in their power to procure an appropriation'for the const met ion of the Indiana Canal. Baltuiohe, Jan. 30.—Tho steamer North Carolina, Captain Cannon, from this port bound to Norfolk, caught fire on Friday night, and was burned to tbo water’s edge. Ail efforts to extinguish the flames proved unavailing. A clergyman named Curtis, and one of the colored stewards perished. The North Carolinft was a fir«t class steamer, and was insured for 680.000.
