The construction heretofore given by the Treasury department to that act is applicable except, where that law has been Modified. Tho provisions of sec. 2ft of iho act of August, 1842,. farn ishes the rnUbf .construction to be applied to articles not apgpificalfy designated in the schedules of 1857. All other rmonumerated schedules of thff act of 1857, and all other eMWrtrated articles not so' susceptible of classification, will be liable, to a duty of l£r per cent. - The merchandize in tho public stores •n the 1st of July next, or in bond under the ware-honsfog laws, whether deposited in any ware-house authorized by law or passing in transit under bond from one part of tho U. S. to another, will, irrespective of the date of their original importations or bonding, be subject on withdrawal for consumption to. the ratios of duty prescribed by tlio act of 1857. W. N. It seems to ns’that the conduct of all concerned, including that of the, lawyers for the prosecution, is'criminal under our laws, and that they should to indicted by the propet authorities. It is a case that at least demands the attention of the Prosecuting Attorney of the county,— Cincinnati Timet. - * The farmer alluded to above is Mr. Eli Schoonover, of this place. Tbo facts as ffTtnes, are,believed to be in the main correct. The course pursued by the Cinoiimatt parties is disreputable in the highest degree, and the penitentiary or county-jail is good enough for any of them. Wo hope that justice will be meted out to them by the proper authorities at Cincinnati.

Andrew Filch has been appointed agent of the Michigan Indians, vice Gilbert, resigned. Fayette McMullen', Governor of the Territory of Washington, in place of Anderson, declined. In view to encourage purchasers to invest in lands in Kansas at the approaching Jane and July sales, the Treasury Department has made arrangements by which parties in New York, Philadelphia, or any other points on the Atlantic, may deposit money here in any snot with the Treasurer, to be sent to the Assistant Treasurer at St. Louis. Fifty transfer drafts of one thousand dollarseach, which, with those of larger sums now on band, will be sufficient to meet all possible demands.

' ’ The negfocs charged 'with the murder of the Joyce family in Jefferson county, having bKcn acquitted at Louisville, the indignation oi a portion of thocommoni*. ty was aroused beyon» all control. .On Thursday night a desperate mob, Leaded by young Joyce, proceeded to thcjail and demandbd the negroes. The jail being well guarded, the demand was refused. The mob then obtained a cannon and loading it to the muzzle, planted it opposite the jail; a man with a blazing torch w*a stationed by the side of it, and the negroes were again demanded. The jailora then surrendered. While this was going on outside, one of the negroes cut his throat. The mob having, obtained access to- the jail took the other negroes and hung them. A number of influential citizens endeavored to allay the excitement and prevent the lynching; but the mob was not to be diverted'from its-purpose.

Sir: In answering your inquiries in relation to the biddings for tho Washington aqueduct, I have only to say there ought to bo but ono rule, and that is, to assign the work to the lowest bidder, provided ho bo responsible and able to give the necessary security. This >s in accordance with the practice of the Government ,—will secure the greatest economy in the public expenditure—and cannot fail to prove satisfactory to the bidders themselves.
