Tlte Times publishes this morning a draft of a treaty between Great Britain and-Nwaragna, drawn up by Sir \Vm. Gore Oozley, whoso long, residence in Washington has excited so much observation. It is understood that both* the British and Nicaraguan Governments approve of this treaty, and Sir Wm. Gore Oozley wilt shortly leave. for Central America, in order to secure its ratification! The convention stipulate!), among other things, that England, as far as she herself is concerned, shall guarantee the neutrality of the Isthmus, and shall endeavor to induce Other nations to do the same.
