It shall be the ditty of die appraisers appointed in pursuance of this act, wilhiu lap days after their appointment to- proceed to list and appraise all tlie.n*al estate in his county subject to taxation, as follows to-wit: First. Tne saed.apprai-er shall upon actual view, make a tine valuation*ol nil land?, together,with’the improvement and buildings thereon, or idiixed thereon, at their lull value In money, in* he would appraise the same, in payment of u ju.-l debt from a sol vent duller, taking into consideration llte feitUity mid quality ot the soil, the vicinity of theVaiuo to railroads, macadamized roads, turnpike roads, clay roads, plank roads, suite and county roods, cities, towns, and villages, nayig-i-ble rivers, water privileges ou the same,, the location of the route of any canal or canals, with any other !o»a! advantages'of situation: Provided, ‘Iliat said appraiser shall also value all lands at their cash value, without taking into consideration any improvement that miiy k- made thereon, ami this valuation, as,well as the valuation, with improvements, shall be set down in proper columns provided for that purpose. Second. In-Iols and out-lots in all towns; cities and villages, with the improvements thereon, or altixcd thereto, shall be valued at their true and full v.:l00 in money, taking into consideration al! the local advantages of sit nation.
